Tuesday, June 14 Session Descriptions9:00 – 9:30 AMOPENING SESSIONWelcome to the 2022 TexasImmunization ConferenceImelda Garcia will open the conference andintroduce Dr. John Hellerstedt, who willprovide an update of DSHS Immunizationsuccesses and barriers, COVID-19’s impact onpublic health in Texas, and his perspective onlessons learnedImelda Garcia, MPH,Associate Commissioner ofLaboratory and InfectiousDisease ServicesTexas Department of StateHealth ServicesAs the Associate Commissionerof the Laboratory and InfectiousDisease Services Division at theDepartment of State HealthServices (DSHS), Imelda Garciahas been leading the agency’s overall efforts in theCOVID-19 pandemic response including diseasesurveillance, testing, and state’s COVID-19vaccination efforts. In May 2021, she wasrecognized by the Texas Senate for serving as theChair of the Expert Vaccine Allocation Panel (EVAP).As the chair, she led the state in recommending theinitial COVID-19 vaccines to eligible populations andthe vaccine allocations. In addition to leading theCOVID-19 response, she also led the agency’sresponse to Ebola, Zika, and other infectiousdiseases.Commissioner Garcia has dedicated her professionalcareer to public health. She began her public healthservice in 2004 working with New York CityDepartment of Health and Mental Hygiene. In 2007,she moved back home to Texas and resumed herpublic health work at DSHS. She has held variouspositions within DSHS with increasing leadershipresponsibilities working in the Family andCommunity Health Services Division. In 2014, shebecame the Director of Infectious DiseasePrevention Section. In this role, she oversawprevention and control activities related to zoonoticand emerging and acute infectious diseases,healthcare safety including healthcare acquiredinfections and preventable adverse events,antibiotic stewardship, and child and adultimmunization programs. In 2018, she waspromoted to her current role as the AssociateCommissioner of Laboratory and Infectious DiseaseServices. Commissioner Garcia received her2022 Texas Immunization Conferenceundergraduate degree from the University of Texasat Austin in Mexican American Studies with aconcentration in public policy. From 2001 to 2003,Ms. Garcia attended from The Mailman School ofPublic Health at Columbia University gaining hermaster’s in public health with a focus on healthpolicy and management.Speaker:John Hellerstedt, MD,CommissionerTexas Department of StateHealth ServicesDr. John Hellerstedt first enteredpublic service as the MedicalDirector of the Bureau ofMedicaid Managed Care andCHIP at the Texas Department ofHealth in 2000 and became theMedical Director for the Medicaid CHIP Division ofthe Texas Health and Human Services Commissionin 2001. The Texas Pediatric Society presented Dr.Hellerstedt with the Child Advocate of the Yearaward in 2007. After seven years with the stategovernment, he accepted a position as VicePresident of Medical Affairs at Dell Children’sMedical Center of Central Texas. He became theAssociate Chief Medical Officer at Seton Family ofHospitals in 2009 and the Chief Medical Officer in2013.Dr. Hellerstedt is a member of the Texas MedicalAssociation, Travis County Medical Society, andTexas Pediatric Society. His honors and awardsinclude the 2007 Texas Pediatric Society ChildAdvocate of the Year. He has served the CentralTexas community through his membership in andleadership of numerous committees at theChildren’s Hospital of Austin, Brackenridge Hospital,the Seton Hospital Network, and AustinIndependent School District.In January 2016, Dr. Hellerstedt assumed the roleof Commissioner of the Texas Department of StateHealth Services. With his leadership, the agencystrives to achieve the vision of “A Healthy Texas”and fulfill the mission of improving the health,safety, and well-being of Texans through goodstewardship of public resources, and a focus oncore public health functions.In 2020, Dr. Hellerstedt co-authored the chapter“Resilience Is Key: Lessons from Past Public HealthDisasters” in the book Preparing for Pandemics inthe Modern World, published by Texas A&MUniversity Press.9

At CDC, JoEllen serves as acommittee member of several work groups for theAdvisory Committee on Immunization Practices(ACIP), contributes to the Epidemiology andPrevention of Vaccine-Preventable Diseasestextbook (the Pink Book), and works on manyimmunization training and educational materialsand programs. This session will examine the periods ofdecline and uptake and the risks posed toTexans.Objectives: Define the Texas Vaccines for Childrenprogram, eligibility requirements. State the effect the COVID-19pandemic has had on vaccineadministration. A Certified HealthEducation Specialist, Abby holds a Master of Public2022 Texas Immunization ConferenceHealth in Epidemiology from Texas A&M Universityand a Bachelor of Science in Public Health: HealthPromotion from Brigham Young University.Track: Adult VaccinesResponding to UnexpectedOutbreaks: Hepatitis AThe Surveillance, Epidemiology, andAssessment Branch within the ImmunizationSection is working with the Emerging Acuteand Infectious Disease Unit’s VaccinePreventable Disease Team and with PublicHealth Region 2/3 to respond to an outbreakof Hepatitis A among their homelesspopulation. This session will examine theefforts to vaccinate susceptible populations inthe area through vaccination clinics athomeless shelters and public gatheringspaces.Objectives: Explain the scope of the 2021-2022Hepatitis A outbreak, its primary riskfactors and the ways state and localhealth authorities are using vaccines totarget its spread in at-risk populationsSpeakers:Sarah Auerbach, MPH, Epidemiologist IIAccess, Compliance, and EvaluationBranch, Texas Department of State HealthServicesPrior to working with DSHS, Sarah Auerbach wasinvolved with contact tracing efforts with DellMedical School, and previously worked incommunity health education and outreach in thefields of sexual health and HIV/AIDS. She hashelped the unit track the PHR 2/3 homelessnessassociated hepatitis A outbreak, including requestsfor vaccine and its provision and administration, incollaboration with Dallas County HHS.Connor Lynd, MPH, Epidemiologist IEmerging and Acute Infectious Disease Unit,Texas Department of State Health ServicesConnor Lynd, MPH has been with the Department ofState health services since July 2021. Before thathe worked with the Florida Department of Health inVolusia and Palm Beach counties as anepidemiologist with those organizations. He is atwo-time graduate of Florida State University withan MPH degree awarded in May 2020.11

His primary areas ofconcentration are on viral hepatitis, other VPD, andpublic safety worker occupational exposures.Track: Pediatric & Adolescent VaccinesImmunization and PregnantWomenDr. Mary Healy demonstrates the benefits ofboth mother and infant when pregnant womenget vaccinated against influenza and pertussiswhile identifying best practices in addressingconcerns of pregnant patients.Objectives: Describe the rationale for maternalimmunization and outline current USmaternal immunizationrecommendations Identify potential barriers and solutionsin maternal vaccinations and bestpractices in addressing vaccinehesitancy among pregnant womenSpeaker:C.
