PECO Smart Ideas for Your BusinessCommercial & Industrial Program Application ManualProgram is offered and incentive values and measures contained in this application are validfrom June 1, 2016 to May 31, 2021, or until funds are exhausted.Incentive values and measures may be modified or terminated at any time without prior notice.Follow This Easy Process:Step 1: Verify your Eligibility Applicant must verify that they are a business customer of PECO (commercial, industrial,governmental, institutional, and non-profit). Multifamily applicants may also apply. Detailedinformation is posted on www.peco.com/smartideas Project must be a new facility improvement that results in an improvement in electric energyefficiency (kWh) and/or a permanent reduction in electric energy usage. All equipment must be installed in facilities served by PECO, with a valid PECO accountnumber on an eligible PECO non-residential rate. Refer to the technical specifications in this Application Manual to check eligibility of equipmentfor incentives.Step 2: Submit Pre-approval Application to Reserve Funds A pre-approval application must be submitted before you purchase equipment or technology forwhich the incentive is being requested. Complete the Applicant Information form1-215-996-3982for each of the measures that you are installing.Lighting projects require a lighting worksheet and inventory to be completed in addition to theapplication form. You may submit the application via mail, fax or e-mail. For some projects, a pre-installation inspection will be required. Most projects requiredocumentation of the equipment being replaced. Incentive funds are reserved for 90 days. Contact the PECO Smart Ideas team for specificquestions regarding funding reservations and extensions.5

Step 3: Install Equipment or Perform Project Work The equipment installed must meet or exceed the specifications and requirements foundin measures tables and detailed in the Application Manual. Equipment must be installedwithin the program period.Step 4: Submit Final Application Submit a final application as soon as possible after the project is completed, within 90 days ofproject completion but no later than May 15, 2021. The final application is the same form asthe pre-approval application. Include the following documentation with your final application:customer/contractor information, a signed final application agreement, itemized invoices,specifications, and an updated scope of work. The program team will review your final application. For some projects, a final inspection willbe part of the final review. Terms and ConditionsPECO Energy Company (PECO) is offering prescriptive and custom incentives under the PECOSmart Ideas for Your Business to facilitate the implementation of cost-effective energy efficiencymeasures for commercial and industrial customers. Any and all energy savings or environmentalcredits generated by the project described in this application will be retained by PECO.Funds are limited and subject to availability. The program may be modified or terminatedwithout prior notice.Program Effective DatesThe program is available until May 31, 2021. The current cycle year runs from June 1, 2016,through May 31, 2017 (‘Program Year Eight’). Incentives are offered until approved funds areexhausted or until May 15, 2021, whichever comes first. All projects must be completed and thefinal applications received no later than May 15, 2021 to be eligible for incentives.Program and Project EligibilitySmart Ideas for Your Business incentives are available for the common energy efficiencymeasures listed in this Application Manual. Program incentives are available under PECO SmartIdeas for Your Business to non-residential customers within PECO's service territory. Theseincentives are available to all customers who pay into the Energy Efficiency Charge and receivetheir electricity over PECO’s distribution network, regardless of the retail electric supplier.Most commercial projects involving energy savings are eligible. Incentives are available for bothprescriptive and custom measures. Prescriptive measures are energy efficiency measures withpre-determined savings and incentive levels, and are paid on a per unit basis. These measuresare available for specific Lighting, HVAC, Refrigeration and Food Service, VariableSpeed/Frequency Drives, Compressed Air and Domestic Water Heater measures. Custommeasures include energy efficiency measures not listed on the prescriptive application forms.Custom incentives must be approved by PECO in advance, are determined on a case-by-casebasis, and are paid per unit of energy (kWh) saved. Examples of projects that are NOT eligiblefor PECO Smart Ideas for Your Business include on–site electricity generation, projects focusedprimarily on power factor improvement, and renewable energy projects.Installation must be at the customer’s facility and provide 100% of the energy benefits as statedin the application for a period of five years or for the life of the product, whichever is less. PECOhas the right to claim a pro-rated amount of any incentive paid if the customer ceases to be adistribution customer of PECO, or removes the equipment or systems at any time during thefive-year period or the life of the measure.Incentive Payment LimitsPrescriptive and custom incentives cannot exceed 100% of the customer’s total costs.Contractor labor costs can be considered in the total project cost, while customer internal laborcosts cannot.7

Application Review ProcessPre-approval is required for all projects. A pre-approval application must be submitted beforeyou purchase equipment or technology for which the incentive is being requested. Pre-approvalis not a guarantee of program acceptance. Completed applications will be reviewed in the orderreceived. The location or business name on the invoice must be the same as the applicationinformation. The incentive is reserved for the project when PECO receives a complete preapproval application and determines that the project meets the program eligibility requirements.Applicants who submit incomplete applications will be notified of deficiencies upon review of theapplication, and could lose their place in line in the review process until all requestedinformation is received. Applicants are encouraged to call the program hotline if they have anyquestions about documentation requirements.PECO will review final applications for eligibility and completeness. The final application and allrequired supporting documentation must be received within 90 days of project completion but nolater than May 15, 2021 to be eligible for incentives. Project documentation, including originaldated invoices for the purchase and installation of the measures and/or product specificationsheets, is required.The project invoice must provide sufficient detail to separate the project cost from the cost ofother services such as repairs and building code compliance. PECO reserves the right torequest additional supporting documentation necessary to ensure measure eligibility and verifythat the expected energy savings will occur. Requested information may include, but is notlimited to: equipment purchase dates, installation dates, proof that the equipment is operational,manufacturer specifications, warranty information, and proof of customer co-payment. PECOwill make every effort to maintain the confidentiality of customer information except that suchinformation must be provided to the PA PUC and its contractor, as well as PECO’s contractorfor measurement and evaluation.The installed measures are not eligible for incentives from other PA Act 129 Phase 3 EnergyEfficiency Programs.Inspections and/or PUC’s Statewide Program EvaluationPECO, its agents, measurement and verification contractor, and/or the PUC statewide programevaluator have the right to audit or inspect all projects to verify compliance with the programrules and verify the accuracy of project documentation. This may include pre-installation and/orpost-installation inspections, detailed lighting layout descriptions, metering, data collection,interviews, and utility bill data analyses. The customer must allow access to project documentsand the facility where the measures were installed for a period of five years after receipt ofincentive payment by PECO.Requirements for Custom Project Electricity Savings CalculationThe annual electricity savings must be calculated for custom projects using industry acceptedengineering algorithms or simulation models. The applicant must estimate the annual electricityusage of both the existing and proposed equipment based on the current operation of thefacility. If the existing equipment is at the end of its rated useful life, the applicant mustsubstitute equipment that would meet the applicable federal and local energy codes as thebaseline when calculating the annual energy savings. The applicant must be able to clearlydescribe the method used to calculate the savings. The applicant must provide all assumptionsused in the calculations and document the source for these assumptions. Further information oncustom measures can be found in the Application Manual, which can be downloaded fromwww.peco.com/smartideas.8

The method and assumptions used by the applicant to calculate the annual savings will bereviewed by PECO. PECO has sole and final determination of the annual energy savings to beused in calculating the incentive amount. PECO also reserves the right to require specificmeasurement and verification activities including monitoring both before and after the retrofitand to base the incentive payment on the results of these activities.PECO may need to conduct inspections both before and after the retrofit projects to verifyequipment and operation conditions. Pre-approval application must be submitted while theexisting equipment is still in operation in order to allow PECO the opportunity to view theexisting equipment.Tax LiabilityIncentives may be taxable for most taxpayers. If the incentive is more than 600, it will bereported to the IRS and the customer will be provided with an IRS form 1099, unless thecustomer is exempt. PECO is not responsible for any tax liability that may be imposed on anycustomer as a result of the payment of program incentives. All customers must supply theirFederal Tax Identification number to PECO in order to receive a Program Incentive. ParticipatingCustomers agree that PECO’s liability, in connection with this program, is limited to paying theprogram incentive specified. Under no circumstances shall PECO, its representatives, agents orsubcontractors, be liable for any lost profits, special, punitive, consequential or incidentaldamages or for any other damages or claims connected with or resulting from participation inthis program.AssignmentCustomers may assign a portion or all of their program incentive payment to a specified vendor.Customer’s CertificationCustomer certifies that he/she purchased and installed the equipment listed in the application.Customer agrees that all information is true and that he/she has conformed to all of the programand equipment requirements listed in the application.9

TerminationPECO reserves the right to extend, modify (this includes modification of program incentivelevels) or terminate this program without prior or further notice.AcknowledgementI have read, understood and am in compliance with all rules and regulations concerning thisincentive program. I certify that all information provided is correct to the best of my knowledge,and I give PECO permission to share my records with the Pennsylvania PUC, and agents,representatives and contractors it selects to manage, coordinate or evaluate the program.Additionally, I hereby authorize PECO to have reasonable access to my property to inspect theinstallation and performance of the equipment and installations that are eligible for incentivesunder the guidelines of the program.10

If present, existing magnetic ballast must be removed and replaced with acompatible energy- efficient electronic ballast DLC Primary Use Requirement – DLC-listed equipment must be classified with oneof the following Primary Use designations:o Replacement Lamps ("Plug and Play") (UL Type A) Label must be affixed to the interior of fixture, in a prominent location. Label shouldindicate that the fixture has been retrofitted with TLEDs and that fluorescent lampsshould not be installed as replacements.Type B LED’s Type B LED tubes are powered by an internal driver Existing fluorescent ballast must be removed and fixture’s incoming power wiresare connected directly to the lamp sockets. Strict adherence to installationinstructions is critical when rewiring existing fixtures. The LED linear lamps must be delivered as part of a UL 1598C Classified LuminaireRetrofit Kit with instructions explaining the LED linear lamps must be installed on aluminaire that is already UL Listed. The retrofitted luminaire must be clearly identified using the label included with theRetrofit Kit, indicating that the luminaire has been modified and can no longer operatethe originally intended fluorescent lamp(s).Type C LED’s Type C LED linear lamps are powered by an external driver.Existing fluorescent ballast must be removed and replaced with a compatible external driver.DLC Primary Use Requirement – DLC-listed equipment must be classified with one of thefollowing Primary Use designations:11

Incentives are paid .10/watt reduced only on fixtures removed, noton total watts reduced for entire projects. Overall net lumen reduction must be achieved in orderto qualify for a permanent fixture removal incentive.Example:(20) Existing fixtures at 10,000 lumens each 200,000 lumens.(14) Proposed fixtures at 15,000 lumens each 210,000 lumensSince there is not a net reduction in lumens, the six fixtures removed would not be eligible for apermanent fixture removal incentive.It is encouraged that spaces meet recommended foot-candle levels as detailed by IESNALighting Design Guide.12
