The Committee unanimously agreed that the currentlyused accounting practices appear adequate for a community with a treasury our size andappear to accurately reflect the tracking of receipts and disbursements of HOA funds. TheCommittee unanimously agreed that an annual audit, as stated in the HOA by-laws, is simplynot good business for Chapparal. The cost of such an Audit would be in the area of 20,000each year. The Committee unanimously recommends to the HOA Board that a third partyReview of the financials is conducted every 3 (three) years and that the report of the Reviewis provided to the Board. The Committee believes this level of review is sufficient for obtaining Board and Community comfort around the financial reporting of the HOA.Financial Committee 2014Budget RecommendationsThe financial committee has recommended to theBoard two Budgets for 2014. One is Desired Budget,which reflects the results of the survey and would requirea 2/3 vote of the community to increase the dues to payfor the increased expenses. The other, Reduced Budget,shows a reduction in expenditures to stay within theincome of the 2014 dues.Budgets: On the website (chapparal.org click on documents) there are two budgets which were presented atthe HOA meeting on Monday night showing an estimatefor a three-year review. The budgets in the Newslettershow both the ones from 9/9/13 and the actual amount fora three-year review as well as the increase in the yearlybudget for future reviews. See inserts.Fall Community Clean Up: Sat., October19thChapparal HOABoard MeetingMon., Oct 14th 7 p.m.Creekside Elementary SchoolA free dumpster will be available at the pool on Saturday, October 19th from 9:00 a.m.to 5:00 p.m., or until the dumpster is full. In case of inclement weather, this event will becontinued to the following Saturday, October 26th. Residents will be asked to sign in beforedumping, and to verify that no hazardous waste materials are being dumped. No exceptions.The dumpster is only for items not easily collected by the weekly garbage truck. Page 4Chapparal Sage / October 2013Amendment to the Solar Panel ResolutionSubject: Amendment to Resolution Regardingthe Installation and Placement of Solar PanelsEffective Date: The Resolution Regarding the Installation and Placementof Solar Panels adopted March 11, 2013 is hereby amended as follows:1. Panels must be designed to appear as if they are an integral part ofthe roof by matching siding and roofing materials.2. All panel materials must conform and harmonize with existingsurroundings and structures.3. No exterior plumbing may be visible from adjoining streets andstructures.4. Panels must be configured such that the array is either a square orrectangle. 5. Solar arrays must not have any missing panels withinthe geometric shape.6. Only the structure necessary to support panels can be exposed. Whenpanels are mounted flat on the roof, any extra support structure mustbe located under the solar array and cannot be visible.7. No reflective materials are allowed to prevent glare.8. ACC approval is required before any work is done.9. Once the work is done, the ACC will require, in writing, proof ofcompliance and applicable building code satisfied permits.10. The ACC may adopt and impose reasonable restrictions on thedimensions, placement or external appearance of solar panels that donot significantly increase the cost of the solar panel or significantlydecrease the performance or efficiency of the solar panels.11. The ACC may waive any provision of this Resolution in the eventthere is a practical difficulty or unnecessary hardship.12. Dumpster WeekendOctober 19th was set as the date for the Dumpster Weekend. Thereis one free dumpster available to the community. It will only beavailable on Saturday October 19th. Artificial Turf PolicyThe President requests that a policy for artificial turf be created.New state laws prevent HOA’s from denying artificial turf for anyreason. Currently the HOA could not prevent someone from makinghis or her lawn orange and purple. The Board would like a minimalpolicy in place, which specifies green only, and a minimal materialquality.c. Settlement agreement request:The Board agreed to amend the original settlement agreement toallow two additional solar panels. The homeowner is required tohave their attorney draw up the new agreement with the correctdrawings of the installation. The cost to engage their attorney willbe their consideration for the change in the original agreement. The motion wasamended to remove the President as an officerand was seconded. The motion failed 4-1.XI. Homeowner Discussiona. A homeowner inquired into what it would take tohave a legitimate Recall election. The Presidentagreed to look into what it would take to removea director according to our Bylaws.
