2020 Annual Security and Fire Safety ReportInformation for 2019-2020 Academic YearThis annual report contains the crime statistics for 2019, 2018, and 2017.All policy statements contained in this report apply to all campuses unless otherwise indicated.December 18, 2020Urshan Graduate School of Theology (UGST) has participated in the Title IV Federal Direct Loanprogram since 2009. As a part of the Program Participation Agreement with the U.S. Department ofEducation, the Seminary must comply with the Jeanne Clery Disclosure of Campus Security Policy andCampus Crime Statistics Act of 1998, typically called the Clery Act, as well as the changes made to theClery Act by the Higher Education Opportunity Act of 2008.This Annual Security Report presents Urshan’s security policies, procedures, and programs to thecommunity and those considering the institution in their academic journey. The purpose of the report isto disclose security-related policies and reported crimes in compliance with federal mandates.Preparing the Annual Disclosure of Crime StatisticsThe procedures for preparing the annual disclosure of crime statistics include reporting statistics to theCollege community obtained from the following sources: the Wentzville Police Department and CampusSecurity Authorities. For statistical purposes, crime statistics reported to any of these sources arerecorded in the calendar year the crime was reported. A written request for statistical information ismade on an annual basis to all Campus Security Authorities (as defined by federal law) and to allCollege Deans, Directors, and Department Heads.All of the statistics are gathered, compiled, and reported to the College community via this report, whichis published by the office of the Dean of Student Services.Disclosure of Crime StatisticsCrime statistics are compiled and reported annually to the U.S. Department of Education via the CampusSafety and Security Survey. The data is then published by the Office of Postsecondary Education and isaccessible at http://nces.ed.gov/collegenavigator. This link is also posted to each school’s website forprospective students and employees. At the end of this report are crime statistics reported by year andgeographic location for the past three years.1

Anyone who wishes to receive a paper copy of the Annual Security Report may request one from theAdmissions or the Dean of Student Services Office.On June 24, 2019, Urshan College (UC) was formally approved to participate in the Title IV FederalDirect Loan program as well. UC was not required to report Clery statistics until the 2020 reportingcycle.Geography for Crime ReportingIn compliance with the Clery Act, Urshan reports crime statistics that occur on campus, on publicproperty within or immediately adjacent to the campus, and on or immediately adjacent to off-campuslocations used by the institution for school programs or multiple-night overnight stays.At the time of this report, UGST has no non-campus property or buildings under its ownership orcontrol. Similarly, there are no off-campus properties frequently used by the Seminary for programs orovernight stays.January 1, 2019 – May 30, 2019, UGST’s on-campus property included the entire first floor of theUrshan College dormitory wing, access areas, the library, and the parking lot. UGST’s public propertyincluded the sidewalk adjacent to the parking lot that runs parallel with Howdershell Road. The physicaladdress for these areas included 700 and 704 Howdershell Rd. Florissant, MO 63031.June 1, 2019, both UC and UGST moved classes to a new shared campus at 1151 Century Tel Dr,Wentzville, MO 63385 (See campus map below).August 31, 2019 – November 17, 2019, while the on-campus resident hall was being completed, UCladies were housed at the Fairfield Inn & Suites, 130 Crossroads S Dr, Wentzville, MO 63385; andHampton Inn, 150 Wentzville Bluffs Dr, Wentzville, MO 63385.August 31, 2019 – December 13, 2019, while the on-campus resident hall was being completed, UCmen were housed at Ramada, 900 Corporate Pkwy, Wentzville, MO 63385.November 18, 2019 – December 13, 2019, UC ladies were housed in the on-campus resident hall, 1275Century Tel Dr, Wentzville, MO 63385. UC men did not relocate to the new resident hall until February2020.2

Any crimes that occur in these areas should be reported according to the procedures described in theReporting and Collecting Crime Statistics section.Reporting and Collecting Crime StatisticsThe Clery Act requires the disclosure of certain types of reported crimes and that certain characteristicsabout the crimes be compiled. Urshan collects the reported data and coordinates investigations related toTitle IX violations when needed. Urshan does not maintain campus police or a security department,however Urshan College maintains a strong working relationship with state and local police agencies,including Wentzville Police Department (WPD).Currently Urshan has no official written agreements or memorandums of understanding regarding anytopics, including the investigation of criminal incidents with local police agencies; however, theWentzville Police Department (WPD) uses campuses facilities for training purposes throughout the year.WPD officers have patrol jurisdiction on campus, including parking lots and can been seen patrollingthroughout the day and night. The WPD officers have the power to make arrests and the authority toenforce State, Local and Federal laws and College Policies. Local law enforcement is engaged for theinvestigation of alleged crimes that occur on campus, however, in some case, the decision to involve lawenforcement is left to the reporting party.Crimes that should be reported are classified into three categories: criminal offenses hate crimes arrests and referrals for disciplinary action3

Criminal offenses to be reported are as follows: murder and non-negligent manslaughter negligent manslaughter forcible sex offenses non-forcible sex offenses robbery aggravated assault burglary motor vehicle theft arsonHate crimes to be reported are any of the criminal offenses (listed above) plus any of the following: larceny-theft simple assault intimidation destruction/damage/vandalism of property that were motivated by bias.A crime is considered to be motivated by bias if the motivation arose from a bias against the following: race gender religion sexual orientation ethnicity/national origin disabilityArrests and referrals for disciplinary action to be reported are those that result from the following: unlawful carrying, possession, or use of weapons drug abuse violations liquor law violationsWhen reporting a Clery crime, the following is recorded and disclosed: Where the crime occurred What type of crime occurred Who the crime was reported to When the crime occurredHow to Report Criminal OffensesWhether you are student, faculty, staff, or guest, potential criminal activity, suspicious behavior, and anyemergency on campus, on public property running through or immediately adjacent to the campus, or inproperty that is owned or controlled by Urshan should be reported promptly and accurately to the Deanof Student Services and local law enforcement. In the event of a life-threatening emergency, dial 911from a landline or *55 from a cell phone. To report a non-life-threatening crime, call the Dean ofStudent Services at 314-838-8858, ext. 2123 and call the Wentzville Police Department (WPD) at (636)327-5105.4

Response to a ReportWPD Dispatchers are available at these respective telephone numbers 24 hours a day to answer yourcalls. In response to a call, WPD will take the required action, either dispatching an officer or asking thevictim to report to WPD to file an incident report. All reported crimes will be investigated and maybecome a matter of public record. Internal reports involving a student, which are made to UrshanCollege officials, will also be forwarded to the Dean of Student Services Office for review. The WPD isresponsible for the investigation of any reported crimes and other public safety emergencies. Ifassistance is required from the Wentzville Fire Department, the 911 dispatchers upon receiving anemergency call will send them. Voluntary Confidential ReportingIf you are the victim of or witness to a crime and do not want to pursue action within the institution orthe criminal justice system, you may still want to consider making a confidential report. With yourpermission, a report can be filed without revealing your identity. If a report is filed with a policeagency, the report becomes public record. You may file a confidential report at the following onlinewebsites: UC https://urshancollege.org/about/title-ix-policy/ UGST https://ugst.edu/about/title-ix-policy/The purpose of a confidential report is to comply with your wish to keep the matter confidential, whiletaking steps to enhance the future safety of yourself and others. With such information, UC and UGSTcan keep an accurate record of the number of incidents involving students, employees and visitors;determine where there is a pattern of crime with regard to a particular location, method, or assailant; andalert the campus community to potential danger. Reports filed in this manner are counted and disclosedin the annual crime statistics for the institution.Pastoral and Professional CounselorsCampus “Pastoral Counselors” and “Professional Counselors,” when acting as such, are not consideredto be a campus security authority for Clery Act purposes and are not required to report crimes forinclusion in the annual disclosure of crime statistics. As a matter of policy, the professional counselors atUC and UGST are encouraged, if and when they deem it appropriate, to inform persons being counseledof the procedures to report crimes on a voluntary confidential basis to the Title IX offices.Pastoral CounselorAn employee of an institution, who is associated with a religious order or denomination,recognized by that religious order or denomination as someone who provides confidentialcounseling and who is functioning within the scope of that recognition as a pastoral counselor.Professional CounselorAn employee of an institution whose official responsibilities include providing psychologicalcounseling to members of the institution’s community, and who is functioning within the scopeof his or her license or certification.The college does encourage pastoral and professional counselors to notify individuals they arecounseling of the option to report crimes on an anonymous or confidential basis for inclusion in theannual statistical disclosure of crime statistics.(HEOA) Disclosures to Alleged Victims of Crimes of ViolenceUrshan will, upon written request, disclose to the alleged victim of a crime of violence, or a non-forciblesex offense, in writing the results of any disciplinary hearing conducted by the institution against thestudent who is the alleged perpetrator of the crime or offense. If the alleged victim is deceased as aresult of the crime or offense, the institution will provide the results of the disciplinary hearing to thevictim’s next of kin of such victim shall be treated as the alleged victim for purposes of this paragraph.6

Daily Crime LogUrshan does not maintain campus police or a security department, so the institution does not maintain adaily crime log.Emergency Notification and Timely WarningsDuring orientation of new students and faculty/staff, emergency evacuation procedures are reviewed.Periodic emergency evacuation drills are conducted using the procedures described below.Emergency ResponseUC maintains an Emergency Response Plan that outlines responsibilities of campus units duringemergencies. This plan outlines incident priorities, campus organization and specific responsibilities ofparticular units or positions.College units are responsible for developing emergency response and continuity of operations plans fortheir areas and staff. Campus emergency management provides resources and guidance for thedevelopment of these plans.In conjunction with other emergency agencies, the College frequently tests the emergency notificationsystems on campus. These tests, which may be announced or unannounced, are designed to assess andevaluate the emergency plans and capabilities of the institution.Each test is documented and includes a description of the exercise, the date and time of the exercise, andwhether it was announced or unannounced.The campus publicizes a summary of the emergency response and evacuation procedures via email atleast once each year in conjunction with a test (exercise and drill) that meets all of the requirements ofthe Higher Education Opportunity Act.Emergency/Immediate NotificationUrshan College has developed a process to notify the campus community in cases of emergency. While itis impossible to predict every significant emergency or dangerous situation that may occur on campus,the following identified situations are examples that may warrant an emergency (immediate) notificationafter confirmation: armed/hostile intruder; bomb/explosives (threat); communicable disease outbreak;severe weather; terrorist incident; civil unrest; natural disaster; hazardous materials incident and structuralfire.In the event of an emergency, Urshan College will initiate and provide, without delay, immediatenotifications to the appropriate segment(s) of the College community upon the confirmation of asignificant emergency or dangerous situation involving an immediate threat to the health or safety ofstudents, employees and visitors.The Dean of Student Services and or his/her designee is responsible for responding to reportedemergencies and confirming the existence of an emergency, sometimes in conjunction with campusadministrators, local first responders and/or the national weather center7

The Dean of Student Services or designee, in conjunction with other College administrators, local firstresponders, Public Health Officials and/or the National Weather Service, confirms that there is anemergency or dangerous situation that poses an immediate threat to the health or safety of some of allmembers of the UC Community, the Dean of Student Services and Executive Vice President willcollaborate to determine the content of the message and will use some or all of the systems describedbelow to communicate the threat to the UC Community or to the appropriate segment of thecommunity, if the threat is limited to a particular building or segment of the population.Urshan College will, without delay and taking into account the safety of the community, determine thecontent of the notification and initiate the notification system, unless issuing a notification will, in thejudgment of the first responders (including, but not limited to: Dean of Student Services, WPD, and/orthe Wentzville Fire and Emergency Medical Services), compromise the efforts to assist a victim or tocontain, respond to, or otherwise mitigate the emergency.Notification will be made by using some or all of the following methods depending on the type ofemergency: Populi texting system (which contains email, cell phone text, voice message alert); firealarm (where available), social media, webpage and/or in person communication. If any these systemsfail or the institution deems it appropriate, in person communication may be used to communicate anemergency.If necessary, he/she will also notify the Wentzville Police Department.The verbal announcement for an emergency situation is as follows: In case of an earthquake faculty and staff members will alert the individuals on their floor tomove only a few steps to a nearby safe place, take cover under and hold onto a piece of heavyfurniture or stand against an inside wall. In case of a tornado faculty and staff members will alert the individuals on their floor to move ina quick and orderly fashion to the basement of their respective buildings. The content of the message will vary depending on the situation. At a minimum, the messages willdescribe the emergency, provide basic instructions to the community and will direct them to wherethey can receive additional information.Follow-up information will be distributed using some or all of the identified communication systems(except fire alarm).The local news media may be utilized to disseminate emergency information to members of the largercommunity, including neighbors, parents and other interested parties. The larger community can alsoaccess emergency information via the institution’s website and/or social media.If there is an immediate threat to the health or safety of students or employees occurring on campus, aninstitution must follow its emergency notification procedures. An institution that follows its emergencynotification procedures is not required to issue a timely warning based on the same circumstances;however, the institution must provide adequate follow-up information to the community as needed.Emergency Evacuation ProceduresThe emergency evacuation procedures are tested at least twice each year. Students and employees learnthe locations of the emergency exits in the buildings and are provided guidance about the direction theyshould travel when exiting each facility for a short-term building evacuation. Urshan College does nottell building occupants in advance about the designated locations for long-term evacuations becausethose decisions are affected by time of day, location of the building being evacuated, the availability ofthe various designated emergency gathering locations on campus, and other factors such as the locationand nature of the threat. In both cases, Urshan staff on the scene will communicate information tostudents regarding the developing situation or any evacuation status changes.The purpose of evacuation drills is to prepare building occupants for an organized evacuation in case ofa fire or other emergency.
