Section 1 – Project Overview & Scope of Services1. Project OverviewThe Houston Community College, (“HCC”) or (“College”) is seeking proposals from qualifiedfirms to assist with the implementation of the ServiceNow Software, IT Service Management(ITSM) SaaS solution inclusive of all products and services required to complete a successfulimplementation in accordance with the scope of services noted below. Qualified respondentsare invited to submit a written response outlining their qualifications and experience to providethe services as described in the Scope of Services, and in accordance with the terms,conditions and requirements set forth in the Request for Proposal (RFP). The successfulproposer(s) will provide the scope of services in accordance with all applicable laws, regulationsand professional standards.This project is exclusively for the implementation services of the ServiceNow product. HCC intendsto implement ServiceNow Software and intends to license ServiceNow under a separate contract.This RFP is issued with the intent to make a single contract award to the successful proposer toreplace the existing BMC Track-It! (version 11.4) system.1.1.Background and Special CircumstancesHouston Community College is currently using BMC’s Track-It! (Version 11.4) for Incident, Problemand Change Management. This system will be phased out with the implementation of ServiceNowITSM SaaS solution. There are currently 120 users in Track-It. All Track-It! users will eventuallymigrate to and use the ServiceNow solution. The historical data in Track-It! will not be importedinto the ServiceNow solution.HCC will provide a Project Manager, therefore project management services should not be includedor priced in the proposed solution.The intent of this RFP is to award a contract to those responsible respondents whose qualifications,conforming to this RFP are most advantageous to the College.2. Scope of ServicesThe College is seeking proposals from qualified firms to implement ServiceNow IT ServiceManagement (ITSM) SaaS solution consisting of incident, problem and change management withthe following requirements: The scope of this RFP includes fully implementing ServiceNow ITService Management (ITSM) SaaS solution by establishing the list project deliverables and tasksdescribed below. The anticipated award will be a fixed price (FP) contract.Contractor will assist HCC with establishing the ServiceNow software implementationfor use with the following modules listed below with usage documentation:a) Incident Management;b) Problem Management; andc) Change Management; as well as,Optional/Future Services:Future IT Service Management implementation at HCC will likely include the following: Configuration ManagementSelf-Service Request ManagementService CatalogPage 3 of 38

Section 2 – Price Proposal1. InstructionsProposer must complete this section in its entirety, and may supplement this section with additionalpages as to provide HCC with a more detailed breakdown, backup and/or options of related costassociated with the services being solicited in this solicitation. The Total Cost for the solutionprovided must be a turnkey cost inclusive of all aspects noted in the Section 1 – Project Overview& Scope of Services.2. Total CostProvide a Total Cost (to include all travel and living expenses) for the proposed solution. The Totalproposed cost will be a firm fixed cost for the life of the contract.a. Total Proposed Cost (contract term): Note – the total proposed cost (Section 2.2.a above) shall be the sum of (Section 2.3.a-c below).There will be no reimbursable permitted. Include in the above pricing, all expenses associated withperforming the ServiceNow Implementation Services including, travel, meals, lodging, printing, etc.3. Annual Cost Breakdown:a. Year 1 b. Section 3 – Proposal Evaluations1. Evaluation CriteriaAn Evaluation Committee (“Committee”) will review all proposals to determine which proposershave qualified for consideration according to the criteria stated herein. The Committee’sevaluations will be based on all available information, including qualification statements,subsequent interviews, if necessary, reports, discussions, reference checks, and otherappropriate checks. Eligibility for AwardIn order for a proposer to be eligible to be awarded the contract, the proposal must beresponsive to the solicitation and HCC must be able to determine that the proposer is responsibleand has the resources and capacity to perform the resulting contract satisfactorily. Responsiveproposals are those that comply with all material aspects of the solicitation, conform to thesolicitation documents, and meet the requirements set forth in this solicitation. Proposals, whichdo not comply with all the terms and conditions of this solicitation, will be rejected as nonresponsive.a. Responsible proposers, at a minimum, must meet the following requirements:i. Have adequate financial resources, or the ability to obtain such resources asrequired during the performance of any resulting contract;ii. Be able to comply with the required performance schedule, taking intoconsideration all existing business commitments;iii. Have a satisfactory record of past performance;iv. Have necessary personnel and management capability to perform any resultingcontract;Page 8 of 38

v. Be qualified as an established firm regularly engaged in the type of businessnecessary to fulfill the contract requirements;vi. Certify that the firm is not delinquent in any tax owed the State of Texas underChapter 171, Tax Code; and is not delinquent in taxes owed to the HoustonCommunity College System; signing and submitting the proposal is so certifying tosuch non-delinquency; andvii. Be otherwise qualified and eligible to receive an award under applicable laws andregulations.b. Proposer(s) may be requested to submit additional written evidence verifying that the firmmeets the minimum requirements described above and as necessary, to perform therequirements of the solicitation and be determined a responsible proposer. Failure toprovide any requested additional information may result in the proposer being declarednon-responsive and the proposal being rejected.c.A person is not eligible to be considered for award of this solicitation or any resultingcontract or to be a subcontractor of the proposer or prime contractor if the person assistedin the development of this solicitation or any part of this solicitation or if the personparticipated in a project related to this solicitation when such participation would give theperson special knowledge that would give that person or a prime contractor an unfairadvantage over other proposers.d. A person or proposer shall not be eligible to be considered for this solicitation if the personor proposer engaged in or attempted to engage in prohibited communications as describedin Section 5.17 - Prohibited Communications and Political Contributions.e. Only individual firms or lawfully formed business organizations may apply (This does notpreclude a respondent from using subcontractors or contractors.) Section 4 – Instructions to Proposers1.General Instructionsa. Proposers should carefully read the informationcontained herein and submit a completeresponse to all requirements and questions asdirected.b.Proposals and any other information submittedby Proposers in response to this Request forProposal (RFP) shall become the property ofHCC.c.HCC will not provide compensation toProposers for any expenses incurred by theProposer(s) for proposal preparation or for anydemonstrations that may be made, unlessotherwise expressly stated. Proposers submitproposals at their own risk and expense.d.Proposals, which are qualified with conditionalclauses, or alterations, or items, not called forin the RFP documents, or irregularities of anykind are subject to disqualification by HCC, atits option.e.Each proposal should be prepared simply andeconomically, providing a straightforward,concise description of your firm's ability tomeet the requirements of this RFP. Emphasisshould be on completeness, clarity of content,responsiveness to the requirements, and anunderstanding of HCCs needs.f.HCC makes no guarantee that an award will bemade as a result of this RFP, and reserves theright to accept or reject any or all proposals,waive any formalities or minor nts from this RFP or resultingAgreement when deemed to be in HCCs bestinterest. Representations made within theproposal will be binding on responding firms.HCC will not be bound to act by any previouscommunication or proposal submitted by thefirms other than this RFP.g.Firms wishing to submit a “No-Response” arerequested to return the first page of theContact Award Form (ref. Attachment No. 1).The returned form should indicate yourcompany's name and include the words “NoResponse” in the right-hand column.h.Failure to comply with the requirementscontained in this Request for Proposal mayresult in the rejection of your proposal.3.2. HCC requests that proposals besubmitted in a binder. Preprinted materialshould be referenced in the proposal andincluded as labeled attachments. Sectionsshould be divided by tabs for ease of reference.An electronic copy of the proposal must beprovided in an Adobe Acrobat (.pdf) format.d.Table of Contents: Include with the proposal aTable of Contents that includes page numberreferences. The Table of Contents should be insufficient detail to facilitate easy reference ofthe sections of the proposal as well as separateattachments (which should be included in themain Table of Contents). Supplementalinformation and attachments included by yourfirm (i.e., not required) should be clearlyidentified in the Table of Contents and providedas a separate section.e.Pagination: All pages of the proposal should benumbered sequentially in Arabic numerals (1,2, 3, etc.) Attachments should be numbered orreferenced separately.f.Number of Copies: Submit one (1) originalprinted and one (1) electronic copy of yourProposal including all required HCC Forms anddocuments.
