Logsdon, MPH, MAHealthcare Preparedness Coordinator, Regions 4 and 14, Department for Public HealthThe Hospital Preparedness Program (HPP) wascreated in response to the September 11, 2001terrorist attacks, and the subsequent anthraxattacks, to build hospital capacity to respond tobioterrorism incidents. In successive years, theprogram focus shifted to an all-hazards,capability-based approach to include allmembers of the healthcare system –EMSagencies, emergency management, publichealth, long term care, behavioral health, etc.Since 2002, the Department for Public Health hasreceived HPP funding, with a significant portion ofthat funding being allocated to the RegionalHealthcare Coalitions (HCC) across thestate. The membership of these coalitions hasevolved as the program focus shifted to a wholecommunity approach.Although many EMS agencies have been longstanding members, with the newly released“2017-2022 Healthcare Preparedness andResponse Capabilities”, EMS agencies are nowconsidered a core member of the HCC.The purpose of the Hospital PreparednessProgram is to prepare the healthcare deliverysystem to save lives during emergencies anddisaster events that exceed the day-to-daycapacity and capability of existing health andemergency response systems. This isaccomplished through the development of HCCsthat incentivize diverse and often competinghealthcare organizations, with differing prioritiesand objectives, to work together. HCCs providemembers with many benefits. Those benefitsrelated to EMS can best be summarized by theEMS agencies who are members of HCCsacross the state.
