FISCAL YEAR 2016 - 2020 CAPITAL IMPROVEMENT PLANComponent UnitsComponent Units (Governmental and Business-Type) are legally separate organizations forwhich elected officials of the City of Houston are financially accountable or the nature andsignificance of the relationship is such that exclusion would cause financial statements to bemisleading or incomplete. Therefore, these component units should be included in the City’s 5year Capital Improvement Plan.Governmental type units provide services largely through non-exchange revenues (taxes arethe most common example) and includes primarily boards and redevelopment authorities.Business-type units are financed and operated in a manner similar to private businessenterprise where the cost of providing goods or services to the general public is financedprimarily through user charges.2
