Section 1 – Applications ReceivedInspection of licence applications can be requested under the provisions of Regulation 9 ofthe Goods Vehicles (Licensing of Operators) Regulations 1995 by anybody who holdsstatutory objector status. Applications may be inspected free of charge at the Office of theTraffic Commissioner in Leeds by any person who carries written authorisation to act in thatcapacity.Objections against published applications may be made in writing by a Chief Officer ofPolice, a local authority, a planning authority or a prescribed trade union or association within21 days of the date on which notice of an application is published in Applications andDecisions. Objections must be made either on the grounds that any of the requirements listedin Section 13 of the Goods Vehicles (Licensing of Operators) Act 1995 are not met and/orthat a nominated operating centre will be unsuitable for use as such. A copy of the objectionmust be sent by the objector to the applicant at the same time that it is sent to the TrafficCommissioner. The onus of proof in terms of the grounds on which an objection is lodged lieswith the objector.You may fax a copy of your objection to 0113 2488521 but please note that you must send theoriginal signed document through the post.Classification of Operator Licences – There are three classes of licence: A Restricted (R) licence authorises the use of a goods vehicle on public roads inGreat Britain for the carriage of the licence holder’s own goods in the course of histrade or business. The licence holder cannot carry goods for other people for hire orreward;A Standard National (SN) licence allows the licence holder to carry both his owngoods and goods for other people for hire or reward, on public roads in GreatBritain. He can also carry his own goods on journeys abroad;A Standard International (SI) licence allows the licence holder to carry both hisown goods and goods for other people for hire or reward.
