SERVICES AVAILABLE IN EVERY COUNTYThere are local health units and human service offices in every county in Arkansas and child supportoffices across the state. Their individual addresses and other contact information are included in thisdirectory. A summary of the services available are listed below. Some services are available basedupon criteria, such as low income. Additional services may be available – call or visit your local healthunit, human service office, or child support office, for more information.Arkansas Department of Health Local Health Units: Family planning, pregnancy testing, prenatal care and other services designed to avoidunwanted pregnancies and assist in supporting healthy mothers and babies; Women, Infants and Children (WIC) program for low‐income eligible pregnant women, newmothers and children up to age five ‐‐ providing vouchers to purchase healthy foods, nutritioncounseling and breastfeeding education and support;Adult and childhood vaccinations;Testing and treatment for tuberculosis and sexually transmitted infections;Testing, counseling and prevention education for HIV. Arkansas Department of Human Services Offices: Child Care Assistance and parenting education; Adoption services;Medicaid and ARKids First Health Insurance;Child and adult care food program, including the supplemental nutrition assistance program(formerly known as Food Stamps);Transitional Employment Assistance Program (TEA);Home energy assistance program;Alcohol/substance addiction/abuse treatment and support;Mental health counseling and treatment;Adult protective services. 1
Office of Child Support Enforcement:The Office of Child Support Enforcement (OCSE) is a division within the Department of Finance andAdministration, Revenue Division. OCSE works in partnership with the Federal Office of Child SupportEnforcement and other State agencies. The actions of OCSE are based on federal and state law. Theprimary goal of OCSE is to work with parents and guardians to help establish and receive court‐orderedfinancial and medical support.OCSE provides two types of services: Enforcement services – Custodial parties must apply for these services or be referred by theDepartment of Human Services. OCSE will locate the noncustodial parent in order to provide services;establish paternity, if needed; establish a court order for child and medical support; and then assist youto collect the support owed to you. Payment processing services – These services are provided for cases that are handled privately.In these cases OCSE does not have a role in establishing or enforcing child support and includes caseswhere a custodial party has closed the enforcement case. The Arkansas Child Support Clearinghousereceives, records, and sends payments to the custodial party. OCSE does not automatically receive courtorders for private child support cases. The custodial party, noncustodial parent, or either party'srepresentative must provide the Clearinghouse with a copy of a file‐marked copy of a current courtorder to establish this type of case.Contact your local child support office (listed by county in this directory) or call 501‐682‐ 8398 to be sureyou are receiving the type of services you need.Enforcement services are available if: You are the parent, legal guardian, or caretaker of a child under 18 years of age who lives withyou. Unpaid child support is owed to you, the child is over the age of 18, and the amount to berecovered is based on a court order. If the child is over the age of 23 and there is not a judgmententered setting out the total amount of unpaid support owed, enforcement may be limitedbased on the circumstances of the case.2
