The ICA Conference in Cameroon: Involving many factorsHolding the ICA Conference on Cameroonian soilaligns with the interests of public authorities to ensurethe development of the archives function in variousadministrations and organizations in Cameroon. Thecountry’s development vision places governance atthe heart of the state's strategic management. Oneof the elements of the governance pillar is themanagement of archives, which is now a priority andthe subject of several public policies aimed at thedeveloping economic capacity, culminating in themodernization of the National Archives.In a context of technological change and big data, it goes withoutsaying that the development of records management and archival practicesalong with the reinforcement of professional capacity in this field carryeconomic, governance, sovereignty, security and cultural significance forAfrican countries. The holding of the ICA annual conference in Yaoundé offersan opportunity for archival modernization projects in both Cameroon and theAfrican continent. It is also a first step towards facilitating a collaborativeinterchange between academic and practical training in the archivesprofession. International Council on Archives : Foundedin1948undertheauspices of UNESCO, The InternationalCouncil on Archives (ICA) is a nongovernmental organization, funded by itsmembers. One of ICA's main missions is topromote the preservation and access toarchives around the world through international cooperation.With a global network, the International Council on Archives works withpolicy makers at the highest level and works closely with intergovernmentalorganizations such as UNESCO and the UN. It also has strong links with other nongovernmental organizations, such as the International Blue Shield Committee."By working to improve the management of archives, the ICA contributesto the preservation and enrichment of the world's memory. For 70 years, the CIA has championed the effectivemanagement of archives and the protection ofwritten heritage. To this end, it develops recognizedstandards, shares good practices and encouragesdialogue, exchange and transmission of thisknowledge across national borders. Its objectives aredefined in four key points: Encourage and support the developmentof archives in all countries, in cooperation with other intergovernmentalbodies and international non-governmental organizations; Promote, organize and coordinate the development of goodpractices and standards, as well as other activities in the field of records andarchives management; Establish, maintain and strengthen relations between archivists of allcountries and between all public and private professional institutions andbodies, wherever the headquarters are located, whose activities relate to theadministration or preservation of documents and archives or the professionaltraining of archivists, especially through the exchange of information; Facilitate the use and enhancement of archival documents by makingtheir content more widely known and facilitating access.ICA YAOUNDE 201824-30 november 2018

The National Archives: an institution in regeneration that isat the service of Cameroon’sdevelopment . A body of law in constant and dynamicchange based on the law n 2000/010 ofDecember 19, 2000 governing the archivesand the Decree n 2001/958 / PM of November1, 2001 setting the modes of application of thelaw 2000/010 of 19 December 2000 governingthe archives Decree No. 2014/0882 / PM of 30 April 2014 on the organization andfunctioning of the national archives A penal code revision on July 12th, 2016 which sanctions the damage tothe archival heritage. A strategic vision promoted by the Government through Order No. 003 /CAB / PM of 17 January 2018 establishing the interministerial committeeresponsible for the restructuring of the National Archives; and focused on asix-part rescue plan including: Rehabilitation and extension of the buildings housing the National Archivesin Yaounde and Buea Annex whose process is engaged for the 2018financial year. Revising and updating the legal framework. Conduct of national and international archival audits. Construction of new infrastructures and procurement of new equipmentworthy of our country. As Secretary General, Anthea Seles isthe senior manager of the Secretariat teamand is responsible for the management ofICA’s paid staff.She coordinates the work of the ICA officersand entities on the organization’s majorinitiatives and manages its relationships withexternal partners. In charge of overseeingthe administration of the ICA constitution,she organizes meetings of the ExecutiveCouncil and the General Assembly andplays a major role in the planning of theQuadrennial Congresses and AnnualConferences. She also oversees ICA printand electronic publication schemes.
