DaleB rinkerhoff is a new ly-elec ted Iron C ountyCom m issioner, but has served in both county andm unicipal positions, bringing a wide range of experienceto the table. Ken Platt will be representing the GarfieldCounty School Board. Mayor Jerry Taylor of Escalanteis the new Garfield County Mayor’s representative. Eachwill add new perspectives and judgem ent as they joinwith the Steering Com m ittee.February is also the m onth when the chair rotates to anew county. Com m issioner Chad Johnson of BeaverCounty will be taking the reins. Mayor M ark Yardley ofBeaver City will serve as Vice Chair. I look forward toworking with both of these effective representatives.VolunteerNetworkProgramsReviewUtah is knownfor its volunteerspirit.M orevolunteers donate their tim e and m oney than in any otherstate. The sam e is true here in southwestern Utah. Afew recent highlights are found below:Youth Volunteer Corp (YVC)-- There are currently 30 youth participating in this program . At Christm as tim e,participants helped Dove Center children m ake gifts fortheir m others, which was a huge success! Then for theDixie Care and Share dinner, they stuffed 200 pairs ofsocks with candy and oranges for the kids.On Martin Luther King day, YVC participants ushered atthe Tabernacle for the “Man of Peace” cerem ony andhanded out 230 buttons. W e have an incredible bunchof kids in the YVC program .JANUARY-FEBRUARY, 2011In Decem ber, our Youth Court participants were sworn inat the court house by Judge Staheli. W hat a powerfulexperience for youth to be in a real court, with a real judge,being com m ended and sworn in.Volunteer Center-- A fund-raising walk is scheduled onFebruary 12th. Everyone needs to dust off their tennisshoes and join us! Flyers are available in the volunteercenter. The Volunteer Center has a fantastic new boardthat is doing som e am azing things to help increase thefunds for their program s. They have also increased theoffice volunteer staff to help out with the chaos, so be niceto them when you com e and visit.Senior Health Insurance Program(SHIIP)-- Volunteersand staff put in over 1500 counseling hours in the m onth ofDecem ber. This m ade a huge im pact on seniors thatneeded help with Medicare questions. Having Tom Everettin the office for six weeks was so wonderful.RSVP Program-- In the last four m onths a total of four newvolunteer stations have been added to this program withover 700 new volunteers. This m eans a m uch larger facein the com m unity for The Volunteer Center. The feedbackin the last couple of m onths has been very positive and thereferrals are starting to com e in for m ore and m oreRSVP’s.Tuacahn season is about ready to start and that is alwaysexciting. There are 11 concerts scheduled this year so far,i.e, Sara Evans, Bill Cosby, REO Speedwagon, Air Supply,Eddie Money, etc.Foster Grandparent and Senior Companion Programs-Both program s have been running strong because ChrisMcDonald and Julie Duckett are so awesom e. W e haveadded on three new senior com panions and six new fostergrandparents. The seniors who work in these program s areso big hearted and full of life, they serve and serve andserve. Assistance is provided to people who have nowhereelse to turn, and these services do not cost the clientsanything. W e want to welcom eJulie Duckett back to full tim e! She was a huge lifesaverover the last week of Decem ber and deserves a specialhug!! (Carol Hollowell)

Town Office Under Construction in RockvilleW ork began on January 3, 2011 to m ake room for a newtown office addition in front of the Rockville TownCom m unity Center recreation hall structure. As of January17th fram ing of the facility was underway.Later on the town constructed a sm all structure in frontof the recreation hall to serve as a part-tim e contract“post office” for the town that allows the residents to m ailparcels and letters as well as have local P.O. Boxservices in the town.Because the original acquisition of the recreation hall/chapel building was accom plished with CDBG funds, thetown knew that they could not utilize either of thosebuildings for town adm inistrative offices. Non-CDBGfunding along with local dollars would be necessary toconstruct the town's first office facility.Site demolition began on January 3, 2011 to make way for newRockville town office additionThis is a significant project for the residents of this sm allW ashington County town. Rockville is a com m unity of 255residents and is located along Utah State Route 9 on theeastern side of the county.In 1992, Rockville received a Com m unity Developm entBlock Grant (CDBG) to purchase property containing aform er Church of Jesus Christ of Latter-day Saints chapelbuilding and recreation hall for use as a com m unity center.Both buildings have becom e assets not only to Rockville,but to m any others who m ay rent the facilities for weddings,reunions, m usical perform ances, etc.Town leaders have continuously budgeted for repairs andupgrades to the facilities. They have replaced both roofs,added central heating and cooling to the m ain hall and haverepaired the stucco exteriors and painted both buildings.During 2010 Five County AOG com m unity developm entstaff assisted the town officials to apply for neededfunding through the Utah Perm anent Com m unity Im pactFund Board (CIB). The town’s efforts were successfuland funding was provided in the form of a loan and agrant from the Board. A local building authority was thenestablished to adm inister the CIB loan. The town is veryappreciative of the Com m unity Im pact Board that hasallowed this project to becom e a reality.Prior to applying for the CIB funding, the town needed toknow what a project of this nature would entail, bothdesign-wise and financially. The town initiated a form alproject design process, and knew exactly where to findtechnical expertise.Form er Mayor Dan McGuire asked Brian Cottam ,Associate Director of Governm ent Relations andRegional Services at Southern Utah University toconnect the town to a service being offered to localentities by the architectural and residential designprogram at SUU.Brian put the town in touch with architect John ColtonSargent, an adjunct instructor at SUU, who teachesarchitectural and residential design classes in theDepartment of Engineering Technology and ConstructionManagem ent. Students take on design projects that arebeing considered by local governm ental entities.The SUU program is not an architectural office andcannot provide architectural services, but they canprovide design concepts.Rockville em ployed theservices of the SUU class in developing the design forthe new Rockville town office addition. The new 1,170 sq.ft. addition will house the adm inistrative functions of thetown as well as the contract post office that has beentem porarily relocated during construction.Rockville Community CenterIn addition to Rockville, SUU students have also provideddesign concepts for Brian Head town's proposed publicsafety building, W ashington County's justice center, andCedar City Housing Authority's new apartm ent building.(continued on next page)

Lisa worked atDCFS for three years, but wanted to be hom e with herkids m ore. She worked in W ashington Countypreschools while trying to find a part-tim e social serviceworker position with hours that would work with herhusband’s schedule. Needless to say, she was excitedwhen offered the position as a part-tim e Case Managerwith Five County AOG and hopes to be em ployed herefor a long tim e.Lisa is currently expecting with about 8 weeks to her duedate. She likes reading, com pleting puzzles, baking,basketball and spending tim e with her fam ily.Design rendering of town office addition at the RockvilleCommunity Center property.This project is intended to provide the town, incorporated in1987, its first “real” town office. The reason we say “real”town office is because the town’s long-serving Clerk, ElaineHarris, has surrendered a room in her hom e as the town“office” for the past 23 years. W hile this arrangem entsufficed over those m any years, it was certainly not an idealsituation. No one is looking forward to this new project m orethan Elaine.Form er Mayor McGuire and Shirley Ballard are co-projectm anagers for the town for this project. Current Mayor AllenBrown, the town council m em bers and town residents alikeare looking forward to the com pletion of this m uch neededaddition. It is anticipated that the facility will be com pletedin a few m onths and will serve the adm inistrative needs ofthe town for years to com e. They lived in Cedar Citywhile she finished her Bachelor’s Degree in Psychology andthen m oved back to St. George.Upon graduation, she started working at the Departm ent ofChild and Fam ily Services (DCFS) at which tim e she wasexpecting with her daughter Lizzy. Fifteen m onths afterCassie is so excited tojoin the Association ofG overnm ents as part ofChild Care Resource andReferral (CR&R). Sheand her husband, Trevor,are from Pleasant Grove,Utah, recently m arriedthis past July. Previouslythe hospital was using small tanks that did not providethe required amount of storage.Funding for the project was through a grant from the UtahPermanent Community Impact Fund Board (CIB). TheHospital Auxiliary also donated money towards theproject.
