Voice. Support. Respect.Empowerment.A look at the new DOE/UFT contract:“These are yourrights. If youdon’t use them, what are theyworth?”10UFT’s New Member HandbookIn November 2018, UFT members overwhelminglyratified a new contract with the city Department ofEducation that gives UFT-represented employees acompounded 7.7 percent pay raise over 43 months. The contract was hammered out with the fullinvolvement of the union’s 400-member negotiatingcommittee. Members from every job title broughtforward issues they knew were critical to makingtheir schools and their work lives better and moreproductive.“Every win in this contract reflects what themembers told us they wanted,” said UFT PresidentMichael Mulgrew, referring to the contract surveysthat members in every functional chapter and divisioncompleted. “Members know this contract empowersthem in the classroom to help their students succeed.”Raises of 2%, 2.5% and 3% mean that, by theend of the contract period, new teachers will earn 61,070; teachers with a master’s and 10 years ofexperience will earn 101,441; and the new topsalary will be 128,657. Paraprofessionals andUFT-represented employees in other chapters in whichthe maximum salary was less than 100,000 receivedadditional longevities on top of the across-the-boardpay increases. The agreement gives new authority to chapterleaders, and through their consultation meetingswith principals, they can resolve violations of thenew systemwide standards governing the followingworkplace issues: paperwork, curriculum, professionaldevelopment, basic instructional supplies, workload, space and safety. The working conditionsYOU DEMANDThe professional voiceYOU DESERVEThe protectionsYOU DEPEND ONThe collaborationYOU NEEDThe raises and respectYOU EARNEDNew Rights at the School Level Due-process rights for paras that aresimilar to those of teachers; Stronger protection for UFT-representedemployees from attempts by a supervisorto retaliate against them or harass themwhen they voice concerns; A bottom-up approach and additionalsupport for up to 120 schools, mainlyin the Bronx, that face the most seriouschallenges; Fewer required observations for the vastmajority of teachers; and New procedures that will offer fasterrelief for teachers in oversize classes. At a time when educators are underattack nationally, this contract is proofthat we are stronger together.

Delivered!Paid Parental Leave for UFT MembersThanks to a public campaign by thousands of union members, the UFT became the first public sector union in the history of New York City to negotiate paid parental leavefor the people it represents. The new policy provides six weeks of time off at full salary for maternity, paternity, adoption and foster care leave. When combined with current sick leave provisions, the new policy will allowbirth mothers to take up to 12 to 14 weeks of paid leave after giving birth. To be eligible, you must be in a title representedby the UFT and meet the following criteria: A full-time employee or an H-bank/non-pedagogical employee who works a regular scheduleof 20 hours or more per week (F-status and perdiem employees are not eligible). You must have been an employee and on payrollfor a minimum of 12 calendar months from yourmost recent date of hire. You must have been in active status for the 12calendar months immediately prior to the coveredevent.Employees who have taken one paid parentalleave are eligible to take another paid parental leaveafter 10 calendar months of active status. Employeeswho take paid parental leave must return to workor active status for a total of at least 12 calendarmonths or they will be required to pay back thebenefit.Apply for your leave at least 15 days in advanceof the anticipated date of the birth (or other coveredevent) using the Self-Service Online Leave Application System (SOLAS). You’ll be asked if you intend touse your CAR/sick day balance, if you plan to takechild care leave after the end of your paid parentalleave and for your anticipated return date. This information will be provided to your school or worksite. After the actual date of the birth or coveredevent, you have 10 calendar days to notify the DOEvia SOLAS. (There are exceptions to these deadlines for special circumstances, such as a medicalcondition, a premature birth, a death in the familyor reasonable travel necessary to adopt a child.) Theactual date will be used to determine the final startand end dates of your paid parental leave. Duringthis time, you can also amend your application ifyou have changed your mind about using your CARbalance or taking a child care leave. For more information, read the UFT’s FAQ on paidparental leave at UFT.org or contact the union.Thousands of members joined the campaign. Some shared deeply personal storiesabout how lack of paid parental leave hadaffected them and their families, while others sent letters urging the mayor to supporta fair policy, signed petitions or attendedrallies. Many UFT chapters organized babyshowers and wore purple to call attentionto the issue.11
