FOREWORDCalifornia law states that every insulation manufacturer who sells insulation material inCalifornia shall hold an insulation manufacturing license issued by the California Department ofConsumer Affairs' Bureau of Household Goods and Services (California Business & ProfessionsCode Section (BPC) § 19059.7). In addition, the law states that all insulation sold and installedThe current standards cover 13 types of insulation frequently used in the ceilings, walls, andfloors of homes and buildings. Insulation must meet standards for resistance to heat flow (Rvalue), fire safety, corrosion and fungi resistance; for changes in size, odor, pliability, settling,bond strength and deflection; and for separation by air movement, when appropriate. Californialaw (BPC § 19165) mandates that the Bureau of Household Goods and Services periodicallypublish and update a DIRECTORY OF CERTIFIED INSULATION MATERIALS, which listsinsulation materials certified by the bureau, on the basis of approved laboratory tests, that are incompliance with state law. This directory of insulation materials describes the material and itsapplication, and states the R-value of the material. Although the directory is intended to includeThe primary function of the Bureau’s quality standards program is to protect consumers by claims for product efficiency, properties, and performance are accurate;insulation materials are truthfully labeled;insulation materials are fire-retardant and safe to use; andonly certified insulation is sold or installed in California.If you have any complaints or concerns, please contact the Bureau of Household Goods andServices at (916) 999-2041 or you may e-mail us at: homeproducts@dca.ca.gov.The bureau inspects the products of manufacturers, distributors, installers, and retailers todetermine their compliance with the insulation quality standards. The bureau also conductsindependent performance tests of insulation materials sold in the state to assure continuedcompliance with the quality standards. Insulation is one of the best investments a homeowner save as much as one-half on cooling and heating costs; reduce the operating time for air conditioning and heating equipment, extending theirperformance and reducing maintenance; allow homes to be cooled and heated with smaller, less expensive equipment; make homes more comfortable; and add to the resale value of homes.

EXPLANATION OF INFORMATION IN THE DIRECTORYThe following information is included in this directory:1. If a facing is attached to the material, the type of4. Primary Use, Usage Exposure, Vapor BarrierThe primary (most frequent) use of the products is stated by the manufacturer. If a product isdesigned to be fire-resistant when the product is left uncovered, this is indicated in the"Designed for Exposed Applications?" column. If a product is designed to resist moisture, this is5. Labeled Product ThicknessLabeled product thickness is given in decimal inches for boards, battings, and blankets.Manufacturers producing insulation products with the same identification and description inincrements of thickness of 1/8 inch may also produce thicknesses less than 1/8 inch, on special6. Labeled Thermal PerformanceThe thermal performance, as labeled on the product and supported by test results, and anylowered R-value, is stated. Thermal performance of building insulations is stated in R-value.Other insulations use K-, C-, or R-values, as appropriate. For loose-fill insulation, spray-appliedR-value is a measure of insulation effectiveness. The higher the R-value, the higher theinsulation effectiveness. R-value also represents resistance to heat flow and can be expressedmathematically as the reciprocal of the U-value. The U-value is the amount of heat in BTUsK-value, or conductivity, is the U-value of a material per inch.C-value, or conductance, is the U-value of the entire thickness of the material.BTU means British Thermal Unit; a unit of heat equal to the amount of heat required to raiseone pound of water one-degree Fahrenheit at one atmosphere pressure or the approximateamount of heat given off by the burning of a wooden match.
