CONTRACT BACKGROUND/PURPOSEBackgroundClean Rivers GI Maintenance: GI facilities maintained under these contracts were installed under variousconstruction contracts divisions and are at different stages of maturity.Purpose The purpose of the GI Maintenance Contract is to support Clean Riversefforts to maintain the GI facilities to the prescribed level of service. Clean Rivers anticipates awarding two (2) maintenance contracts: Contract A No. 200060 : All DC Water GI facilities located throughoutthe District or as determined by Clean Rivers, except those in the RockCreek Sewershed Contract B No. 200070: GI facilities located within the Rock CreekSewershed11

SCOPE OF WORKMobile-Based Work Order SoftwareApplication Document execution ofmaintenance activities which include: Preventative Maintenance (PM) Routine inspection and maintenance(maintenance specifications) and conditionassessment documentation that require follow-up. Corrective Maintenance (CM) Requires DC Water approved Work Authorization. CM work requested as a direct result ofdocumented condition assessment from PMinspections Emergency Repairs – repairs for safety issues ordamage to facilities As-Needed Maintenance – Annual fertilizing andCurb Extension BioretentionKennedy Streetnutrient treatment and pervious pavement airknifing.15

SCOPE OF WORKMeetings Mandatory Kickoff Meeting Selected Contractors, all Subcontractors and Key Personnel must attend kickoffmeeting.Trainings Selected Contractors will be provided tablets with software application installed toexecute GI maintenance work orders. DC Water will conduct training session (classroom and field training ) on GIMaintenance Work Order tracking software application. Work orders will be set up by DC Water and deployed to the applications andavailable to the Contractors prior to scheduled maintenance. Training will beprovided on how to access, execute, and submit GI maintenance work orders. Additional training will be provided as needed for new team members for theduration of the contract.Site Walk DC Water will conduct site walks with the selected prime contractors at each facilitylocation during or before the initial scheduled maintenance.16

SCOPE OF WORKPermits Contractors are responsible for obtaining all necessary permits for GImaintenance work Permits required may include but are not limited to:oTraffic Control Plan in accordance with the District of Columbia Department ofTransportation.oDistrict of Columbia Department of Transportation Occupancy Permit as it applies totemporary No Parking signs DC Water must be notified of all permit application submissions andapprovals prior to the start of work on the project sites. The Contractor must follow all conditions listed on the permits.Working Within Existing Easements Clean Rivers secured certain easements and agreements for site access toperform inspection and maintenance of GI facilities (copies provided inRFP documents). Contractors shall be subject to the terms and conditionsof the easements and agreements related to the inspection andmaintenance work.17

SCOPE OF WORKPrice Proposals Meetings and trainings shall be reimbursed at the unit price for theMeetings and Training pay items specified in the Attachment B PriceSchedule. Permit application and processing shall be reimbursed out of PermitAllowance Pay Item specified in the Attachment B Price Schedule. Unit prices for Preventative Maintenance (PM) pay items are specifiedin the Attachment B Price Schedule. Unit prices shall be establishedbased on the maintenance specification provided in RFP. Preparation and submission of maintenance documentation will not bemeasured separately for payment.18

SCOPE OF WORK Unit prices for Corrective Maintenance (CM) are captured in As-NeededMaintenance pay items specified in the Attachment B Price Schedule.The following shall be noted: CM Work Authorizations shall be based on the As-Needed Maintenance payitems specified in the Attachment B Price Schedule. For any other unforeseenwork items, payment will be based on a mutually agreed upon price and paidout of the Bid Allowance pay item as directed by DC Water. Emergency Repairs work authorizations shall be based on As-NeededMaintenance pay items specified in the Attachment B Price Schedule. For anyother unforeseen work items, payment will be based on a mutually agreedupon price and paid out of the Bid Allowance pay item as directed by DCWater. The Bid Allowance pay item is a lump sum allowance which may be used tocompensate the Contractor for additional work items for GI maintenance asdefined and approved by DC Water. For additional work items, payment will bebased on a mutually agreed upon price in the work authorization.19
