Asyour mind conjures up apicture, the scene is mostlikely one that rangessomewhere between a minor disruption and a majorcatastrophe. School district personnel are limited to Superintendents and chaperones.The main menu is chickenfried chicken but the appetizers are anxiety mixedwith apprehension. Aniversary of aHistoric MilestoneOnce Congress approved funding thedredging of a deepwater channel to linkHouston with the Gulf of Mexico, Houston had to hold up its end of the bargain.U. S. Representative Tom Ball’s proposal for Houston to share the cost ofthe project with Congress had sealed thedeal. It was time to pony up.The voters approved the creation fothe Harris County Houston Ship ChannelNavigation District and 1.25 million inbonds to pay for the District’s share ofthe channel. On April 24, 1911, theNavigation and Canal Commissioners ofthe District met. All three were present:Charles Dilingham, Ross Sterling andC.G. Pillot. They voted unanimously tohave the bonds issued by Harris CountyCommissioners Court on behalf of theDistrict.Now came the hard part: selling thebonds. According to Marilyn Sibley’shistory of the Port of Houston, “.they(the bonds) were indifferently receivedby the buying public. Most buyers hadnever heard of navigation bonds, andbankers and brokers hesitated to handlethem because of the small commissionsreceived and because the law providedthey could not be sold for less than parand accrued interest.”Businessman and civic leader extraordinaire Jesse Holman Jones came tothe rescue as he would throughout hisproductive life, earning him the nickname“Mr. Houston.” Jones met with thepresidents of the city’s largest banks andasked them to take the bonds in proportion to their capital and surplus.In less than 24 hours, Jones convincedthe bankers to accept the bond. In onesegment of Ball’s history of the portprinted in the Houston Chronicle onAugust 23, 1936, he reported, “The nextmorning Mr. Jones reported that everybank in the city would buy its share ofbonds, which they did, and this ‘troubleknot’ was cut.”Once again, Houston’s civic and business leaders showed that if they wantedsomething, they always found a way toget it done.
