John Bednar, API SC17 Chairman, welcomed the group to the meeting at 8:00 AM withopening remarks, outlining various safety/housekeeping issues.2. A roll call was completed and confirmed there was a quorum present for this meeting.NOTE: It is the voting member’s responsibility to attend the committee meetings or tonotify, via e-mail, the SC17 Leadership and API SC17 Coordinator of your proxy!(Attendee List provided in Attachment A)3. The 2009 agenda was adopted. Gary Hurta was identified as the acting-secretary totake notes since John McManus was unable to attend the meeting.4. The minutes from the SC17 meeting held in Houston, January 16, 2009 were reviewedand a motion was seconded and passed to approve the minutes with exceptions notedby Mike Byrd.A request was made for the minutes from the SC17 / ISOTC67/SC4/WG6 Joint meeting held in Calgary, June 2008 to be revised. A motion wasseconded and passed to approve the minutes with exceptions noted by Alf ReidarJohansen [who noted that this request was made in the Houston, January 2009meeting and the minutes were never amended].The exceptions were included in revised minutes for both meetings.5. The updated SC17 Voting Representation Listing (Attachment B), ISO/API Work groupLeads Contact List (Attachment C) and Standards Status Matrix (Attachment D) werereviewed.6. Task Group Chair/Project Group Leader reports.a. ISO 13628-1/API 17A—Subsea Production Systemsi. A joint report (Attachment E) was given by Harold Reeves and AndréMaerli. A new work item has been opened in ISO for the next revision ofISO 13628-1 (17A).ii. Stein Olsen reported that the ballot finalizing the new Clause 6 (April 2009)will be brought into the next revision of ISO13628-1. iii. Mike Byrd reported (Attachment F) that his SPE Standardization efforts arefocusing on Materials, Welding and Quality Management. His group is nowinterfacing with the API RP 582 Welding Group. A Motion was made andseconded that a New Work Item (NWI) in ISO and API be created tointegrate Mike’s groups work into an API and ISO document for futurerelease in the SC17 and ISO 13628 family of documents. Motion passed.Mike is to submit an SRRR to Ed Baniak (API) and Jens-Henrik to submit aNWI in ISO. Mike, Stein, Harold and André are to review materials statusand report at the 2010 Winter Meeting.iv. Subsea Materials Task Group presentation (Attachment G) was given byStein Olsen.NOTE: John Bednar clarified the intent of the various groups within ISO/API addressingmaterials. Stein Olsen and Mike Byrd will jointly lead a combined team that will stayappraised of the materials work being done by WG8 as well as the actions of theMaterials Group established by the ECS. With that background information, they willalso address the needs/standards info related to materials for SC17 documents. Theyhave also been charged to work with André Maerli and Harold Reeves (ISO 136281/17A), with Alf Reidar Johansen as an advisor, to formulate/propose a 5 year visionaryplan for how material issues should best be addressed in ISO 13628 / SC17documents in the future.b. ISO 13628-11/API 17B, ISO 13628-2/API 17J & ISO 13628-10/API 17K—Flexible Pipe and ISO 13628-16/API 17L1 & ISO 13628-17/API 17L2—Ancillary Equipment for Flexible Pipei. A formal report (Attachment H) was submitted by Krassimir Doynov.Krassimir stated that 17B (ISO 13628-11) and 17K (ISO 13628-10) arepublished documents with 17K needing reaffirmation next year. 17J (ISO13628-2) has had an Errata published in 2009. 17L1 (ISO 13628-16) and17L2 (ISO 13628-17) should be out for DIS balloting this year.ii. The Flexible Pipe JIP is ongoing and addresses the revisions to 17J and17B (ISO 13628-2 and ISO 13628-11, respectively). Draft proposals for thetwo document revisions are expected to be completed by December thisyear. NWIs for ISO 13628-2 and ISO 13628-11 are to be out by January2010.c. ISO 13628-3 (API 17C)—TFL SystemsHarold Reeves reported (Attachment I) that no work has been done on thedocument since the last meeting and that he was going to recommend thatthe document be put up for reaffirmation next year.d. ISO 13628-4 (API 17D)—Subsea Wellheads and Treesi. Ross Fraser reports (Attachment J) on the status of the second DIS ballotvoting and comment resolution efforts stating that his task group wouldhave all comments resolved by the end of the conference (June 09).ii. Ross stated that the task group had agreed to eliminate the use of pressuredifferential in the 17 D document. Bulletin, being written by Earl Shanks, after approval, be issued to furtherthe understanding and potential use of pressure differential in APIStandards.e. ISO 13628-5 (API 17E)—Production Umbilicalsi. A written report was provided by John McManus (Attachment K) who wasnot able to attend the meeting.ii. The group is to issue the document for FDIS by August 2009.f. ISO 13628-6 (API 17F)—Production Controlsi. The formal report was given by Jens-Henrich Neuenkirchen (Attachment L).ii. Jens-Henrik noted a new structure the document was going to take in thenext revision. The joints task groups of ISO and API have begun the workon the revision. Next meeting is scheduled for London in October of 2009.A firm date will be provided later.g. ISO 13628-7 (API 17G)—Completion/Workover Risersi. A written report was provided by Brian Keels (Attachment M) who was notable to attend the meeting.ii. A CD is planned for completion by December 2009. A NWI for ISO passedin April of 2009.h. ISO 13628-13 (API 17H)—ROV Interfaces & ROT Intervention Systemsi. The formal report was submitted by Charles White (Attachment N).ii. This effort combines the old 17H (ISO 13624-8) and 17M (ISO 13628-9)into a new 17H (ISO 13628-13). When this new document is published, the17M and ISO 13628-8 & 9 will be dropped.iii. When the new 17H is published, will include the Annex B from ISO 136281. Subsequently, Annex B will be removed from ISO 13628-1 at its nextrevision.i.ISO 13628-14 Intervention Workover Control Systems (IWOCS)No oral or written report given.j.ISO/WD 13628-12 (API 2RD)—Dynamic Risers for Floating Productioni. The formal report was submitted by Paul Stanton, see Task Group Chairreport (Attachment O).ii. The ISO 13628-12/API RP 2RD Task Group’s scope of work is to reviseAPI RP 2RD and to submit the revision to ISO.iii. The group plan to release a DIS of their work by October 2009 and anFDIS by August 2010.k. API 17N—Subsea Reliability and Technical Risk Managementi. ii. The next effort for 17 N is to determine a way forward with respect toreliability modeling and integrity.l.API 17O—HIPPSi. Report presented by Christopher Curran, see Task Group Chair report(Attachment Q)ii. The current forecast is to have the RP complete by the end of 2009m. ISO 13628-15 (API 17P)—Templates and Manifoldsi. Report (Attachment R) presented by Charles White.ii. It was stated by Charles that he intends to have 17P ready for release within a year. With that, it was agreed that the Annex L document would thenbe released in 17P and ISO 13628-15 (as Clause 7) instead of releasing itin the next revision of ISO 13624-1.m. API RP 17Q—Recommended Practice for Subsea Qualificationi. Report (Attachment S) was provided by Roger Walls.ii. Roger reported that the initial ballot on 17Q is complete and comments arepresently being resolved.n. Flowline Connection GroupNo oral or written report given.7. Actions Items were reviewed and updated during the course of the meeting.8. Other Businessa. There were no funding requests identified for 2010.b. PER 15Ki. John Bednar discussed Jim Raney’s presentation that was given atthe Roundtable Discussions and noted that Terry Cook (Shell), BrianSkeels (FMC) and Loren Kowalchuk (Master Flow) were to be theSC17 representatives to the PER 15 K committee.c. Roundtable Discussioni. John Bednar reviewed the Roundtable meeting minutes (See Minutesunder separate cover).d. A motion was made, second and passed that Rick Hill was to begin work on adocument addressing Subsea Insulation.9. Next Meeting –a. API Winter Meeting (proposed for January 2010 [exact date To Be Determined]in Houston at the BP offices.b. API Summer Standardization Conference, June 28 thru July 3, 2010 inWashington DC.10.
