General Information to Run for and Hold Public OfficeCandidates need to be aware of all the qualifications for office before taking out nomination papers.Except as otherwise provided, a person is not eligible to run for a county or district office, unless at the time ofissuance of nomination papers he/she is a registered voter of the county or district in which the duties of theoffice are to be exercised. Judicial candidates are only required to be registered voters of the State.Unless otherwise specifically provided, no person is eligible to be elected or appointed to an elective officeunless that person is a registered voter and otherwise qualified to vote for that office at the time that nominationpapers are issued to the person or at the time of the person’s appointment.(Elections Code §201)The offices of Auditor, Assessor, District Attorney, Sheriff, Treasurer-Tax Collector, County Superintendent ofSchools, and Judge of the Superior Court must show proof of qualifications to hold office. The documentswhich are considered acceptable pursuant to Elections Code §13.5 (a) (1) for establishing the qualificationsfor candidates include, but are not limited to: certificates, diplomas, official correspondence, and declarationsunder penalty of perjury. Documentation may include the submission of either an original or a duplicate of theoriginal.Notwithstanding any other provision of law, a public officer who is a minor shall have the rights and liabilitiesof an adult, both civil and criminal, regarding his (her) official duties, and a candidate for nomination or electionto public office who is a minor shall have the rights and liabilities of an adult, both civil and criminal, regardinghis (her) activities as a candidate.(Government Code §275.2)A person is disqualified from holding any office upon conviction of designated crimes as specified in theConstitution and laws of the State.(Government Code §1021-31)Not have been convicted of a felony involving accepting or giving, or offering to give, any bribe, theembezzlement of public money, extortion or theft of public money, perjury, or conspiracy to commit any ofthose crimes.(Elections Code §20 (a))Successful candidates for the various county offices and superior court judges must qualify for office by takingan oath of office and be able to be bonded in the amounts provided by statute.(Government Code §24150-24151)This Candidate Information Guide contains legal dates and events pertaining to this election. Candidatesshould check the Election Calendar, pages 72 – 78, for the dates and deadlines affecting the filing of theirnomination documents and the filing of campaign statements regarding contributions and expenditures.15

Voluntary Expenditure Limit Statement (Only County Run-off Candidates)All candidates for office in the General Election must file a Declaration of Candidacy with the County ElectionsOfficial. The Declaration of Candidacy form must be obtained from the Ventura County Elections Division orthe district office. It includes the Oath of Allegiance and a space for the candidate’s name and occupationaldesignation as they will appear on the ballot. The candidate is required to execute the Declaration of Candidacyin the office of the County Elections Official unless the candidate has signed and dated a written authorizationstatement designating a person to receive a Declaration of Candidacy form and nomination papers from theCounty Elections Official and deliver it to the candidate. Such statement shall include language explaining thatthe candidate is aware that the Declaration of Candidacy must be properly executed and delivered to theCounty Elections Official of the county of the candidate’s residence by 5:00 p.m. on Friday, August 12, 2022.Early ApplicationIt is advisable for candidates to obtain their nomination documents as early as possible during the filing periodand to file them well in advance of the filing deadline so that any irregularities may be corrected prior to thedeadline.Additional Filing RequirementsCandidates for state legislative office who accept voluntary spending limits may purchase a 250-wordCandidate Statement of Qualifications in the County Voter Information Guide for each of the counties in thejurisdiction. Legislative candidates must file FPPC Form 501, (Candidate Intention Statement) which mustidentify the election and whether the candidate has agreed to the State expenditure limits or not and be filedbefore receiving any campaign contributions. These statements may be viewed at the following website:http://cal-access.sos.ca.gov/campaign/.16

Authorization to Pick-Up and/or FileNomination DocumentsIn the event a candidate is unable to pick-upand/or file nomination documents, they mayauthorize an agent to do so by completing theAuthorization to Pick-up and/or File CandidateNomination Documents form. This form isavailable on the Ventura County ElectionsDivision website at http://venturavote.org and inthe Ventura County Elections Division office.Candidate Registration and Applicationfor Nomination DocumentsJuly 18, 2022 – August 12, 2022Candidates or authorized agents are required tofill out a Candidate Registration and Applicationof Nomination Documents form providing theinformation requested. This form is availableonline at http://venturavote.org. Information onthe form is used to verify Candidate Qualificationsand once deemed eligible, used to prepare thenomination documents. The information will alsobe printed on listings distributed to the newsmedia and the public. Therefore, it is importantthat the information provided be accurate.17

Declaration of CandidacyJuly 18, 2022 – August 12, 2022The Declaration of Candidacy is prepared based on the information provided on the Candidate Registrationand Application for Nomination Documents form. This Declaration must be signed by the candidateacknowledging the name and ballot designation (occupation) requested to be printed on the ballot. Thecandidate must provide the information requested and verify that the information is correct for publication.Note: This form must be notarized if it is signed outside the State of California.18

Nomination SignaturesOxnard Harbor District candidates are required to have registered voters of the district sign their nominationpapers. Each signer affirms that he/she has not signed more nomination papers than there are places tobe filled for the office. In the space provided, the signer prints his/her name as registered to vote, signshis/her name beneath the printed name, and then writes his/her correct residence address, giving streetand number, and if no street or number exists, then a designation of the place of residence which will enablethe location to be readily ascertained.(Elections Code §100; Harbor Code 6053)Circulators shall be 18 years of age or older. A candidate may personally obtain signatures and may signtheir own nomination paper.
