Western Conference US Majors Tour – Willow Springs March 2-3, 2019So is everyone ready for SCCA’s Majors Weekend #3 for the Western half of the Sports Car Club of America for2019?After wet weekends a Western Conference events at Thunderhill and Auto Club, the Weather Steward has steppedup to the plate and advised that it will be a dry weekend at historic Willow Springs International Raceway inRosamond California.As Race Chairman, my job is to help you achieve the goal of having an excellent weekend. I’ll be wearing a bright green Race Chairman shirt and should be out and about through the weekend. Again, I am here to make yourweekend the best it can be. General info:Track address:3500 75th Street WestRosamond, CA 93560phone: 661 256 6666 The most critical piece of information to pass on to you is a reminder that:Willow Springs Raceway charges 10 fee per person at the gate. This is Track (Willow Springs) income and is not included inyour entry fee. Note, they will give you an arm band, but you will still need to go into SCCA/Cal Club Registration to receive anSCCA Event Armband and sign the SCCA insurance waiver. Gates at Willow Springs Raceway will be open: Thursday open until 10pm, Friday open 6:30am to 11pm, Saturday6:30am to 11pm, Sunday 6:30am until everyone is gone. Parking. There are no real parking constraints at Willow Springs other than, in the interest of safety and visibility,there is NO paddocking along the pit wall (the entire pit wall from Turn 1 to Turn 9). Thanks for helping keep thisarea clear. There is NO access to Electrical Power so be prepared if needed. There are some roadway limits in thearea behind the snack bar so pay attention to the painted lines if choosing to Paddock there. Willow Springs does have limited Garages. Please call the Track to check on availability and possible rental (661 256 6666) Thursday and Friday Test Day: Willow Springs will be holding a Track run Test Day on Thursday and Friday. We thank you for choosing to race with Cal Club andwe hope you have a fun and safe event, please do not hesitate to let us know if there is anything we can do to makeit better! Ceci and Penny will have Registration set up in the room on the ground floor of the Building that accommodatesTiming and Scoring. This building is basically 2 to the right of the tire shop (toward Turn 1). It has a large outdoorbalcony attached. Note, this is not the Race Control Building which is attached to the Snack Bar. PLEASE, everyoneneeds to come in and get an arm band and sign waivers (as required). Registration hours: Friday 3:00P 7:00P Saturday .6:30A 11:00A Sunday .7:00A 9:00A Please check your competition licenses and make sure it is current. NOTE your membership can be current butyour competition license expired. You can pay for membership on line but that does not renew your competitionlicense that has to be done by mail or over the phone. GEAR TECH: Reminder that unlike your car, which is one year from the last annual tech (it could be from July to Julyas an example), Gear must be teched at your first event each year! So if you did not go to Thuderhill in January orAuto Club in February, all your Gear will need to be teched. Also the 2019 Helmet Stickers are necessary. The GCRhas defined that helmets need to be Snell Helmets 2010 or newer. Those new with us, Tech will be in it’s usual spot, along the pit wall, between the Hartman garage and Turn 9. Youwill see the Tech Team trailer and Chuck Knox and Team will be there to help starting Friday at 3:00 pm and openingSaturday and Sunday at 7:00 AM Impound – We will have mandatory Impound after each Qualifying and Race Session. NOTE – the Chief Steward willhave a MEETING after the Saturday Qualifying Session in the Tech area. Again those new with us, the Grid area in the area between the Snack Bar and the Tire Shop along the hot pit wall.You enter the grid area by the Tire Shop. This section of the paddock and grid entry is ONE WAY only. NOTE – thisarea is CLOSED to non race session traffic. Please do not drive through this area in anything unless heading to gridfor your session. Timing and Scoring is located on the 2nd floor above Registration. This building is basically 2 to the right of the tireshop (and directly across from the Starter’s Stand). It has a large outdoor balcony attached. Here you can get timingsheets, etc. throughout the weekend. Cal Club PresentsWest Coast Majors #3 Those needing to set up a timing light, you can carefully position them on the front straight with in the GCR limits ofthe Starter’s Stand. Be careful crossing pit lane and if you must, do that between sessions at the direction of theStarter. The Willow Snack Bar is one of the better Track food establishments we visit at Tracks in Southern California, andthey will be open throughout the weekend. Gayle Jardine will have the Question Box open throughout the weekend, located in the Hartman Garage, endGarage closest to Turn 9. This is where you can find quality Club merchandise. Chapel Service will be held Sunday at lunch time, upstairs behind Race Control (above the Gift shop). Alldenominations welcome. FUEL STATION: Fuel station is located in the back of the Paddock toward Turn 9. It has credit card self serve typepumps. Their current prices are: 91 unleaded 7.50; 101 unleaded 9.50; 110 leaded 10.00 Willow Springs does have a well stocked Tire Shop. Contact them via the Track Office (661 256 6666) for any specialneeds. Willow Spring written Driver MeetingMarch 2 3, 2019Welcome to Willow Springs International Raceway. My name is Barb Knox and I am your Chief Steward for this event. I canusually be found near Registration or in the Tech/Impound area. I will be in Tech after each qualifying session. I will haveaccess to the radio net so you may also ask any one of our many volunteer race officials to reach me via the radio.Driver’s MeetingThere will be a driver’s meeting after each Qualifying session Saturday morning. Please review the Supplemental Regulationsfor the event, especially as it pertains to Willow Springs International Raceway. Speed limits and use of vehicles must bestrictly obeyed. Please remember that Grid is ONE WAY only, it is a fairly congested area and going against traffic could putour volunteers, yourself, and others in danger.SchedulePlease pay close attention to any announcement made on the Public Address System. The printed schedule is forinformation only and subject to change at any time. Sometimes race times change. It is your responsibility to know thechanges that apply. It is our responsibility to see to it that the changes are relayed to you and the only means we haveavailable to reach everyone is the Public Address system. When in doubt ask. All of our volunteer officials are more thanhappy to assist in answering any questions you may have. Keep your eye on the track and be aware of which session iscurrently out there.Tech/ImpoundThe following G. C. R. section was effective March 1, 2018: "E. If a driver is involved in significant body contact, the driverand car shall stop at the designated incident investigation site for review of the incident by the stewards before going totheir paddock area. The designated incident investigation site shall be identified in the Supplemental Regulations and/or awritten driver’s meeting. “Significant body contact” includes but is not limited to: contact resulting in 2 or 4 wheels offcourse, spins, loss of position, or repairs to suspension or bodywork."The designated incident investigation site for this event is at Black Flag which is located in the pit lane by tech and identifiedwith a cone from which a black flag is displayed.All cars MUST report to impound after each qualifying session and after each race. Other on track incidents will be discussedat impound by the appropriate official.Hardship LapsIf you need a hardship lap you should report to grid. The Grid officials will contact Race Control for you and, at theappropriate time, you will be sent on your lap. Checks should bemade payable to: Cal Clubo ENTRY FEE PAYMENT: Drivers who complete their registration online, via the motorsportsreg.comwebsite, will be asked for a credit card, at the time of registration. Credit cards will not be chargeduntil you arrive to on site registration at the track. You may change the format of payment at thattime. We accept check, credit card or cash. 2019 Cal Club Supplemental RegulationsUpdated: January 9, 2019PIT AND PADDOCK AREA: Hot Pits are RESTRICTED AREAS. HOT PASSES (and SCCA membership) ARE REQUIRED andwill be checked by grid personnel. Grid and Tech/Impound are controlled areas; please follow the directions of Race Officials. Grid is closed to through traffic at all times. Closed toed shoes are required on the grid and over the wall on pit lane. Unless signaling a car or tending to a car in the Hot Pits, all persons must remain behind the pit wall. Smoking is prohibited in the Hot Pits, Tech/Impound, Grid and all buildings. Spectators/participants with “PADDOCK ONLY” passes are not allowed over the pit wall at any time.No one may stand or sit on the pit or track walls anytime cars are running, either on the track or withinthe Hot Pits.TECHNICAL AND SAFETY INSPECTION: TECH: Event Tech Stickers will be issued at Registration to pre-registered drivers who bring theirlogbook with an Annual Tech stamp and have their appropriate logbook page filled out for the event.Drivers without an Annual Tech stamp must complete the pre-race technical inspection at the appointedlocation to obtain their Tech Sticker. HOURS: See each event Schedule. **Tech is always closed at lunch. SCALES: Scales are available from 10:00 am to the end of practice. During qualifying and racing acompetitor may request to be weighed when the scales are not being used by the officials. MANDATORY IMPOUND: All Cal Club events covered by these Supplemental Regulations will have amandatory Impound post each Qualifying and Race session. All cars appearing on track must reportdirectly to the impound area after each qualifying, and race session. Even if your car suffers mechanicalissues and you stop early, everyone must go through Impound (Tech) after each Qualifying and/orRace session. Impound will be located in the area of Tech. The Chief Steward will release each groupas soon as possible. Those who will be double dipping must notify the Chief of Tech prior to impoundto secure an early release to the next event. Drivers entered under a NOVICE LICENSE must display an “X” on the back side of their car, physicallylarge enough to be viewable by approaching Drivers. 2019 Cal Club Supplemental RegulationsUpdated: January 9, 2019SOUND: Sound Control Officials monitor the sound level and log by car number and class during events.Weather readings, temperature, humidity, wind speed and direction are recorded during events wheresound readings are being taken. SOUND READINGS will be posted on the side of the Tech Trailerwhen available.PACE CAR: When a PACE CAR is used, its lights will be turned off to signify the final lap run under yellow. At thattime, the double yellow flags at each flagging station will be dropped as well. When NO PACE CAR isused, the double yellow flags will be dropped to signify the equivalent of “lights out” on the pace car.At that time, it is the pole sitter’s responsibility to PACE the field at a steady 40 to 50 mph.o In addition to GCR 6.6.2., the field shall follow the PACE/SAFETY car as long as its emergencylights are flashing, even if it varies from the normal race course. In the event a full courseyellow results in dispatch of the safety car, the safety car will enter the racing surface at pit out.DOUBLE DIPPING: Double Dipping is defined as running one car and one driver in more than one class and run group.For example, SM can be legal in both SM and STL. One driver in one car running in both groupsduring one sanctioned event is “double dipping”. SM double dipping in more than one group mustmeet the rules for every group entered (Example STL must meet all the SM rules including weight,tires and the like. Should such SM running STL run anything not legal in SM but legal in STL (tires forexample) then the car must meet all of the STL rules, including weight) The goal of double dippingis to provide members an opportunity for more track time at a reduced rate, and does not insurecompetitiveness.PERSONAL TIMING SYSTEMS: Trackside triggers/beacons for data logging and lap timing systems shall be located in the designatedarea provided. This area will be 30 feet each side of the Start/Finish line at all tracks except CaliforniaSpeedway, which has a designated area set aside for this purpose. IT IS THE DRIVER’S RESPONSIBILITY TO MAKE SURE HIS/HER TRANSPONDER IS WORKING.Auto ClubSpeedway Specific:o Due to the distance between the Timing and Scoring station and the track it is very important thatthe numbers on their race cars are clearly visible from a distance. Often on small open wheel cars the numbers are simply not visible from the Timing and Scoringtower. It is the racer’s responsibility to insure the numbers on his/her race car are sufficientlyhighlighted and/or of sufficient size to be read visibly by Timing and Scoring personnel.RACE LENGTH: Race length will be the number of laps or specified times as listed on each Event Schedule. Times onSchedule are for Green Flag, except at Auto Club Speedway where Race times start at the roll off theGrid. TIMED SESSIONS: The clock will continue to run during all flag conditions with the exception of thered flag.WAVING YELLOW FLAG: Waving Yellow Flag: In addition to the flag description contained in the GCR, the waving yellow maybe used for race or emergency vehicles stopped on track, or for large pieces of debris (including cones)which may damage vehicles or cause them to go off course. A waving yellow for a track surfacecondition will remain waiving until the situation is resolved.CONTACT IMPOUND FOR REGIONAL RACING: Reminder: Per GCR Section 6.11.1.E.: If a driver is involved in significant body contact, the driver andcar shall stop at the designated incident investigation site (Black Flag/Impound area in Tech) forreview of the incident by the stewards before going to their paddock area. 2019 Cal Club Supplemental RegulationsUpdated: January 9, 20192019 SOPAC (DIVISIONAL) PATH TO THE RUNOFFS: The SoPac Division of the SCCA is made up of the following Regions: Arizona, Arizona Border, Cal Club,Guam, Hawaii, Big Island of Hawaii, Las Vegas and San Diego. All licensed Club Racing drivers who areactive SCCA members in the SoPac Division are eligible to earn points towards the SoPac DivisionalPath to the Runoffs. Cal Club and SCCA have agreed to count ALL the Cal Club races as Divisional Qualifiers. To meet thePARTICIPATION requirement, all you would need is to run a minimum of 4 weekends in any of the CalClub races, be it Super Tour, Majors, and/or Divisional. All SoPac Division Racing events will count towards the Divisional Path to the Runoffs. Points will be the same as the Majors Points system. Points are paid out as follows:25, 21, 18, 17, 16, 15, 14, 13, 12, 11, 10, 9, 8, 7, 6, 5, 4, 3, 2, and 1 No out of Division races will be counted. If a driver competes in both the Majors and the Divisional path to the runoffs and earns an invitationto the runoffs via the Majors, his/her spot in the runoffs qualifications via the Divisional path will beforfeited and go to the next highest divisional qualifying driver. Ties in the Division Points standings are resolved based on the driver’s record of first place finishes,then second place, then third, as needed.
