ADMINISTRATION1.01General ProvisionsThe Cramerton Police Department Law Enforcement Explorer Program is anofficial Department program sponsored by the Cramerton Police Department andis assigned, organizationally, to the Investigative Division.1.02Chief of the Cramerton Police Department – Executive PowerThe Chief of Police of the Cramerton Police Department shall have final authorityon all matters pertaining to the operation of the Explorer Post. The Chief ofPolice shall appoint the Post’s Senior Advisor.1.03“Explorer Manual” EstablishedThe Operations Manual of the Cramerton Police Department Law EnforcementExplorer Program is hereby established and shall hereafter be referred to as the“Explorer Manual”. This Explorer Manual is a summary of current policies,procedures, rules, and regulations pertaining to Explorer activities. It describesthe organization, responsibilities, and functions of the Explorer Post. AllExplorers, Police Department employees, and associated civilian volunteers areto conform to the rules and provisions contained in the Explorer Manual inregards to Explorer Activities and participation with Explorer events.1.04Distribution of the Explorer ManualA copy of the Explorer Manual shall be issued to each Explorer upon passinghis/her Post requirements for admission and acceptance into the Post. A copy ofthis Explorer Manual shall be issued to each Advisor, the Chief of Police, theTown Manager, and a copy shall be available, in the patrol office, for eachmember of the Police Department to access.1.05Familiarization with the Explorer ManualIt shall be the responsibility of each Advisor, Explorer, and participatingemployees of the Cramerton Police Department to be familiar with the contentsof the Explorer Manual. It shall be the responsibility of the Explorer Advisors toprovide training for the participating employees of the Police Department on theExplorer Manual.CRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL5

1.06Responsibilities for Maintenance of the Explorer ManualThe Senior Post Advisor shall be responsible for maintaining the Explorer Manualand making revisions annually or as necessary. The Explorer Review Boardshall review the Explorer Manual for needed revisions before July of each yearand submit all needed revision/additions to the Senior Post Advisor. The Chief ofPolice must review all Explorer Manual addendums, amendments, revisions, etc.prior to inclusion within the Explorer Manual.1.07AmendmentsThe Senior Post Advisor or Post Advisor shall issue amendments to the ExplorerManual when deemed necessary with the approval of the Chief of Police.Amendments shall become part of the Explorer Manual when received andremain so until further amended.POLICYCRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL6

2.01PhilosophyThe Explorer Program is designed to develop career awareness by exposingyoung persons to the fundamental of law enforcement and improve publicrelations.2.02Goals and Objectives2.02.1To further the individual member’s overall education.2.02.2To encourage Explorer participation in rewarding andproductive service activities.2.02.3To enhance preparation for future roles as productivecitizens and community members.2.02.4To help young men and women become aware of the role ofpolice services, specifically that of the Cramerton PoliceDepartment.To accomplish these goals and objectives, the program is designed toaddress three tTrainingTraining programs will be offered at regular meetings and at other times asdesignated by the Post Senior Advisor or Post Advisor. Some programs, asdesigned by the Advisors, shall be concluded with a written or practical examto be maintained in individual Explorer personnel files.No Explorer may participate in any activity until completion of theirProbationary (Training) Period, with the exception of regular meetingattendance, unless approved by the Post Senior Advisor or Post Advisor.2.04EquipmentThe Cramerton Police Department may issue equipment to Explorers andAdvisors as the need arises and equipment becomes available. Uniforms will beprovided for those Explorers who meet the requirements. Certain items ofCRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL7

equipment and uniform are the responsibility of each individual Explorer (seesection 7, Issued Equipment).2.05CommitmentAttendance (Mandatory and Voluntary)2.06A.Meetings – Members are expected to attend meetings andparticipate in Explorer functions. Members unable to attendmeetings/functions are required to contact the Post Senior Advisoror Post Advisor with an explanation.B.Any member who exhibits an excessive amount of absenteeism willbe counseled by an Advisor and may be asked to terminate orinactivate their membership with the Post.C.It shall be the responsibility of the Post Sergeant(s) to maintainattendance records at meetings and other group activities.D.The Post Sergeant(s) shall notify the Senior Post Advisor or PostAdvisor of any unexcused absences by “Active” members.E.All Explorer Post activities, other than regular meetings, must belogged on an Explorer Activity Sheet (see attachment E588-01).The activity sheet must be posted in the patrol office during the timeof the activity. It shall be the responsibility of a Post Advisor toensure that this policy is complied with.F.Members will be required to attend various mandatory functionsthroughout the year. The Post Senior Advisor or Post Advisor willdetermine whether or not a function is mandatory.G.Unexcused Absences – Explorers with three (3) consecutiveabsences at regular meetings or mandatory functions, without avalid reason, will constitute grounds for restriction of privileges orsuspension (from activities other than regular meetings). Privilegeswill be restored and Active status reinstated when they haveattended three subsequent meetings and complied with all rulesand regulations pertaining to attendance, uniforms, etc.Standard of ConductExplorers shall conduct themselves in an orderly, professional, and disciplinedmanner in accordance with the Cramerton Police Explorer Oath of Office.CRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL8

2.07Explorer Oath of OfficeUpon completion of their probationary period, each Explorer shall be “sworn in”as an official member of Post 588 by use of the Explorer Oath of Office.“I, (State your name), a member of the Cramerton Police Explorer Post 588,having been duly chartered by the Boy Scouts of America, do solemnly swearthat I will faithfully and impartially perform the duties of my position as prescribedby law and the Explorer Manual and will do this to the best of my ability. I will notuse illegal drugs or alcohol. I will support and maintain the ordinances of theTown of Cramerton, Gaston County, the Laws and Constitution of the State ofNorth Carolina, and of the United States of America, so help me God.”2.08Adult Organizational Chart and DutiesThe make-up of the adult members of Explorer Post 588, their duties, andresponsibilities of each are as follows:1.Senior Post Advisor: The Chief of Police shall appoint thisposition. A sworn Department employee shall hold the position.Duties and responsibilities are:a.b.c.d.e.f.2.Appoint Post AdvisorHelp recruit and appoint Post Associate AdvisorsPromote the recruiting of new membersCultivate resources to support the PostRepresent the Post with the local council of the Boy Scoutsof America.Oversee the operation of the PostPost Advisor(s): The Senior Advisor shall appoint this position. Asworn police employee shall hold this position. Duties andresponsibilities are:a.b.c.d.e.Be a positive influence on the lives of Post members.Understand the purposes of the Boy Scouts of America andhow to achieve them through ExploringTrain, coach, and inspire Post officers toward successfulleadershipUtilize the resources of the Associate Advisor(s), Post ReviewBoard, members of the Cramerton Police Department, andPost member’s parents to bring a varied program to the Post.Guide the Post toward maintaining a realistic Explorer Manualthat members can live by through self-discipline.CRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL9

f.g.h.3.Associate Advisor: Either sworn or non-sworn police personnelmay hold these positions. Civilians may also hold these positions,after a background check has been completed. The Senior Advisorshall appoint these positions. Duties and responsibilities are asfollows:a.b.c.d.e.4.Assists the Senior Advisor and Advisor as neededMay be appointed to assume the role of Advisor duringhis/her absence. Appointment made by the Post SeniorAdvisor.Works closely with the Post officers, as neededSurvey Post members and secure ideas for Post activitiesAct as chaperones during Explorer activitiesJunior Advisor: The Post Advisors shall appoint this position.The person that holds this position should be trustworthy andcapable of helping guide the Post toward its goals. This personmust be at least 18 years of age but not more than 21 years of age.A Junior Advisor shall have all of the same privileges as a memberof the Post. Duties and responsibilities are as follows:a.b.c.d.5.Keep informed and assist the Post Senior Advisor as needed.Insure safety at all Post functionsAssist the Post Senior Advisor in ensuring that all Postactivities and projects serve the best interests of the Post, it’smembers, the Cramerton Police Department, the Town ofCramerton and the Boy Scouts of America.Work closely with the Post AdvisorsAssist in ensuring order and safety at Post functionsBe a positive role model for Post membersAct as a liaison between the Post Officers and the AdvisorsPost Review Board: The Post Review Board will consist of thePost Advisor, an Associate Advisor (appointed by the SeniorAdvisor), the Post Captain, and two Explorer Members (oneappointed by the Senior Advisor and one elected by the ExplorerMembers). The Post Review Board will handle all disciplinaryaction grievances, the review of new applicants, the removal ofinactive members, and the removal of Post Officers from theirappointed or elected positions.a. Decisions of the Post review Board can be appealedwithin ten (10) days after the decision of the Board, bymaking a written request to have a meeting with theCRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL10

Senior Advisor. Decisions of the Senior Advisor are maybe appealed only to the Chief of Police. The decision ofthe Chief of Police is final.b. The Senior Advisor can assemble a special Post ReviewBoard to hear complaints whereby a member of theoriginal Board is the complainant or the member inquestion.c. The Explorer Review Board Members shall bere-appointed and re-elected as specified in section10.04.POST ORGANIZATION3.01Post FunctionThe Post Senior Advisor and Post Advisor shall have prior knowledge of all Postactivities. Prior approval by the Investigative Supervisor is required on alloccasions that Department equipment, facilities, or employee time will be utilized.All monies earned by the Explorers from Post projects remain the property of thePost. All equipment bought with Post money is the property of the Post. A bankaccount shall be opened by the Post and shall require that only authorizedsignatures be allowed to draw on the account(s). A current financial statementshall be made available, upon request, to any person upon request. The PostAdvisors shall be responsible for conducting an annual audit, each July, on Postfunds and report thereon to the Chief of Police upon completion and to the Postat the next monthly meeting.3.02Membership3.02.1Members must be between the ages of 14 and 20 years old.3.02.2Cramerton residents shall be considered for membershipbefore persons living outside of the Town limits.3.02.3Scholastic Requirements1.Applicants must be enrolled in public school, privateschool, or be home schooled, or;2.Applicants must have graduated from high school,obtained a GED equivalent, or be enrolled in an AdultCRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL11

Education Program, or;3.3.02.43.02.5Applicants must be attending college.Application for Membership1.Applicants must complete, at a minimum theapplication for membership to the Post (seeattachment E588-02), the Boy Scouts of AmericaExplorer Roster (see attachment E588-03) and theExplorer Personal References Form (see attachmentE588-04);2.Members and parents of applicants under 18 years ofage must sign a waiver for background screening(see attachment E588-05) before membership can beapproved;3.Applicants must be interviewed by the Post ReviewBoard before being considered for membership (seeSection 2.08, Adult Organizational Chart).Membership LimitMembership is limited to twelve (12) Active members. Adultmembership is limited to 1 Post Senior Advisor, 2 PostAdvisors, 3 Associate Advisors and 1 Junior Advisor. TheChief of Police may increase membership limits at any time.3.03Dues, Chartering and Insurance Fees3.03.1A “one-time” chartering fee will be assessed each member,upon acceptance into the Post.3.03.2Each member accepted into the Post must pay the requiredBoy Scouts of America insurance coverage fee. This moneymust be paid prior to the member participating in anyCRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL12

functions with the Post. Insurance must be paid by eachmember on a yearly basis to remain a member of the Post.3.043.053.03.3Members will pay monthly dues, with the exception of thosemembers on “Inactive” status. Dues may be waived by thePost Senior Advisor if a hardship case is found to exist.3.03.4Members on “Inactive” status will be required to pay theirdues for the period of time they were still “Active” members,prior to being restored to “Active” status.Acceptance and Probationary (Training) Period3.04.1Upon acceptance, a six-month probationary period willbegin. The member’s conduct, participation and activitieswill be monitored closely during the probationary period.3.04.2An “Oath of Office”, will be administered at the successfulcompletion of the probationary period. The Post Captain willadminister the Oath of Office.3.04.3New members will be on “Trainee” status for the first threemonths of the probationary period.3.04.4At the end of three months, the “Trainee” will be given a teston the Explorer Manual. If a “Trainee” does not pass thewritten test the member shall remain on “Trainee” status foran additional three months and be re-tested. Failure to passthe written test after this period will result in the memberbeing reviewed by the Explorer Review Board and may beplaced on additional probation, suspension or may beterminated from membership.Regular Post Meetings3.05.1Regular Post Meetings are held on the “First” and “Third”Thursday night of each month from 7:00 P.M. until 9:00P.M. Unless otherwise notified by a Post Advisor or PostOfficer. The Post Senior Advisor reserves the right tochange the day, date and time of regular Post meetings.CRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL13

3.05.2If a visitor is present, the Post Captain will recognize thevisitor and assign a member to act as an official host.3.05.3Members who have been issued uniform equipment, unlessotherwise notified by the Post Advisors, shall wear theuniform to all regular Post meetings. Failure to wear thecomplete uniform will cause the member to be counted“Absent” for that meeting.3.05.4Other Post meetings and functions, as deemed necessaryby the Post Advisor(s), may be scheduled from time to time.When these meetings are scheduled, members shall wearthe complete uniform unless otherwise notified by the PostAdvisors.3.05.5“Opening” for all regular Post meetings shall begin with thePost members reciting the Pledge of Allegiance to theAmerican Flag. The Post Captain will assign members tolead the pledge.3.05.6“Closing” for all regular Post meetings shall end with thePost members reciting “The Explorer Code”. The PostCaptain will assign members to lead the Explorer Code.The Explorer Code shall be recited as follows:“As an Explorer –I believe that America’s strength lies in her trust in God andin the courage and strength of her people.I will, therefore, be faithful in my religious duties and willmaintain a personal sense of honor in my own life.I will treasure my American heritage and will do al I can topreserve and enrich it.I will recognize the dignity and worth of my fellow men andwill use fair play and goodwill in dealing with them.I will acquire the Exploring attitude that seeks the truth in allthings and adventure on the frontier of our changing world.”3.06Explorer Awards Program3.06.1PurposeThe Law Enforcement Explorer Awards Program is designedto honor exceptional service and conduct by members of thePost.CRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL14

3.06.2ResponsibilitiesThe Post Advisors will be responsible for the annual reviewof nominees for Explorer Awards. Post Advisors, members,or Department employees that have worked closely with thePost may submit nominations (see attachment E588-09), forExplorer Awards, to the Senior Post Advisor by October 1 ofeach year. Awards for Service and other MeritoriousConduct will be presented to Explorers and Post AdultLeaders annually.3.06.3Types of AwardsCertificates of Achievement or Appreciation for servicesrendered may be presented annually to Post members, adultleaders and others who have assisted the Post.Certificates and various Award Bars may be presented toPost members for services rendered to the Post, theDepartment and the Community.Awards which will be presented are listed below, but are notlimited to these categories.1.Explorer of the Year: the Post Advisors shallannually select an Explorer of the Year. The memberselected shall be an Explorer that has demonstrateddedication to the Explorer Post, his/her family life,church, civic clubs, school, and volunteerorganizations.the nominee shall be honest, and maintain selfrespect at all times and have demonstrated awillingness to help others. The Award Bar will beworn continuously from year to year, and is theproperty of the recipient once presented.The Explorer of the Year Award shall be solid blue incolor with a gold “E” in the center.2.Community Service Project of the Year: The PostAdvisors shall select the Community Service Projectof the Year. The nominee shall be an Explorer whohas planned, organized, served as chairperson and/orleader of any community oriented service project thathas assisted, entertained, rendered aid, or wasdesigned for the good of the community as a whole.The project can be, but is not limited to, one with theExplorer Post, school civic club(s), church groups,CRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL15

community volunteer organizations, or non-profitorganizations.It shall be the responsibility of the Explorer Member tonotify the Senior Post Advisor of any project(s) thathe/she participates in that may qualify hi/her for thisaward. The notification to the Senior Advisor shouldbe made on the Community Service ProjectNotification Form (see attachment E588-10). Projectsthat are mandatory, associated with a school grade orare mandated to retain or to gain entry into any clubor group are not acceptable.The Community Service Project of the Year AwardBar will be worn continuously from year to year, and isthe property of the recipient once presented.The Community Service Project of the Year AwardBar shall be blue/yellow.3.Meritorious Conduct: This bar will be presented toany Post member who performs some action, deed,or service to the Post, the Department, or theCommunity. The award may be considered at anytime by the Post Advisors for presentation at theannual awards banquet.The Meritorious Conduct Award Bar shall be wornfrom year to year and becomes the property of therecipient once presented.The Meritorious Conduct Award Bar shall begreen/gold.4.Explorer Civic Achievement Bar: This bar will bepresented for continuous and exceptional dedicationand service to the Post, the Department and to theCommunity, at the discretion of the Post Advisor(s).This service should include service as a Post Officerfor numerous terms of office, along with obvious andoutstanding performance in these duties.CRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL16

The Explorer Civic Achievement Award Bar shall beworn continuously from year to year and becomes theproperty of the recipient once presented.The Explorer Civic Achievement Award Bar shall bered/gold.5.Explorer Commendation Bar: This bar will bepresented to Post members who have performedsome assigned, mandatory, or voluntary duty in anexemplary manner. This award may be presented asoften as any specified act or deed cited may bedeemed to qualify by the Post Advisors.The Explorer Commendation Bar shall be worn fromyear to year and becomes the property of therecipient once presented.The Explorer Commendation Bar shall beyellow/white.6.Law Enforcement Training Bar: The LawEnforcement Training Bar shall be presented to eachExplorer Member that completes the six monthprobationary period and all required Explorer Training.This award may be presented to the Explorer whenthe qualifications have been met. The Senior PostAdvisor shall determine when the qualifications forthis award have been met.The Law Enforcement Training Bar shall be worn fromyear to year and becomes the property of therecipient once presented.The Law Enforcement Training Bar shall be blue/red.7.Assistance to Law Enforcement Award: This barwill be presented to Explorer Member(s) who haveassisted the law enforcement profession, an individuallaw enforcement officer, or a law enforcement agencyCRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL17

above and beyond that which is expected of them asa Law Enforcement Explorer.The Assistance to Law Enforcement Award shall beworn from year to year and becomes the property ofthe recipient once presented.The Assistance to Law Enforcement Award shall beblue/silver.8.Perfect Attendance Award: This bar shall bepresented to the Post member(s) who have attendedall Post meetings and functions from January toNovember of each year. The award shall be given atthe annual Explorer Awards Banquet.The Perfect Attendance Award shall be worn fromyear to year and becomes the property of therecipient once presented.The Perfect Attendance Award shall be solid red incolor.3.06.4Other AwardsThe Post Advisors may choose to designate other awardsfor exceptional conduct and/or performance of duty as theoccasion arises. (i.e., Life Saving Award (red/white)3.06.5Wearing or Displaying AwardsService Award Bars are to be worn only on the regularuniform. The bar will be centered ½” above the name plateover the right shirt pocket. More prestigious awards, such asNational Explorer Achievement Awards, shall be worn abovethe nameplate, also above the pocket, but to the center ofthe shirt, nearer the heart.3.06.6Duplicate AwardsExplorers shall not wear duplicate Service Bars. EXPLORER CONDUCT4.01Addressing Cramerton Police Department Personnel, Advisors,PublicExplorers shall treat all Cramerton Police Department Personnel, Post Advisors,Post members, other law enforcement officers and the general public withrespect at all times. Sworn personnel (of any law enforcement agency) shall beaddressed by last name preceded by rank. In lieu of this, the terms “Sir” or“Ma’am” may be used.4.02Attendance and ParticipationExplorers shall attend, be prompt at, and participate in all Post Meetings andactivities as required.4.03Departmental BusinessExplorers shall not divulge or discuss official or unofficial departmental business;or give any information about the Cramerton Police Department to the publicwithout prior approval of a member of the Cramerton Police Department.4.04Conduct of Private LivesMembers are expected to conduct their private lives in a manner, so as not toimpede the Post’s efforts to achieve it’s goals and objectives; nor bring discreditupon the Post, themselves, the Cramerton Police Department or individualstherein.4.05MisconductMisconduct; such as leaving a meeting, or assigned post, without permission;excessive talking or other disruption during meetings, briefings, etc., is not in thebest interest of the Post or the Cramerton Police Department and is in violation ofthe rules of conduct.4.06TruthfulnessExplorers are required to be truthful at all times, whether under oath or not.Upon order of any Post Advisor, police officer, police employee, or otherauthorized person, Explorers shall truthfully answer all questions specificallydirected and related to the scope of the activity and operations of thePost/Department which may be asked of them.4.07Violations of the LawCRAMERTON POLICE DEPARTMENT EXPLORER POST 588 – EXPLORER OPERATIONS MANUAL19

Violations of criminal or traffic law which result in a Post Member beingcharged/cited shall be reported to the Senior Post Advisor within 24 hours. ThePost Advisors will monitor the progress and condition of the events surroundingany arrest or charges that result from any alleged violation. The Post Advisor(s)shall be responsible for determining if the member should be temporarilysuspended or placed on “Inactive” status until the matter has been adjudicated incourt or otherwise resolved within the court system. The Post Advisor(s) shalldetermine what discipline, if any, will be in the best interest of the Post and theCramerton Police Department. Based on the final disposition of any charges, themember may be re-instated to “Active” membership, suspended, or terminatedfrom membership with the Post.4.08Police Powersa. Explorers shall not have any police powers and shall notconduct themselves at any time in any manner which could beor “out” of uniform.b. No person may be detained by Explorer members. Vehiclesmay not be pursued or stopped by Explorer members. Citizensmay not be questioned at any time. Members shall not imply byword or action that they possess any authority or police powers.c. The Explorer badge may be displayed only on theofficial uniform, when authorized for an official Explorer activity.The Explorer I.D. card may only be displayed when the Exploreris not in uniform, but is participating in an official Explorerfunction. The Explorer badge or ID need not be displayed toconstitute a violation of this rule. The “showing off” of any partof the Explorer uniform, including the badge and/or I.D. card isstrictly prohibited. Each member will be held strictlyaccountable for any an all actions which violate this rule.Explorer members shall refrain from becoming “physically”involved with persons that are under arrest and other citizens.Any violation of this rule (Section 4.08, Police Powers) will constitute grounds forcriminal prosecution of the member by the appropriate authority.
