The MaceThe mace was a weapon of war originating with the loaded club and stone hammer ofprimitive man. Although it continued to be used as a weapon through the MiddleAges, during this period it also became symbolic as an ornament representing power.Sergeants-at-Arms, who were guards of kings and other high officials, carried a mace toprotect their monarch during processions. By the 14th century, the macehad become more ceremonial in use and was decorated with jewels andprecious metals, losing its war-club appearance. Three hundred yearslater, the mace was used solely as a symbol of authority. The mace isused during sessions of legislative assemblies such as the U.S. Houseof Representatives, where it is placed to the right of the Speaker. Morefrequently, maces are seen at university commencements andconvocations, exemplifying knowledge as power.The USU mace was a glorious gift from the HonorableSam Nixon, MD, past chairman of the Board of Regents,and his wife, Elizabeth. The mace was used for thefirst time at the 1995 commencement ceremony. Itis handcrafted in sterling silver and carries the sealof the university along with the emblems of the U.S.Army, Navy, Air Force and Public Health Service. Theuniversity seal and service emblems are superimposed onthe earth’s globe to symbolize the worldwide mission of theuniversity and its graduates.Carrying the mace this year is Technical Sergeant Karlena M.Perkins. TSgt Perkins was selected as Servicemember of the yearfor 2021. She was born in Riverside, CA, and was raised as anArmy dependent, living in several different locations but callingEl Paso, TX, home. She enlisted in the United States Air Forcein November 2008 and attended basic military training at LacklandAFB, TX. She then went to Sheppard Air Force Base, TX, where shegraduated from technical school as a Health Services Manager. Uponcompletion of technical school, she received her first assignment toJoint Base San Antonio–Randolph, TX, and worked as a Patient Traveland Special Needs Identification Assignment Coordinator. After fiveyears, she received orders to Kirtland AFB, NM, and was assigned tothe Resource Management Office. During this time she was selected todeploy to Honduras as a Joint Operation Medical Planner for six months.Upon completion of her deployment, she received orders to Scott AFB,IL, where she worked as an office manager for the Flight MedicineClinic. TSgt Perkins reported to the Uniformed Services Universityof the Health Sciences in November 2020 and is currently working asthe NCOIC of Psychiatry Education, where she directs administrativeactivities for the School of Medicine Psychiatry Clerkship.i

DAR Constitution HallThe Daughters of the American Revolution (DAR), founded in 1890, is a volunteerwomen’s service organization dedicated to keeping America strong by promotingpatriotism, preserving U.S. history and supporting education programs. DAR hashonored and aided veterans since the organization began.Constitution Hall, owned by the DAR and originally built in 1929 to house its annualconvention, is a registered National Historic Landmark.Encompassing an entire downtown city block, DAR National Headquarters houses oneof the nation’s premier genealogical libraries, one of the foremost collections of preindustrial American decorative arts, Washington’s largest concert hall, and an extensivecollection of early American manuscripts and imprints. With a seating capacity of3,702, DAR Constitution Hall hosts a variety of events including concerts, speakers,films, graduations, corporate events, award ceremonies, television productions and galadinners.Each year, more than 600,000 people pass through the doors of DAR ConstitutionHall, Washington, D.C.The History of Academic RegaliaLike most American universities, USU borrows academic regalia traditions from theearliest students at the oldest schools. Reaching back to the 12th century, medievalscholars wore cloaks with hoods because it was the simplest and most effective way tostay warm in the unheated stone buildings that functioned as the first scholarly venues.It is not certain if the ritual was a survival of ecclesiastical virtue or civilian fashion, butregular wearing of the gown, hood and cap persisted through the ages.Moving into the 14th century, modest virtue forbade “excess in apparel” and universitieslike Oxford and Cambridge prescribed the wearing of long gowns as part of ordinaryacademic life. Though European universities wielded much control, even to the extentof minor details, there was great diversity among learning academies. In fact, Americanuniversities were the first to implement finite systems regulating cut, style, material andcolor assignment for academic regalia.ii

Academic Regalia Todaythe hoodTwenty-first century academic regalia have transcended their austere roots, particularlythe hood, which is quite spectacular. At USU, the hood beautifully apposes schoolcolors: purple and gold, lending color and vibrancy to commencement ceremonies.Velvet trim—green, blue, apricot, salmon pink or lilac—resides along the edge andvaries according to individual fields of learning.the gownThe master’s gown at USU is black and untrimmed with long, oblong sleeves, openat the wrist. The doctor’s gown—black like the master’s—has wide, bell-shaped sleevesand the front is faced with panels of velvet with three bars across each sleeve. The panelsand crossbars are the colors agreeing with the binding or edging of the hood: greenfor medicine, apricot for nursing, lilac for dentistry, blue for doctorates of philosophyand salmon pink for graduates of public health. Faculty members participating incommencement exercises wear the university robe or the regalia of their alma mater.USU’s Acting President, Dr. William Roberts, wears the university’s gown.the capOn the cap—in the shape of a square mortarboard or soft tam—hang tassels. Thesethreads are fashioned to coordinate with the velvet trim of the hood and the panelingand crossbar of the doctor’s gown. As degrees are conferred, students often move theirtassels from the right to the left side, symbolizing the accomplishment of one of life’sgreat milestones.iii

COMMENCEMENT 2022GUEST SPEAKERThe Honorable Gilbert R. Cisneros Jr.Under Secretary of Defensefor Personnel and ReadinessMr. Gilbert Cisneros was sworn in as the Under Secretary of Defense for Personnel andReadiness on August 24, 2021. As the Under Secretary, Mr. Cisneros serves as the principalstaff assistant and advisor to the Secretary of Defense for force readiness; force management;health affairs; National Guard and Reserve component affairs; education and training; andmilitary and civilian personnel requirements and management, including equal opportunity,morale, welfare, recreation, and quality of life matters.Mr. Cisneros is a former military officer, philanthropist, veterans advocate, and Member ofCongress with national security experience. He was born and raised in Southern California.Mr. Cisneros enlisted in the United States Navy in 1989 after graduating from high school.He was selected for the Broadened Opportunity for Officer Selection and Training Programand was commissioned as an Officer in the United States Navy in 1994. After 10 years ofservice, he left the Navy and went to work for Frito-Lay. In 2010, with his wife Jacki, he startedThe Gilbert & Jacki Cisneros Foundation, focused on helping students find a path to highereducation with scholarships and college access programs. He also founded The CisnerosHispanic Leadership Institute at his alma mater The George Washington University, whichnot only provides scholarships for Latino students, but is also becoming a leading institute forpolicy issues that affect the Latino community. Prior to serving in Congress, Mr. Cisneros wasa member of the President’s Advisory Council for the Arts and a member of the DNC FinanceCommittee.A strong advocate for our service members and our veterans, Mr. Cisneros served on boththe Armed Services and Veterans’ Affairs Committees when he represented CA-39 in theHouse of Representatives. He championed language in the National Defense AuthorizationAct (NDAA) to foster greater diversity in our military officer corps. He fought to address theissue of mental health and suicide amongst both our veterans and service members. After thedeath of Spc. Vanessa Guillén, he was invited to participate in discussions about the status ofLatinos in the Army and helped to introduce the I Am Vanessa Guillén Act to make sexualharassment a crime within the Uniform Code of Military Justice. He has been an advocate formilitary families on issues of housing, child abuse, and exceptional family members. He is alsothe co-founder of the Military Transition Assistance Pathway (MTAP) Caucus to support andadvocate on behalf of military service members returning to civilian life.Mr. Cisneros attended college on a Naval Reserve Officer Training Corps (NROTC)scholarship and received a B.A. in Political Science from George Washington University.While in the Navy, he received his M.B.A. from Regis University. At the age of 43, afterstarting his education foundation, he went back to school using his G.I. Bill and received anA.M. in Urban Education Policy from Brown University.1
