DISC LEADERSHIPDISC consists of six service divisions: Data Center Hosting Services Division (DCHSD), Enterprise Application ServicesDivision (EASD), Enterprise Network Services Division (ENSD), Information Technology Services Division (ITSD), BusinessOperations Division (BOD), and Cloud Architecture and Governance Division (CAGD).ACIO - David PetersDavid Peters defines Business and Operations Strategy for the Digital Infrastructures Services Center (DISC). In addition,David serves the USDA OCIO and Mission Areas through Enterprise Shared IT solutions in Cloud Adoption, ManagedServices, Application Development, and Network Services in alignment with USDA OCIO Strategic Initiatives.Deputy ACIO - Victoria TurleyVictoria Turley provides leadership and direction for the day-to-day operations of the USDA DISC. Victoria’s functionalresponsibilities include cloud adoption, IT modernization, infrastructure optimization, network modernization, systemsanalysis, software engineering, systems engineering, and the secure hosting of IT infrastructure for the Agencies andOffices of the USDA.DCHS- Jeff ClaunchJeff Claunch leads the Data Center Hosting Services Division. Jeff is also the lead for infrastructure optimization - including Enterprise Data Center facilities and critical data center infrastructure (Compute, Storage, Automation and PrivateCloud landing zones such as PaaS and Managed Services).EASD - Chris NorthChris North leads the Enterprise Application Services Division (also known as EAS), and also oversees App/Dev, AgLearn,Enterprise Geospatial Management Office (EGMO), and the Digital Services Center. Additionally, Chris leads the USDACommercial Cloud Program, which has the mission of accelerating the adoption of commercial cloud offerings withinUSDA.ENSD- John DonovanJohn Donovan leads the Enterprise Network Services Division (also known as ENS) and oversees the NetworkModernization Initiative – USDANet – including transitioning from the current GSA Networx Contract to the newEnterprise Infrastructure Solutions (EIS) contract for the Department.ITSD- Joe WeaverJoe Weaver maintains and operates the operating systems, databases, and systems software components of servers andmainframe partitions which run Payroll, Personnel, and Insurance. Joe is also responsible for scheduling and executingthe large production batch runs that make up those systems, maintaining the print services for payroll operations, andother critical activities.BOD- Kim JacksonKim Jackson leads the Business Operations Division which performs cross-cutting business functions such as financialmanagement, budgeting, contracting, portfolio/program/project management, Robotic Process Automation programmanagement, business relationship management, and HR functions.CAGD- Chuck GowansChuck Gowans leads the Cloud Architecture and Governance Division which performs system design and servicedevelopment activities for Cloud Services offered by DISC, both on-premises and in the CSP space, as well as the securitygovernance functions to ensure appropriate certifications are in place, such as FedRAMP, FISMA, and IL-4.6

DISC STRATEGIC GOALSAs a departmental turnkey solutions provider, DISC offers cloud hosting, network services, andapplication development services. It has aligned its strategy and operational execution with theobjectives outlined in the Strategic Plan to achieve excellence in the OCIO Strategic Initiatives.8

Why DISC?Data Center ServicesThe DISC Enterprise Solutions are developed utilizing government and industry standardsand best practices. Our Level IV data center facilities utilize state-of-the-art, enterprise classinfrastructure technologies to deliver optimal yet cost-effective solutions. DISC has a diverse anddedicated staff of Information Technology professionals who are proficient in systems architectureand integration, infrastructure management and operation, and disaster recovery. They work withcustomers to deliver secure and highly available solutions. The DISC secure IT infrastructureconsists of virtualized mainframe and midrange platforms as well as virtualized network andstorage infrastructure. The systems and applications managed by DISC are national in scope,mission critical, and essential for the operations of the United States government throughout theSec/Dev/Ops lifecycle.EASD offers professional services that include: enterprise application development, GeospatialInformation Systems (GIS), web and mobile application development, Software as a Service(SaaS), maintenance and operations, security services, 508 compliance testing, and learningmanagement services (AgLearn).Infrastructure as a Service (IaaS)The DISC Infrastructure as a Service provides a virtual machine infrastructure which allowscustomers the option to maintain control of their operating and general support systems at thesystem level. IaaS is provided for customers to maintain control of their hosting platform whileallowing DISC to control the infrastructure on which it resides. DISC also offers three tiers ofIaaS storage that are available to customers on demand.Platform as a Service (PaaS)The DISC Platform as a Service builds on the IaaS to provide customers with robust hardwareplatforms that are virtualized for optimal cost efficiency and flexibility. The underlying hardwareis coupled with DISC Network and DISC Storage services to provide a fully managed operatingplatform up to and including one of the supported operating systems. In addition to the supportedoperating systems, DISC currently also offers various PaaS services including database, webportal, web server, etc. The PaaS services include software license management and essentialprofessional services for the products included in the service.Managed HostingFor extremely large or unique applications that require dedicated hardware, DISC will managecustomer provided servers up through the operating system (OS) in a secure operatingenvironment including systems installation, engineering, administration, and support.9
