The master’s degree is the highestdegree conferred by the University.Distance LearningEastern New Mexico University has been a pioneerin distance learning with over 40 years of experiencein alternative delivery systems for educationalprograms. ENMU began a distance learning programby offering courses in other communities in 1957; in1978 the University began offering instruction througheducational television. Today programs feature a varietyof delivery mechanisms, both across programs andwithin courses, depending on the nature and content ofindividual courses.The most extensive outreach effort involvesENMU’s online course offerings, which include bothsynchronous and asynchronous delivery methods.ENMU’s lecture capture technology enhances thequality of the online courses offered by our graduateprograms. In addition, ENMU provides studentswith the capability to collaborate with one another,while participating in distance learning. ENMU’scommitment to distance learning is campus-wide.The Golden Library provides extensive electronicand human support to distance learning students.Campus services, such as advising, career and personalcounseling, financial aid and other support services arealso available to distance learning students.ENMU delivers online education programs andcourses throughout the United States and abroad.ENMU has been continuously accredited throughthe Higher Learning Commission (HLC) of the NorthCentral Association since 1922. The HLC accreditationcovers all of ENMU’s campuses and programs.Additionally, The New Mexico Higher EducationDepartment (NMHED) oversees and regulates allpostsecondary institutions operating in New Mexicoand recognizes that ENMU is authorized to offerprograms in post-secondary education at both theundergraduate and graduate levels.Recent amendments to the Higher EducationAct of 1965 include changes to a regulation on stateauthorization that impact online and distance learningproviders. The regulation states:If an institution is offering postsecondary educationthrough distance or correspondence education tostudents in a State in which it is not physicallylocated or in which it is otherwise subject toState jurisdiction as determined by the State, theinstitution must meet any State requirements forit to be legally offering postsecondary distanceor correspondence education in that State. Aninstitution must be able to document to the Secretarythe State’s approval upon request. (Authority: 20U.S.C. 1001 and 1002)In other words, ENMU must seek authorization todeliver distance learning outside New Mexico borders.The regulation changes are designed to address thegrowing population of students residing at a distanceand pursuing university-level education online.The state of New Mexico has joined the NationalCouncil for State Authorization Reciprocity Agreements(NC-SARA). ENMU is approved to participate in thatagreement. Students who reside in other states whohave joined NC-SARA may take online classes atENMU without obtaining any other authorization.SARA states may be found on the NC-SARA website atnc-sara.org/sara-states-institutions or on the ENMUwebsite at enmu.edu/NC-SARA

Thesediverse programs are offered to help develop theknowledge and competency of the student in her or hisfield of study; to foster a spirit of inquiry by encouragingindependent, original thought; to acquaint the studentwith the techniques of research and to promoteintellectual growth.In seeking to serve all qualified students, the GraduateSchool begins with the belief that education is a life-longprocess that demonstrates the importance of independentinquiry, objectivity, and judgment. The programs offeredthrough the Graduate School strive to provide the studentwith experiences which will help prepare her or him forlife and livelihood in a changing world.The Graduate Council, composed of graduatecoordinators from each graduate program, has theresponsibility for recommending policies, programs andplans for the Graduate School. This council continuallyreviews the graduate programs, evaluates curricularproposals, acts on petitions, and approves candidatesfor graduation. The Graduate Council sets graduatefaculty policy and reviews the list of graduate facultymaintained by the graduate dean.GoalsThe Graduate School at ENMU seeks to extend thefrontiers of knowledge by stimulating originality,promoting the benefits of learning, encouragingscholarship, and developing a sense of professionalism.The Graduate School actively searches for studentswho have the academic background, the intellectualinitiative, and the necessary zeal to meet the challengeset by the graduate program.ProgramsThe Graduate School at ENMU currently offers avariety of majors, as well as several different degrees.Post-baccalaureate students, in consultation withthe appropriate graduate faculty, should be able to planfor almost any kind of contingency. In particular, thosewho wish to study for a master’s degree, those whowish to pursue graduate work but without intendingto apply credits toward an advanced degree, andthose who intend to earn credit toward professionalcertification or licensure should be able to select anappropriate plan of study.Office of the Graduate SchoolThe Graduate School at ENMU coordinates all of thegraduate programs offered by the University through theOffice of the Graduate School.Graduate DeanThe dean of the Graduate School, or graduate dean, hasthe principal responsibility for implementing GraduateSchool policies and procedures. The graduate deanapproves graduate faculty and programs based on therecommendation of the college deans and the GraduateCouncil. The graduate dean has other responsibilitiesand duties that are stated in this catalog or are inherentby the nature of the office.Graduate CoordinatorWhile there are variations in emphasis from programto program, generally, the graduate coordinator, chosenfrom among the graduate faculty within a program,has the responsibility to consult with all new graduatestudents to review Graduate School and program policies,and to advise students on the choice of a graduateadvisory committee and initial curricular planning. Thisperson keeps the Graduate School apprised of changes inthe graduate program, coordinates curricular proposals,determines students’ admissibility to the program,coordinates the assignment of graduate advisors, and actson petitions related to program policies and procedures.Other duties include making graduate assistantshiprecommendations and assignments and submittingapproval for graduation. Graduate coordinators serve atthe pleasure of the University president.FacultyDesignation as regular graduate faculty is determinedby academic qualifications and experience, college andGraduate School recommendations. Final approval isgranted by the Vice President for Academic Affairs.Associate graduate faculty status may be awarded to thoseindividuals who do not hold a terminal degree but whohave professional backgrounds that make them qualifiedto teach specific courses. Temporary status may beawarded to individuals who do not have the qualificationsfor regular or associate status for a limited period of timeto address a specific, short-term need of a program. Itis expected that individuals with temporary status willreceive specific guidance or mentoring by the program.Faculty members holding regular graduate facultystatus are expected to participate in all phases of thegraduate program including teaching graduate courses,advising graduate students, supervising graduateresearch and formulating graduate curriculum inappropriate disciplines. They are eligible to serveon graduate committees. Faculty members holdingassociate graduate faculty status are expected to fulfillduties as outlined in their initial appointment. Renewalof graduate faculty appointments are made as part ofregular program review and are based on whether thefaculty member is actively participating in the graduateprogram as described above and has maintainedcurrency in the discipline.

ENMU Academic Regulations and Procedures 2020-22 GRADUATE CATALOG5ENMU Academic Regulations and ProceduresGeneral Academic RegulationsStudents are responsible for complying with allregulations of the University, the Graduate Schooland the program they select for their major, emphasisor non-degree interest. All graduate students atENMU are to comply with the student Code ofConduct as posted in the Student Handbook onlineat enmu.edu/StudentHandbook. For specific studentresponsibilities see page 2.Student records are maintained electronicallyby the Graduate School. During the first semester ofenrollment, students should verify that all records havebeen received, and that they are accurate and current.Students are responsible for understanding and adheringto all University, Graduate School and program policies.The Office of the Graduate School, graduate dean,graduate coordinators, and graduate faculty are availableto students to clarify policies and assist students inobtaining appropriate information.The graduate dean will approve students forgraduation provided:1. They have fulfilled all degree requirements setforth in this catalog.2. They have successfully completed the courseslisted on the approved degree plan.3. They have successfully completed all degreerequirements as specified by the programincluding, but not limited to, comprehensiveexaminations, integrative experiences, thesisdefense, and thesis final copy.4. At least 50% of their degree plan includes graduateonly courses.5. Their degree is conferred within six years from thesemester of enrollment in the first course appliedto the degree plan.6. Their curricular requirements are governed byone catalog.7. They have a minimum cumulative graduateGPA of 3.00.8. They have a grade of “B” or higher in all corecourses, a maximum of three credit hours of “C” inemphasis or elective courses, and no grade below a“C” on any courses included in the degree plan.9. They have met residency requirements applicableto their graduate program.New catalogs are effective the fall term of the year inwhich they are published. Students using earlier catalogsmay continue to use the courses (or appropriate coursesubstitutions) and program requirements of the catalogused at matriculation. However, academic standardsand regulations introduced in new catalogs apply to allstudents. Thus, probation and suspension regulationsand specific grade-point average requirements apply toall students.The University may make changes and exceptionsto the curricular and academic policies provided thatadministrative and governance procedures are followed.Affected students are given reasonable consideration topetition for exceptions.Petitions for Exceptions to EstablishedRequirements and PoliciesStudents should initiate petitions for substitutionsand exceptions to program curricular and degree planrequirements with the advice and consent of theirgraduate advisory committee. The petitions should bedirected to the appropriate graduate coordinator, andthen to the graduate dean.The graduate dean shall direct student petitionsrequesting exceptions to established Graduate Schoolpolicies to the Graduate Council, who shall recommendresolution. The graduate dean has final approval for allrequests for exceptions to established graduate policiesand procedures.Academic IntegrityAll graduate students are expected to obey the lawsof the state and nation and to pursue their academiccareers with honesty and integrity. The StudentCode of Conduct covers all expectations for studentconduct, sanctions, adjudication processes and thestudent’s rights and responsibilities. Graduate studentswill be held responsible for abiding by the StudentCode of Conduct while at ENMU. The Student Codeof Conduct can be found in the Student Handbookat enmu.edu/greyhound-life/student-handbook. TheUniversity community regards academic dishonesty,especially cheating and plagiarism, as unacceptableconduct at any time and has established severe penaltiesfor those found guilty of such acts.Other Academic ConductContinual absenteeism or disruptive behavior in theclassroom are also considered inappropriate behavior.Penalties and ProcessesThe penalties for academic misconduct will bedetermined at the discretion of the faculty member ofrecord or will be determined by policies establishedby the academic program. The policies, processes,and penalties established by a faculty member or anacademic unit will be contained in the course syllabusand/or in a student handbook provided by the academicunit. The faculty member of record may determine thatacademic dishonesty is indicative of misrepresentationof the student’s knowledge of the course material,resulting in a lower or even a failing grade in the class inwhich the offense occurred.If a faculty member considers the student’s academicdishonesty sufficiently grave, he or she may ask that

62020-22 GRADUATE CATALOG Eastern New Mexico Universitythe student be suspended temporarily or permanentlydismissed from a graduate program.The recommendation for suspension or dismissal willbe reviewed by the graduate faculty of the program or asubgroup of three or more graduate faculty of the programas designated by the college dean. This group may bean established group such as the student’s advisorycommittee; a program committee for evaluating studentprogress; or it may be an ad hoc committee appointed bythe college dean for this purpose.The appointed graduate faculty will review thefacts of the case and make a recommendation basedon approved policy as established by the program orthe college. The college dean’s recommendation withdocumentation of rationale will then be forwardedto the graduate dean who will notify the studentwithin five university working days of receipt of therecommendation. The graduate dean will provide copiesof the recommendation and rationale to the student.AppealStudents who wish to appeal a lowered or failing gradegiven because of academic dishonesty should followPart C of the grade appeal process. The appeal processand procedures may be obtained by contacting anydepartment chair or dean.Students who are recommended for dismissal orsuspension for reasons of academic dishonesty mayappeal to the Graduate Student Academic AppealsCommittee by submitting a written request and rationalefor appeal within five working days of receipt of thewritten notification from the graduate dean.If the student appeals, the Graduate Student AcademicAppeals Committee shall hear the case and make arecommendation to the graduate dean. The graduatedean shall review the process and recommendation toensure that University policies and procedures werefollowed and make a final determination about thedismissal or suspension of the student. The action of thegraduate dean is final.If the student does not appeal, the recommendationstands and the dismissal or suspension is implementedimmediately and recorded on the student’s official record.If the final disposition of the case results insuspension or dismissal from the program, and thestudent applies for admission to another graduateprogram at ENMU, the facts and records may be reviewedby the graduate faculty in considering admission into theother program.Graduate Student Academic Appeals CommitteeThe Graduate Student Academic Appeals Committeehears appeals by students who are accused ofunprofessional behavior or academic dishonesty, aswell as graduate assistants accused of inadequateperformance. The Committee has no jurisdiction overmatters of faculty grading or matters of student behaviorcovered by other University and Student Governmentpolicies and procedures.At the beginning of each academic year, a standingGraduate Student Academic Appeals Committee isappointed. The Committee shall consist of threemembers of the graduate faculty and two graduatestudents. The Associated Student Government shallappoint one graduate faculty member, one graduatestudent, and one alternate for each position. TheGraduate Council shall appoint one graduate facultymember, one graduate student and one alternate for eachposition. The graduate dean shall appoint one graduatefaculty member and one alternate. The committee shallelect a chairperson from among its graduate facultymembership with all members voting. In the event amember cannot be present, or there is a possible conflictof interest, the graduate dean at his or her discretionshall appoint an alternate.The graduate dean will convene the committee withinfive University working days following receipt of theappeal if the appeal is timely. If the University is at theend of a semester or not in academic session (fall, springor summer session), the committee will be convenedwithin five University working days of the first day of thenext semester following the date of receipt of the appeal.The committee shall review the written appeal and therecommendation of the graduate faculty and hear theappeal of the student and the graduate faculty filingthe complaint. The committee can call other persons totestify as necessary. The appealing student may appearwith a personally chosen representative. A record will bekept of the proceedings and forwarded to the graduatedean with the recommendation of the committee. Thegraduate dean will then determine final disposition ofthe appeal.

Program Academic Regulations and Procedures 2020-22 GRADUATE CATALOG7Program AdmissionAdmission StandardsApplicants seeking admission into graduate schoolmust hold a minimum of a bachelor’s degree froma regionally accredited college or university or aninstitution accredited by an agency recognized by theCouncil for Higher Education Accreditation (C.H.E.A.). Ifthe application and admission process occurs prior tothe completion of the applicant’s undergraduate degree,admission is granted pending completion of that degree.Admission will be either deferred or revoked, at theprogram’s discretion, if the undergraduate degree is notcompleted prior to the semester of admission.Admission ProceduresAll applicants, whether degree-seeking, leveling, ornon-degree seeking, must submit an application to thegraduate school. Application to the Graduate Schoolincludes submission of the online form and of officialtranscripts as described below. Individuals who areseeking a master’s degree or graduate certificate mustsubmit additional materials specified by the desiredprogram of study.In order to receive full consideration for admissionto the Graduate School, students are encouraged tostudy the admission policies and procedures and supplyeverything required for the application in a timelymanner. The submission of a complete application notonly expedites the admission process, it helps placethe student properly and ensures that graduate studywill begin without delay. Misrepresentation on theapplication or during the admission process is groundsfor denial of admission and/or future enrollment.Discovery of failure to reveal a previous suspensionor dismissal may result in immediate and permanentdismissal from the Graduate School.1. Application — All persons (including graduatesof Eastern New Mexico University) seekingadmission to the Graduate School arerequired to submit a formal application foradmission. Applications are available online atenmu.edu/admission/how-to-apply.2. Application Materials — All applicants, exceptthose applicants seeking to be admitted asVisiting Scholars or for Post-Graduate ProfessionalDevelopment (see non-degree classificationssection of the catalog) must request an officialtranscript from each institution previouslyattended, to be forwarded directly to theGraduate School. Electronic transcripts will beaccepted if sent directly from the institution toGraduate.School@enmu.edu. Transcripts in astudent’s possession will not be accepted unlessthey can be verified by the Graduate School asbeing official. Tho
