1. Introduction1.1 District Information:The District consists of two colleges, Woodland Community College and Yuba College, with campuses locatedat six different locations: Yuba College in Marysville, CA; Sutter County Center in Yuba, CA; Beale EducationCenter, Beale AFB, CA; Woodland Community College in Woodland, CA; Colusa County Center in Williams,CA; and Lake County Campus in Clearlake, CA.1.2 Yuba Community College DistrictThe Yuba Community College District (YCCD) was founded in 1927 and spans eight counties (Yuba, Sutter,Colusa, Yolo, Lake, Butte, Glenn and Placer) and nearly 4,200 square miles of territory in rural, north-centralCalifornia. It has colleges in Marysville and Woodland, an educational center in Clearlake, an educationalcenter in Williams, an educational center in Yuba City, and outreach operations at Beale Air Force Base.1.3 Purpose of RequestThe Yuba Community College District intends to utilize Proposition 39 funding to replace interior lightingfixtures with new LED fixtures in each building noted. The District intends to award a contract or contractsunder California Government Code Sections 4217.10-18 and this RFP is the means by which it will selectQualified Firms at these locations:1. 1.4 QualificationsThe District may award a contract to the Vendor that, in its sole opinion, is the most capable of providing therange of services described in the RFP, and in the long-term best interest of the District.To be considered for this project the Vendor must demonstrate knowledge and experience in similar servicecontracts, capacity to provide needed services, with the following qualifications:1. All contractors/vendors are requested to complete California Uniform Public Construction CostAccounting Act (CUPCCAA) online forms. Visit yccd.edu click on purchasing, click al-services/purchasing/cupccaa/2. Vendor number of years in business. Preference: At least 3 years in business providing currentservices.3. Public projects require prevailing wage. Contractor and Subs must be registered with Department ofIndustrial Relations prior to working for the District. i. No contractor or subcontractor may be listed on a bid proposal for a public works project(submitted on or after March 1, 2015) unless registered with the Department of IndustrialRelations pursuant to Labor Code section 1725.5 [with limited exceptions from thisrequirement for bid purposes only under Labor Code section 1771.1(a)].4. Contractor / Qualified Firm will submit a Yuba College Agreement for Service Form, W-9, and Proofof Liability Insurance Policy that designates Yuba Community College District as the SecondaryInsured, per the Contractor Agreement for Services, Exhibit H.5. Submit proof of current State Contractors License.6. Be in good legal standing with no outstanding judgments or liens owed to workers or to the State ofCalifornia.7. Not be debarred from doing public works by the United States Department of Labor or any statethat has public works debarment law.8. Have required credentials and qualifications to successfully and proficiently complete in a timelyfashion, all stated scope of work in alignment with all applying State of California building codes,regulations and ordinances.The District reserves the right to investigate the qualification of all Vendors under consideration and to confirmany part of the information furnished, or to require other evidence of managerial, financial, or technicalcapabilities that are considered necessary for the successful performance of the scope of work as described inthis RFP.

1.5 Applicable CodesAll work is to be performed according to the building codes, ordinances and laws of the Authority havingjurisdiction on the project. When the requirements of the building codes, ordinances and laws conflict with anyother part of the building codes, ordinances and laws, the most restrictive requirement shall prevail.a. TheDistrict requires a copy of all hazardous waste manifests associated with project work.

2. Project Summary:The Yuba Community College District intends to utilize Proposition 39 funding to replace interior lightingfixtures with new LED fixtures in each building noted. The District intends to award a contract under CaliforniaGovernment Code Sections 4217.10-18 and this RFP is the means by which it will select a Design-Builder. TheDistrict seeks respondents that can provide EPC (engineering, procurement, and construction) services to fieldsurvey existing fixtures and systems, design/specify LED fixtures, procure new LED fixtures, remove existinglight fixtures, install new LED fixtures, commission new light fixtures and integrate with existing lighting controlsand energy management systems. The District will evaluate proposed systems/fixtures and determine the mostbeneficial, “BEST VALUE” option. The District will generate a “Total Cost of Ownership” model that considersfirst capital costs, energy savings over the life of the fixtures, warranty periods and extended warranty options,and the capability of the firms to deliver and integrate high quality solutions with least impact to students andstaff. Although first costs are very important and scored higher as part of the evaluation criteria, it is possible,after evaluating the proposals regarding “Best Value” and “Total Cost of Ownership”, rebates and incentives,that the apparent low-bidder may not be awarded the projects.Each building is being evaluated as an independent project. It is possible that one project (building) will beawarded to one contractor and another project (building) will be awarded to another contractor.The District intends to use California Green Energy Job Act funding, commonly referred to as Proposition 39for the majority portion of this project.YCCD Year 5 Remaining Allocation: 120,000Important Clarifications Note: The spreadsheet entitled,”YCCD-Yuba College-Bld 1200, Gym and Misc ExtLED Prop 39” will be awarded with the remaining year 5 allocation. The District has submitted the otherreferenced spreadsheets for the projects listed to also request a one-time supplemental funding allocation toallow the awarding of the other spreadsheets/projects in this RFP. If the District is not allocated any additionalproject funding, the stated funding above will be used to award the one project noted. The District expectsnotification of whether supplemental funding will be awarded by August 1, 2018. Projects funded by thesupplemental funding will have a different project schedule, to be determined after the allocation and award ofthe project. It is understood that present rebates and incentives now offered by PG & E can and will likelychange over time. Please list all current rebates and incentives that would apply at the time of the bid duedate.The goals of this project are to provide safe, low maintenance and highly efficient lighting systems to theDistrict.The District has identified the following factors as critical to the success of this Project: Respondent’s’ proven ability to apply their experience and technical expertise to complete this project inan efficient and skilled manner, in full compliance with Districts requirements as well as the codes andstandards set forth by local, regional, state (i.e.: Division of State Architects) and industry groupswherever applicable ;Respondent’s use of quality components that will ensure safe, low maintenance and energy efficientsystem performance.The proper minimization of lifecycle system costs while maximizing return on investment over the life ofthe project.Other factors include project approach, technicians credentials and team, technical support, training,capacity to perform, references on “like” projects, experience completing projects in higher educationmaking accommodations for students and staff, commissioning support, lighting controls knowledgeand abilities, fixtures referenced on the PG&E qualified equipment lists and associated rebates and

incentives, calculated SIR (simple investment return), proposal team interview, quality control, safetyprograms, and commitment to the projects schedule.Detailed project schedule that will also allow some flexibility in it’s delivery such that academicinstructional and staff use of space will be accommodated yet still result in a proficient completion of theprojects. Flexibility to work evenings, College holidays, weekends, and during periods when the spacesare not scheduled for classes is encouraged. In most cases, the spaces will not be used continuouslyfrom 7am to 11pm at night. There will be “pockets of time, especially either early or late in the daywhen spaces will not be used. The District will provide the successful contractor with a schedule of theassigned space uses. For the purposes of these projects, bid all work on straight time without the useof overtime. Describe whether the contractor can accommodate a checkerboard type “hit and miss”space assignment scheduling of the College to allow a random type moving around through thebuildings replacing fixtures.The preferred windows of opportunity to complete work will be:May 28 through August 3rd on most days, or when the campus is closed, or on holidays, or when thereare no classes and an open campus, or when there are professional development days for faculty.It is strongly preferred that all work be completed by June 30, 2018 but at the latest, August 3rd, 2018.Supplemental funded projects will have a different, yet to be determined schedule.This is a prevailing wage project.All work shall be bid as “straight time” without overtime.Please refer to the following academic calendar for more details.

2.2SCOPE OF SERVICESThe District intends to hire a Design-Build Entity to upgrade, through either retrofit and/or replacement,existing exterior light fixtures with more energy efficient LED technology fixtures. For the purposes of thisRFP, the term “replacement” refers to upgrading the entire fixture head, whereas the term “retrofit” refers toinfrastructural improvements including but not limited to the installation of a pole, arm, and other hardwarenecessary to support the new fixture.
