Section 1: Instructions to Offerors1. Introduction: The USAID Global Health Supply Chain Program-Procurement and SupplyManagement (GHSC-PSM) project, implemented by Chemonics International in Liberia, has as aprimary purpose ensuring the uninterrupted supply of health commodities under USG-fundedpublic health initiatives. The project provides direct procurement and supply chain managementsupport to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s MalariaInitiative (PMI), and Population and Reproductive Health. In Liberia, GHSC-PSM works closelywith the Ministry of Health (MOH) at the central, county, and local level; and the Central MedicalStores (CMS) to facilitate the distribution of commodities unto the last mile at the healthfacilities and points of distribution to the patient. Distributions are cyclical in nature, withapproximately four rounds of delivery taking place per year to all 15 counties. As part of projectactivities, the GHSC-PSM requires the purchase of third-party logistics (3PL) services to overseethe safe and timely delivery of the commodities. The purpose of this RFP is to solicit quotationsfor these services.Chemonics seeks a best-in-class service provider with a strong background in transportation ofhigh value health commodities and the capacity to achieve industry standard performanceindicators for shipping and order accuracy.The purpose of this RFP is to solicit quotations from eligible suppliers for as-needed, ad hocdistribution orders. As a result of this RFP, the GHSC-PSM project in Liberia anticipates issuing aFixed Unit Price (FUP) Agreement or possibly multiple FUP Agreements—to establish specificpricing levels and parameters for ordering these commodities/services. This will allow the GHSCPSM project in Liberia to issue specific orders, on an as-needed basis and within a distributionceiling, for the procurement of these services over the next 12 months. The Supplier shallfurnish the supplies/services described in any purchase orders issued by Chemonics under thisAgreement. Chemonics is only obligated to pay for supplies/services ordered through ordersissued under this Agreement and delivered by the 3PL in accordance with the terms/conditionsof the Agreement.Offerors are responsible for ensuring that their offers are received by Chemonics in accordancewith the instructions, terms, and conditions described in this RFP. Failure to adhere withinstructions described in this RFP may lead to disqualification of an offer from consideration.2. Offer Deadline and Protocol: Offers must be received no later than 6pm local Monrovia time onFebruary 13, 2020 by email to PSMLiberiaRFQ@ghsc-psm.org. No hard copy submissions will beaccepted.Please reference the RFP number in any response to this RFP. Offers received after the specifiedtime and date will be considered late and will be considered only at the discretion of Chemonics.3. Questions: Questions regarding the technical or administrative requirements of this RFP may besubmitted no later than 9am local Monrovia time on February 6, 2020 by emailPSMLiberiaRFQ@ghsc-psm.org. Questions must be submitted in writing; phone calls will not beaccepted. Questions and requests for clarification—and the responses thereto—that Chemonicsbelieves may be of interest to other offerors will be circulated to all RFP recipients who haveindicated an interest in bidding.Only the written answers issued by Chemonics will be considered official and carry weight in theRFP process and subsequent evaluation. Chemonics or any other entity should not be considered as an official response to any questionsregarding this RFP.4. Scope of Work: Section 3 contains the Scope of Work for the required services.5. Quotations: Quotations in response to this RFP must be priced on a fixed-price, all-inclusivebasis, including delivery and all other costs. Pricing must be presented in US dollars and shouldbe done against the categories of distribution (see Section 3 for details) and tonnage transportedper truck. Offerors are requested to provide quotations utilizing the Distribution SummaryCosting Sheet (Annex A). This sheet should be submitted both in soft copy via email and printed,with an official signature and/or stamp. Offers must remain valid for not less than forty-five (45)calendar days after the offer deadline.In addition, offerors responding to this RFP are requested to submit the following: Organizations responding to this RFP are requested to submit a copy of their officialregistration or business license; Required Certifications (see Annex F for template) Information for at least three (3) references of past or present clients indicating therelevant services carried out in the last three (3) years that best illustratecompany/individual’s qualifications and past performance (see Annex B) Offerors must provide proof of fleet ownership. Offerors will be required to use theirown fleet to transport commodities for Chemonics. Offerors may not use third-partyfleet or vehicles to transport Chemonics commodities. The offeror must submit one (1)copy of the title and registration for each vehicle that it owns, and (2) photograph of thevehicle. The title and registration must be valid, and clearly demonstrate that theofferor is the sole owner of the vehicles to be used for transporting Chemonicscommodities. Proof insurance policy documents in line with the requirement in Section 3, scope ofwork. If the provider does not currently have such coverage, proof of the currentinsurance coverage must be provided along with confirmation its ability to fulfill therequirements. No purchase order will be issued unless sufficient proof of insurance isprovided in line with any agreement that may result from this competition (see Section 3for more details); A technical proposal outlining and providing support to documentation in the followingareas:o Company profile or 2-3 pages introduction to company’s areas of expertise andpractice, and description of the team and main clients;o Current key high-level staff and concise resume of staff with proven competencylevel to manage similar program transportation and distribution services forinternational donor funded health programs in Liberia. (Maximum of oneparagraph for each staff if including narrative);o One pager on hiring practices for drivers, including detailing practices forbackground checks, position requirements, and trainings/certifications provideand required;o Information about types of trucks to be used for this distribution, (volume,enclosure, whether they are owned or rented);o Relevant/similar experience distributing pharmaceuticals in Liberia;o Type of GPS tracking device that will be used during the operation, and adescription of any reports that will be provided to Chemonics;o Type of security provided during distribution of commodities;RFP No. PSML-20260Page 3 of 36GlobalQMS ID: 10844.1, 5 June 2019

ooMethod and experience in the collection of proof of deliveries (high preferencefor companies that utilize an electronic system);Standard operating procedures for vehicle maintenance, security incidentmanagement, roadside assistance in case of truck breakdown, and truckrecovery plan;The price quotation be submitted separately from above documents. All other parts of thisquotation must not make reference to pricing data in order that the technical evaluation may bemade strictly on the basis of technical merit.6. Delivery: As part of its response to this RFP, each offeror is expected to provide an estimate (incalendar days) of the delivery timeframe (after receipt of order). The delivery estimatepresented in an offer in response to this RFP must be upheld in the performance of any resultingcontract. Preference will be given to providers who will be able to provide suitable serviceswithin a short time frame (ideally no more than 24-48 hours from notice).7. Source/Nationality/Manufacture: All services offered in response to this RFP or supplied underany resulting award must meet USAID Geographic Code 935 in accordance with the UnitedStates Code of Federal Regulations (CFR), 22 CFR §228. The cooperating country for this RFP isLiberia.Offerors may not offer or supply services or any commodities that are manufactured orassembled in, shipped from, transported through, or otherwise involving any of the followingcountries: Cuba, Iran, North Korea, Syria.8. Taxes and VAT: The agreement under which this procurement is financed does not permit thefinancing of any taxes, VAT, tariffs, duties, or other levies imposed by any laws in effect in theCooperating Country. No such Cooperating Country taxes, VAT, charges, tariffs, duties or levieswill be paid under an order resulting from this RFP.9. DUNS Number: Companies or organizations, whether for-profit or non-profit, shall be requestedto provide a Data Universal Numbering System (DUNS) number if selected to receive an award inresponse to this RFP valued greater than or equal to USD 30,000 (or equivalent in othercurrency). If the Offeror does not have a DUNS number and is unable to obtain one before thesubmission deadline, Offeror shall include a statement noting their intention to register for aDUNS number should it be selected as the successful offeror or explaining why registration for aDUNS number is not possible. Eligibility: By submitting an offer in response to this RFP, the offeror certifies that it and itsprincipal officers are not debarred, suspended, or otherwise considered ineligible for an awardby the U.S. Government. Chemonics will not award a contract to any firm that is debarred,suspended, or considered to be ineligible by the U.S. Government.11. Evaluation and Award: The award will be made to a responsible offeror whose offer follows theRFP instructions, meets the eligibility requirements, and is determined via a trade-off analysis tobe the best value based on application of the following evaluation criteria. Corporate Capabilities – 15points: Does the company have experience relevant to theproject Scope of Work? Do the SOPs provided demonstrate capacity to execute the workat hand?Ownership of assets – 20 points: Does the company owns its asset? What is the size ofthe fleet, and the ability of the Offeror to provide suitable vehicles to fulfill the scope ofwork?Personnel Qualifications – 10 points: Do the proposed team members have necessaryexperience and capabilities to carry out the Scope of Work? Does the companydemonstrate ability to employ drivers who mee the qualifications?Past Performance – 15 points: Offerors must include 3 past performance references ofsimilar work (under contracts or subcontracts) previously implemented as well ascontact information for the companies for which such work was completed. Contactinformation must include at a minimum: name of point of contact who can speak to theofferor’s performance, name and address of the company for which the work wasperformed, and email and phone number of the point of contact. (See Annex B)Points will not be awarded for cost which will be primarily evaluated for realism and reasonableness.For overall evaluation purposes of this RFP, technical evaluation factors other than cost, whencombined, are considered significantly less important than cost factors. If technical scores aredetermined to be equal or nearly equal, cost will become the determining factor.Please note that if there are significant deficiencies regarding responsiveness to the requirements ofthis RFP, an offer may be deemed “non-responsive” and thereby disqualified from consideration.Chemonics reserves the right to waive immaterial deficiencies at its discretion.Best-offer quotations are requested. It is anticipated that award will be made solely on the basis ofthese original quotations. However, Chemonics reserves the right to conduct any of the following: Chemonics may conduct negotiations with and/or request clarifications from any offerorprior to award.While preference will be given to offerors who can address the full technicalrequirements of this RFP, Chemonics may issue a partial award or split the award amongvarious Vendors, if in the best interest of the GHSC-PSM project in Liberia.Chemonics may cancel this RFP at any time.Chemonics may reject any and all offers, if such action is considered to be in the bestinterest of Chemonics.Chemonics may award multiple Offerors.Please note that in submitting a response to this RFP, the offeror understands that USAID is not aparty to this solicitation and the offeror agrees that any protest hereunder must be presented—inwriting with full explanations—to the GHSC-PSM project in Liberia for consideration, as USAID willnot consider protests regarding procurements carried out by implementing partners. Chemonics, atits sole discretion, will make a final decision on the protest for this procurement.Terms and Conditions: This is a Request for Quotations only. This solicitation is subject to Chemonics’ standard terms and conditions. Any resultant awardwill be governed by these terms and conditions; a copy of the full terms and conditions isavailable upon request. Please note the following terms and conditions will apply:(a) Chemonics’ standard payment terms are net 30 days after receipt and acceptance of anycommodities or deliverables, including the provision of fully signed and sealed PODs.Payment for purchase orders issued under any FUP Agreement resulting from this RFP willonly be issued to the entity submitting the offer in response to this RFP and identified in thecorresponding FUP award; payment will not be issued to a third party.(b) Any award resulting from this RFP will be in the form of a Fixed Price Unit Agreement (FUP).The GHSC-PSM project in Liberia anticipates issuing a FUP (or multiple FUPs) under whichspecific purchase orders can be issued—on an as-needed basis—at the pricing levelsestablished in the FUP. When the need arises for the commodities/services described in theFUP, the GHSC-PSM project in Liberia Project will issue a purchase order to the FUPAgreement -holder. If there are multiple FUP Agreement -holders as a result of this RFP, thepurchase order will be issued to the FUP Agreement -holder that presents the best value forthat specific order, based on price and delivery time. Any FUP Agreement issued as a resultof this RFP will have a minimum duration of at least GHSC-PSM project in Liberia months.The Supplier shall furnish the supplies/services described in any purchase orders issued bythe GHSC-PSM project in Liberia under the FUP Agreement. The GHSC-PSM project in Liberiais only obligated to pay for supplies/services to the extent purchase orders are issued underany FUP Agreement resulting from this RFP.(c) No commodities or services may be supplied that are manufactured or assembled in,shipped from, transported through, or otherwise involving any of the following countries:Cuba, Iran, North Korea, Syria.(d) United States law prohibits transactions with, and the provision of resources and support to,individuals and organizations associated with terrorism. The supplier under any awardresulting from this RFP must ensure compliance with these laws.(e) The title to any goods supplied under any award resulting from this RFP shall pass toChemonics following delivery and acceptance of the goods by Chemonics.
