STUDENT RIGHTS & RESPONSIBILITIESEvery student has the right to conditionsfavorable to learning. Students have the right topursue an education free from discriminationbased on race, color, national origin, sex,disability, age, religion, sexual orientation,gender identity or expression, geneticinformation, alienage, or veteran, parental,family and marital status or for any otherreason. Students in the District enjoy freedomof speech, expression and association; the rightto privacy; the right of freedom fromharassment; the right to due process in judicialmatters; and the right to appeal judgments andpenalties for alleged misconduct.Students have the responsibility to conductthemselves, both individually and in groups, in amanner which ensures an atmosphereconducive to teaching, studying, and learning.Students are expected to uphold academic andpersonal integrity, to respect the rights ofothers, to refrain from disruptive, threatening,intimidating, or harassing behavior, or behaviorthat is harmful to themselves, other persons, orproperty. Students have a responsibility toabide by the standards, policies, regulations,and the Student Code of Conduct of OKCPS.SAFETY FOR STUDENTSSAFETY GUIDELINESSafety awareness and the prevention ofaccidents are important goals of each school. afew tips to help keep students safe: Secondary - 35 minutes before the firstschool bell.Walk on sidewalks. If there is no sidewalk,walk on the left side of the road facingoncoming traffic.Cross only at intersections where crossingguards, stop signs, or traffic signals arepresent.Do not approach or enter strangeautomobiles. Invitations to do so should bereported immediately at home and atschool.Be considerate of smaller children.Remain on the school grounds while schoolis in session.Do not attempt to run or walk across busystreets and highways.oSTUDENTS CROSSING GUARDSThey are stationed at hazardous intersections asassigned by the Oklahoma City Traffic ControlDivision and the Oklahoma City PoliceDepartment. Crossing guards are normally onduty 30 minutes before and after school.Parents are asked to stress the importance ofcooperating with the school safety crossingguards. Call 297-1142 for more information.EMERGENCY CAREPlease partner with us to be certain the schoolis able to contact parents whenever studentsbecome ill or suffer an accident. Contact theschool office any time phone numbers change.The school should have at least four numbers ofpersons to contact in case of emergencies.While the nurse or designated person willprovide immediate first aid, the next step is tocontact the parent. EMSA or other emergencymedical services may be called if immediatemedical attention is needed. EMERGENCY DRILLSEach school site will practice emergency drillsregularly including Fire Evacuation Drills,Inclement Weather Drills, and several types ofSecurity Drills, including armed intruder andlockdown. OKCPS exceeds the number ofpractice drills required by federal and statestandards.EMERGENCY RESPONSE & CRISISMANAGEMENTThe district works with the Office of EmergencyManagement to develop each school’sEmergency Operations Plan. In case of the needto evacuate a school campus, your student willbe taken to an alternate location. Listen forphone call messages for information and parentinstructions.PHYSICAL CONTACTIn certain situations, school employees maymake necessary body contact with students inincidences such as: administering first aid,breaking up fights, protecting themselves fromphysical attacks, addressing emergencies,developing physical skills through coaching,employing passive restraint to behaviorallydisruptive students to protect them and othersfrom harm, and other actions deemednecessary to gain control of a situation.REPORTING SAFETY CONCERNS & THREATSThe Threat Assessment, Incident Managementand Prevention Services (TIPS) reporting systemallows for reports to be made by students,parents, teachers, neighbors and anyoneconcerned about the safety of our local schools.Reports can be made confidentially, andanonymously, any time you know of activitythreatening you, another student, or yourschool by calling 587-STOP - TIPS Hotline orcompleting an online form from www.okcps.orgFamilies tab. School and district personnel arenotified immediately when your incident issubmitted and your case will be investigatedand appropriate action taken.Examples of threats that could be reportedthrough TIPS include instances of Assault,Bullying, Bus Incident, Cyber-bullying,Drugs/Alcohol, Parent Complaint, Possession ofWeapons, School Vandalism, Self Harm orSuicidal Ideation, Student Assistance Referral,Suspected Abuse/Safety Concern, SuspensionAppeal, Threats of Violence and Truancy.BICYCLE RULESStudents in grades 3-12 may ride bicycles to andfrom school but may not ride bikes on theschool campus. When students arrive at school,they walk bicycles to the designated parkingarea and lock the bicycles to prevent theft.Bicycles remain parked until school is dismissedfor the day and students walk bicycles are offschool grounds. Bicycle safety includesfollowing traffic laws and maintaining bicycleequipment. The school and district are notresponsible for replacement of lost, stolen, ordamaged bicycles.BULLYING, HARASSMENT, & DISCRIMINATIONDistrict policy prohibits and does not toleratebullying, harassment, or discrimination basedon race, color, national origin, sex, disability,age, religion, sexual orientation, geneticinformation, alienage, veteran, parental, familyand marital status or for any other reason.Bullying fosters a climate of fear and disrespectthat can seriously impair the physical andpsychological health of its victims and createconditions that negatively affect learning,thereby undermining the ability of students to11 2017-2018 Oklahoma City Public Schools Student Parent Handbook

achieve their full potential. Behaviors that placeanother student or group of students in fear ofharm, or insult or demean any student or groupof students will not be permitted. Bullyingbehaviors are prohibited on school premises, atschool-sponsored or related activities, events orfunctions, or anywhere that students are underthe supervision of school personnel.Bullying is not considered normal conflict.Normal conflict occurs between students withequal power. Normal conflict happensoccasionally, may be accidental, is not serious,results in an equal emotional reaction,student(s) are not seeking power or attention,student(s) are not trying to get something,student(s) usually show remorse and takeresponsibility, and student(s) make an effort tosolve their conflict. Bullying is defined asintentional, repeated hurtful acts, where animbalance of power is present. The perpetratormay be attempting to gain power, materialthings, or gain popularity. Bullying may include,but is not limited to words or other behavior,such as name calling, threatening and/orshunning, starting rumors, and may becommitted by one or more children againstanother. Bullying may be physical, verbal,emotional, social, sexual, or by electroniccommunication. Physical bullying includes, but is notlimited to, punching, poking, strangling,hair pulling, beating, biting andexcessive tickling.Verbal bullying includes, but is notlimited to, hurtful name calling, teasingand gossiping.Emotional bullying includes, but is notlimited to, rejecting, terrorizing,extorting, defaming, humiliating, blackmailing, rating/ranking of personalcharacteristics such as race, disability,ethnicity, manipulating friendships,isolating, ostracizing and peer pressure.Social bullying includes harm toanother’s group acceptance, includingbut not limited to, harm resulting fromintentional gossiping about anotherstudent or intentionally spreadingnegative rumors about another studentthat result in the victim being excludedfrom a school activity or student group.Cyberbullying includes, but is notlimited to, any written, verbal orpictorial information by means of anelectronic device such as a telephone, acell telephone or wirelesstelecommunication device or computer.Electronic communications include, butmay not be limited to, communicationsmade through social media, email, orother online forums.Sexual bullying includes any unwelcomesexual advances, but is not limited to,sexual exhibitionism (attractingattention to yourself), voyeurism(seeing, talking, or writing aboutintimacy considered to be private),sexual propositioning, sexualharassment, physical contact, andsexual assault.
