AO Briefing for “COBRA Central”AIRAC 2203 effective 24-03-2022Objectives and Benefits of the COBRA Central projectThe project “COBRA Central“ reviewed the interface between Karlsruhe UAC and Maastricht UAC inorder to identify improvements for traffic flows, vertical profiles and ATC procedures by changingATC sector boundaries, waypoints and routes. This review considered the evolution of traffic flowsduring the last years, especially after the implementation of H24 Free Route Airspace in the upperairspace of Germany, Belgium, Luxembourg and The Netherlands and is closely coordinated with theATC units serving the lower airspace.“COBRA Central” concerns the common boundary between the Karlsruhe UAC Nattenheim,Frankfurt, Fulda, Saale sectors and the Maastricht UAC Ruhr, Muenster, Solling sectors. It is thesecond deployment in context of the COBRA project following the first step “COBRA West” whichwas implemented on AIRAC 7th October 2021.Benefits are achieved by reducing ATC coordination and workload but also by improving routingsand vertical profiles in one of the busiest airspace in Europe, surrounded by military training areas.Benefits are mainly achieved due to the realignment of ATC sector boundaries and the redistributionof ATS delegated airspace as follows: Modified interface between Karlsruhe UAC Frankfurt and Maastricht UAC Solling sectorsimproving the vertical profiles for departures from EDDF. These flights benefit fromoptimised sector sequence allowing more efficient climb profiles. At the same time, the newinterface also reduces ATC workload. Modified interface between Karlsruhe UAC Fulda / Saale and Maastricht UAC Solling sectorsimproving the capacity of the Fulda sector due to redistribution of traffic flows. The mainwestbound flow from Czech Republic toward The Netherlands or The United Kingdom (i.e.VARIK – KEMAD) is now directly managed by the Saale and Solling sectors; thus excludingthe Fulda sector. Modified interface between Karlsruhe UAC Frankfurt and Maastricht UAC Ruhr / Muenstersectors improving southwest / northeast flows along approximate line SUBIX – NVO and alsoimproving the vertical profiles for flights departing from aerodromes within the Duesseldorfarea due to redistribution of ATS delegated airspace.3

It is mainlyused by: Southeast bound flights coming from London UIR or from Dutch aerodromes (via NAPROZ739 MISGO) and generally proceeding towards the southwest of Germany, Switzerland,Italy or beyond. Southeast bound traffic proceeding into a more easterly directiontowards the southeast of Germany, Czech Republic, Austria and beyond may use FRApoint TIVUN (ex PODIP / GMH) as described in the next chapter. Southwest bound flights using the updated RAD Appendix 4 segment ASBON DCT ELVET. During nights, ASBON can also be used by northwest bound flights towards London UIR.COL is retained for other purposes in ATS-Routes (e.g. T911). It is however no longer used as FRApoint between DFS FRA Cell EDUU West and MUAC FRA.
