(Langan) has prepared this traffic statementfor a proposed delivery station that will occupy an approved warehouse along Center SquareRoad and Progress Court in Logan Township, Gloucester County, New Jersey. Specifically, weperformed the following tasks: Reviewed the development proposal,Calculated site trip generation,Qualitatively assessed traffic impact, andReviewed the site plan.We have concluded that the proposed delivery station will not have a significant traffic impact ascompared to the conclusions summarized in the Traffic Impact Study, dated November 27, 2017,prepared by Horner & Canter Associates for the approved warehouse. There will be a reductionin site generated trips during the weekday morning peak hour and a minor increase in sitegenerated trips during the weekday evening peak hour. Moreover, the proposed site design willprovide adequate access, circulation, and parking.DEVELOPMENT PROPOSALThe project site is identified on the Logan Township tax map as Block 3001, Lot 15.06. This siteis bounded by Center Square Road to the east and Progress Court to the south. There are severalother existing industrial uses in the surrounding area.The site is currently occupied by an approved warehouse building totaling 369,000 square feet(sf), with associated parking facilities. The site is accessed via three full-access driveways, oneon Center Square Road and two on Progress Court. The development proposal consists ofmodifying the existing site features to accommodate a delivery station.The proposed delivery station will maintain the footprint of the approved warehouse. Access tothe site will continue to be provided via the three full-access driveways and the site layout hasbeen designed to provide efficient circulation for the anticipated design vehicles (passenger cars,delivery vans, trucks, and emergency vehicles). The site will provide a total of 360 passenger carparking spaces, 354 van parking spaces, 13 trailer parking spaces, and 12 trailer loading spaces.

The delivery station operation will consist of receiving anominal amount of tractor trailers overnight filled with packages. Those tractor trailers will beemptied and the packages will be sorted by night shift employees. In the late morning, deliveryvan drivers will drive to the site (DJE3). They will then get into a small delivery van, access theloading area and load their van with packages. Once a driver is finished loading their van, theywill use the easternmost driveway along Progress Court to exit the site and make their deliveriesover the course of the day. The van drivers will return to the site in the late evening. They willthen get into their personal vehicles and drive home. During the late afternoon/early evening,after all of the van drivers have left the site, drivers with passenger cars (also called flex drivers)will enter the site, drive to the van loading area, load their cars with packages, and then exit thesite to make their deliveries.We expect the delivery station trip generation will occur approximately as shown on the attachedtrip projections. We estimate that the site will generateapproximately 4 trips (2 enter, 2 exit) during the weekday morning peak hour and 243 trips (143enter, 100 exit) during the weekday evening peak hour.

The increase in trips during the evening peak hour will not result in an additional 100or more peak hour trips at any one intersection. Therefore, it is not deemed a significant increaseas defined by the New Jersey Department of Transportation.In addition, there will be significantly fewer trucks during the weekday morning peak hour (30less), weekday evening peak hour (28 less). The site will also generate significantly fewer trucksthroughout the day compared to the approved warehouse.We expect the traffic that will be generated by the proposed delivery station, with significantlyfewer trucks, will not cause a discernable difference to area traffic operations as compared tothe area traffic operations anticipated for the approved warehouse.SITE PLAN REVIEWWe have reviewed the site plan for the proposed delivery station. In particular, we focused onaccess, circulation and parking supply, which the following items address: The site plan shows access to the site via Center Square Road and Progress Court, whichwill provide convenient access and efficient circulation for the delivery station. Theprovision of multiple driveways will facilitate site access and traffic operations at eachaccess. The passenger car parking areas provide 9 feet wide and 18 feet long perpendicularparking spaces served by a minimum 25 feet wide drive aisle. These parking spacedimensions are consistent with current parking design standards and meet therequirements based on the regulations. The delivery van parking areas provide 11 feet wide and 27 feet long perpendicular parkingspaces served by a minimum 30 feet wide drive aisle. These parking space dimensionsare designed for efficient circulation for the delivery vans through the site.

Theloading docks are served by a circulation aisle that is a minimum of 70 feet wide. Thesetruck court dimensions are consistent with current design standards. A total of 360 passenger car parking spaces, 354 van parking spaces, 13 trailer parkingspaces, and 12 trailer loading spaces are proposed to serve the delivery station.Accordingly, we anticipate that the parking supply will adequately accommodate the siteparking demands.Based on our review, we believe convenient access, efficient circulation, and adequate parkingwill be provided for the site.CONCLUSIONWe have concluded that the proposed delivery station will not have a significant traffic impact ascompared to the conclusions summarized in the Traffic Impact Study, dated November 27, 2017,prepared by Horner & Canter Associates for the approved warehouse.
