As members of the Parks Committee we tried for years to obtaingrants to develop linear parks, pedestrian pathways and bikeways in hopes of providing safe, off-roadaccess, a safe path to the school for our kids, as well as looking for ways of creating areas to connect ourcommunity. The 'David Brush pathway' that connects Tangent Drive to the school was one such effort, but afar cry from what could be possible.Aside from the school, city hall, the fire department and one church, there are no 'community centers’. Hwy99E will continue to split the east and west sides of Tangent until we strategically begin to design a plan tocreate a centralized core area for our community. The proposed plan appears to give us the first stepstowards that goal and certainly something well worth the city’s investment.If there is an opportunity to improve our community’s safety and access in our downtown core, I stronglyurge the Council to consider the following benefits:—provides safer connections for pedestrian and bicycle traffic—builds upon other sidewalk projects on the east side of Hwy99E, especially connections to the US PostOffice—provides much needed on-street parking—encourages more business development in the downtown core—provides a future design concept for continued development, street trees, parking, traffic control, lighting and acommunity plaza.Thank you for your time and attention.Sincerely,Joanne and Seaton McLennan

June 10, 2022Trina HendersonChair, Planning Commission, City of Tangent32214 Tangent DriveTangent, OR 97389Dear Mayor, Council Members, and other City Officials,I am writing to support the proposed Birdfoot Drive improvements presented to the Tangent CityCouncil, including on-street parking and an investment of 70,000 by the City of Tangent. Myname is Trina Henderson, and I have been a resident at 32214 Tangent Drive in Tangent,Oregon, for over 21 years. I choose an interest in volunteering with the community for manyreasons, but the overall goal is to improve our small community. I was especially profoundlysaddened when we had no one to continue with the Tangent Harvest Festival. This is one ofmany reasons I decided to get involved with the city.The proposal for Birdfoot Drive improvements is very much needed for our city as it will bringmore revenue into our local economy by providing more parking spaces for visitors to our townand making it safer for pedestrians and bikers who use this road frequently.As chair of the planning committee for the City of Tangent, I have had the pleasure ofcollaborating with Creed Eckert, City Planner, and our fantastic group of volunteers on theplanning commission: Randi Letson, Vice-Chair; Beth Timmons; Debra Brush; and GarryPullen. This team has worked well together for many years, helping plan the improvementsthroughout our city. Mr. Eckert has invaluable knowledge and experience in codes,infrastructures, analysis, resources, education, history, and so much more. We collectively haveworked hard on providing direction for safe connections for bicyclists and pedestrians, roadimprovements, and the consistency with our code. In addition, the team has spent countlessvolunteer hours working on these improvements for our community to enjoy.One of our recent discussions at the Planning Commission meeting centered around the OregonDowntown Development Plan that was prepared for the city on August 6-8, 2002. This report isavailable on the City of Tangent's website to reference. Page 10 of the report states, "Consistencyin downtown design is important as it unifies various elements into an integrated whole. Creatinga unified, cohesive downtown environment will be a key component of Tangent's downtownrevitalization efforts." As the community grows, it will be essential to ensure that proper streetlighting in a downtown setting will need to be pedestrian-scaled to increase safety andattractiveness in the downtown and reinforce the connections throughout the community throughvisual continuity.The plan also highlights the importance of improving streetscape safety, pedestrian circulationand making the area more attractive. We have an amazing opportunity to collaborate with localbusiness owners to accomplish this space and future improvement that will benefit our wholecommunity. The much-needed on-street parking would encourage more small businesses to

June 10, 2022Page 2come to our community. The potential for an EV charging station will be another bonus to ourcommunity. The charger will service two spaces with one charger. As announced in the proposal,IBEW has offered to pay for this cost, as well as any additional engineering necessary: i.e.adding a junction box at a new or existing power pole to future facilitate the EV charging. Wealso have received notice that the IBEW “brotherhood’s public service fund” would like tocontribute a 1,500 sponsorship for the rekindling of the Harvest Festival as well as othertangible contributions to the community in the future.Aside from the fire department and city hall, our town has no community centers. We need totake a step forward and invest in a community center where residents can gather to socialize andlearn new skills. UnfinishedBusiness 1Birdfoot Sidewalk Design Phase Discussion - Motion

6/3/22 City Planner, Creed Eckert, and City Engineer, Ryan Quiqley met with DrewLindsey with IBEW (International Brotherhood of Electrical Workers) 280. Drew is veryinterested in on-street parking on this stretch of Birdfoot Drive which abuts the IBEW'svacant property on the corner of Hwy 99E.They intend to develop this property, possibly as a community center, and he feels onstreet parking would enhance the neighborhood and benefit his property directly.IBEW WOULD LIKE TO MAKE A FINANCIAL CONTRIBUTION TO THIS PROJECT AND THESTREET LIGHTING PROJECT:Drew indicated that IBEW is very community service-minded, and that they would liketo contribute any additional funds necessary to 'plumb', or run conduit for, ElectricVehicle (EV) quick-charging stations in a few of the new on-street parking spaces. Onecharger can service 2 spaces. Conceivably, IBEW would pay for this cost, as well as anyadditional engineering necessary, and adding a junction box at a new or existing powerpole to further facilitate EV charging in the future.Drew also indicated the brotherhood may be willing to pay for installation of one of thenew street light utility poles being contemplated by the city, reducing the city's cost forthe project. He is familiar with the current poor lighting issue at this intersection, andactually mentioned this possibility before staff shared that the council has recently beenworking on a task order to address the problem.

6/3/22 Meeting with IBEW 280 re: Birdfoot Drive/Hwy 99E ImprovementsPage 2A new pole at the SE corner of the intersection is one option described by Ryan thatwould appear to provide the greatest benefit in terms of improving safety, thoughadditional lighting either on an existing or other new pole may very well also be neededin order to make a marked difference in safety. Drew indicated he would be OK with anew pole being located on IBEW property, if desired.Drew suggested he would like to investigate available grant programs which may beavailable, for the IBEW to apply for on the city's behalf, or to assist the city with, forinstallation of EV charging stations.He described that IBEW uses "Market Recovery Funds" to explore new markets such asrenewable energy and electric vehicles, and that he would like to use somewhere in therange of 20-30,000 of these funds to have a positive impact on this project. Since IBEWis fairly new to EV charging, it's a skills development opportunity as well as an area fortheir market expansion. Significantly, it is also in keeping with their policy of beingcommunity-minded and contributing neighbors.Drew is interested in removing some trees from the north side of their property andoffered to do so in the near term, possibly including 1 that may be in the city's right-ofway, if desired. Ryan indicated that 1 or more of these likely would need to go.RESOURCES:IBEW has an employee who specializes in renewable energy and Electric Vehicle (EV)charging.IBEW works in close cooperation with the Central Electrical Training Center just south ofBarenbrug, and Drew proposes to investigate potential grant programs in partnershipwith CETC.IBEW works with several local electrical contractors who can provide competitive bids toperform much or all of the work for new street lighting and EV charging infrastructure,likely at a reduced cost vs. the typical market. He had already spoken conceptually witha few contractors about the potential project as of our meeting last week, and was totalk with them in more detail between then and our next meeting, Friday, June 10th.ADDITIONAL POTENTIAL COMMUNITY CONTRIBUTIONS:The brotherhood's "Public Service Fund" is used to sponsor agencies and events inLebanon (the Boys' and Girls' Club) and Albany (River Rhythms), among other locations,usually in the amount of 1,500 per event. He would like to contribute a 1,500sponsorship for the Harvest Festival, for instance, should it be rekindled in the future(there is a small committee looking into this currently). Other community events mayalso be eligible for sponsorship at a similar level.
