I. SUMMARYThis Request for Proposal (“RFP”) is being issued by the Public School Teachers’ Pension and RetirementFund of Chicago (“CTPF” or the “Fund”) to solicit proposals from qualified Website Design Consultants(“Bidder” or “Consultant” or “Firm” or “Respondent”), for website services, including support,maintenance, building pages, and hosting. The Respondent chosen will be responsible for leading theprocess and executing all services related to hosting and supporting the website. The end result of theproject work in this RFP will be the support and maintenance of the public site, to be managed, updated,and expanded by in-house staff moving forward. All requirements in this document are subject tochange.If you are interested in the proposed engagement, we welcome proposals from qualified firms.Respondents must satisfy the qualifications and requirements outlined herein.II. BACKGROUNDEstablished by the Illinois General Assembly in 1895 as the Public School Teachers’ Pension andRetirement Fund of Chicago, CTPF administers a multi-employer defined benefit public employeeretirement fund. CTPF is administered in accordance with Illinois Compiled Statutes (ILCS) Chapter 40,Articles 1, 17, and 20.CTPF is governed by a Board of Trustees made up of twelve (12) members. The Board of Trusteesoversees the Fund’s benefit programs, approves all benefits, makes investment decisions, and providesgeneral operational oversight.For more information about the Fund, please visit www.ctpf.org.III. SCOPE OF WORKCTPF is seeking proposals from qualified vendors to host, support, and provide maintenance andupdates as needed/requested to our website, ctpf.org. A modern, accessible, mobile-friendly,searchable website that allows members and other interested parties to easily find relevant informationand stay connected with CTPF.Your proposal response should describe any services or options not included in the scope of thisengagement that your firm may offer in order to provide more complete and thorough services. Thefollowing information should be used to determine the scope of this project and provide applicablepricing for each requested deliverable.CTPF reserves the right to select all or some of the website design services listed below that bestmatches its needs and budget for the project.Page 3 of 19

A. BackgroundCTPF’s website is the first point of contact for many members and other interested parties. It is alsowhere the Fund presents information to the world-at-large and a place where non-members can learnmore about the Fund.The current iteration of CTPF.org was launched in 2018. The redesign and relaunch of the site in June2018 provided the following upgrades:B. Current Features Improved perception of CTPF communications through modernized designImproved accessibility for members with disabilities (ADA compliant)Improved ability to communicate important information to members in a timely fashionImproved ability for visitors to locate desired informationLaid groundwork to support online member self-serviceRevised content providing information better tailored to visitors’ needsGreater social media integrationGreater ability to provide a consistent stream of new, related contentUpdated CTPF website design to complement and incorporate new brandingAchieved appealing, modern design to attract and engage visitorsImplemented a Content Management System with admin hierarchy and approval queuecapabilitiesImplemented an extensible, modular design that allows for later addition of new modules to thesite without extensive reprogrammingC. AudienceThere are three main audiences for CTPF’s website.Active and Inactive Members are current and former teachers and administrators in Chicago PublicSchools and charter schools, who have contributed to the Fund. These members primarily will be lookingfor information explaining how the Fund works, how to claim a benefit, and the financial status of theFund. They may also be interested in opportunities to support the Fund through contact with electedrepresentatives.Retired Members are former teachers and administrators who are now receiving an annuity paymentfrom the Fund. This group also includes survivors of deceased members who are receiving annuities.These members primarily look for information regarding health insurance, timing of pension payments,and the financial status of the Fund.Non-Members are individuals who have an interest in the Fund but are not members. This group isdisparate and could include elected representatives, investment advisors, members of the public,reporters, and others. These individuals primarily seek information regarding the financial state of theFund, RFPs that may be available, and information about how the Fund works.D. ScopeThe website migration, support, maintenance and hosting will encompass all pages of CTPF’s existingwebsite and intranet. Once completed, we will add new pages with additional content to better serveour audiences. Currently, the site contains about 70 pages of content. Our current hosting provider isPage 4 of 19

Pantheon, but our preference would be to host the website under either our AWS account or our Azureaccount. Please indicate if you can accommodate us hosting under our AWS or Azure accounts or preferto suggest hosting using an alternate provider and the reasons for this.E. PROPOSAL CONTENT AND FORMATAll information requested in the RFP must be addressed in the Respondent’s proposal. Proposals shouldprovide a concise explanation of Respondent’s qualifications and the proposed services to be rendered.Emphasis should be placed on completeness and clarity of content. LaSalle Street, Suite 2600, Chicago, IL.E. Billinga. A fee schedule should be quoted with a range or estimate of the number of hoursfor the scope of work outlined in Section III - Scope of Work. Provide a completeestimate for the site migration and post launch support. Please include your billingprocedures, direct and indirect expenses, and explain how routine phone calls andminor research or consultations are handled. Specifically identify what expenses arecovered vs. uncovered in your fee quote. Please also provide a fixed-price bid basedon an estimate of required time, resources, and materials.b. State any special considerations with respect to billing or payment of fees andexpenses that Respondent offers and that you believe would differentiate your Firmfrom other proposals and make your Firm’s services more cost effective to the Fund.c. CTPF expects the lowest rate charged by Respondent for its governmental and nonprofit clients. d. The billing rate will be fixed for the term of this engagement.F. Firm’s Background, Qualifications, and Experiencea. Briefly describe Respondent’s background, history, and ownership structure,including any parent, affiliated or subsidiary company, and any business partners.The firm must be regularly-established in the industry of providing the servicesoutlined in Section III. Scope of Work, and have experienced personnel able toprovide the required services. CTPF may request information substantiating theabove requirements. Failure to provide this information may result in aRespondent’s proposal being declared non-responsive.b. Provide the size of the Firm including number of offices and number of full-timeemployees. Identify the key personnel proposed for the CTPF engagement,emphasizing specific experience on contracts similar in scope to the requirements ofthis RFP. Describe his or her position, current responsibilities, areas of expertise,experience, education, professional designations, and memberships. Include detailsregarding the proposed management of the personnel who would be assigned tothe CTPF engagement. CTPF expects a reasonable notice of key personnel beingremoved from the engagement and reserves the right to approve the replacementof key personnel.c. Provide the number of years that the Firm and any identified individuals have beenproviding the services requested in this RFP.d. Provide details on your Firm’s employee benefit industry experience/expertise.e. Indicate the number and nature of part-time professional staff to be employed inthis engagement.f. Will your Firm use outside contractors (subcontractors) for this engagement? If so,what confidentiality agreement is in place to protect sensitive information fromdisclosure? What allocation of the scope of services will be assigned to outsidecontractors (subcontractors)?g. Indicate Respondent’s due diligence process in hiring, evaluating, and monitoring itsstaff and contractors, as applicable.h. Indicate how the quality of staff over the term of the engagement will be assured.i. List any known professional or personal relationships Respondent or its employeesor contractors may have with individual CTPF Board members and/or Fund staff.j. Identify any potential or actual conflicts of interest you have in providing services toCTPF. State whether you have ever provided services to CTPF, the City of Chicago,the Chicago Board of Education (“Chicago Public Schools” or “CPS”), the ChicagoTeachers’ Union (“CTU”), the Retired Teachers’ Association of Chicago (“RTAC”), theChicago Principals and Administrators Association (“CPAA”), any Chicago charterschool, or any employee group or trade organization related to the aforementionedentities. If so, please state the name of each such client or former client, contactinformation, and the nature and time frame of such representation. In providingsuch information you consent to and agree to release CTPF from any liability thatmay result from contacting such client(s) and communicating with such client(s)about your prior engagements, and soliciting an opinion regarding the workperformed for such reference. In addition, please state how you intend to resolveany potential or actual conflict of interest.k. Identify all public sector or ERISA fund clients who have terminated their workingrelationship with you in the past five (5) years and provide a brief statement of thePage 9 of 19

reason(s) for the termination. Provide each client’s contact information. Youconsent to and hereby release CTPF from any liability that may arise from contactingyour former client(s) and communicating with them about the work you performedand the reason for your termination.G. Insurance, Liability, Confidentiality, and Litigationa. What assurances can you provide that your Firm will not be subject to cyberattacks? Describe your security and protection measures and provide copies of anyand all related policies.b. Describe your expected response time to notify us if a cyber-attack or securitybreach should occur and the actions you would take to mitigate damages.c. Please describe the levels of your professional liability insurance coverage for clientsecurity breaches (cyber risk) and any fiduciary or professional liability insuranceyour Firm carries. Is the coverage on a per client basis or is the dollar figure appliedto the Firm as a whole? List the insurance carriers.i. What limitation on liability, if any, do you impose through your contract?The Firm must not seek to unreasonably limit their liability for negligence.ii. Are you bonded?iii. Does coverage for liability, due to your negligence, continue for a periodfollowing termination of the contract? If so, for how long?iv. Identify the amount, type of coverage, deductible, and any coinsurance.d. It is expected that the selected firm will have adequate quality control procedures inplace to guarantee the accuracy of the work performed. Please describe yourquality assurance procedures.e. All Respondents must provide answers to each written disclosure requested belowin categories (i) through (ix) as part of their RFP response. Note that VIII(J)(a)(vi)below requires completion of the EEOC chart attachment to this RFP. Failure toprovide answers to each disclosure question or failure to provide the completedEEOC chart may cause your proposal to be deemed non-responsive. Respondentsshould use “none” or “not applicable” as appropriate, but a response must beprovided for each disclosure category below. Your disclosures must be clearlylabeled as “J. Required Disclosures.”(i)The Respondent must disclose, labeling each category, separately: (a) anyentity that is a parent of, or owns a controlling interest in, the Respondent,(b) any entity that is a subsidiary of, or in which a controlling interest isowned by, the Respondent, (c) any persons or entities who have anownership or distributive income share in the Respondent that is in excessof seven and one-half percent (7.5%), and (d) any persons who serve asexecutive officers of the Respondent, including their titles.(ii)The Respondent must disclose, separately: (a) any direct or indirectpayments in excess of 1,000 per calendar year within the prior five (5)calendar years made to any community or not-for-profit organizationrelating to public education by: (i) the Respondent, (ii) any executive officerof the Respondent, (iii) any parent entity of the Respondent, (iv) theexecutive officers of any entity that is a parent of, or owns a controllinginterest in, the Respondent, and (v) any Shareholder of Respondent withownership or a distributive income share in the Respondent that is in excessof seven and one-half percent (7.5%); (b) any formal involvement with anycommunity or not-for-profit organization relating to public education by anyperson or entity identified in (a) above; and (c) any involvement as amember or director of a charter school that contributes to the Fund of anyperson or entity identified in (a) above. For purposes of this SectionVIII(J)(a)(ii) and (iii), “Shareholder” shall mean any person who has anownership or distributive income share in the Respondent.(iii)The Respondent must disclose if: (a)(i)any executive officer of theRespondent, (ii) any parent entity, (iii) the executive officers of any entitythat is a parent of, or owns a controlling interest in, the Respondent, and(iv) any Shareholder of the Respondent with ownership or a distributiveincome share in the Respondent that is in excess of seven and one-halfpercent (7.5%) has given any direct or indirect financial support in excess of 1,000 per calendar year within the prior five (5) calendar years or (b)whether the persons or entities identified in (a) above have had any formalinvolvement within the prior five (5) calendar years with a community ornot-for-profit organization with a central purpose of influencing publicpolicy related to budgetary and fiscal policy which directly or indirectlyPage 11 of 19

relates to the continued availability and long-term viability of definedbenefit pensions in the public sector, to education policy, or to retirementsecurity policy.For the purposes of this disclosure, an organization has the “centralpurpose” of influencing policy if it is understood with the exercise ofreasonable due diligence, including but not limited to the examination ofthe organization’s IRS filings and other publicly-available statements ofpurpose, that the organization intends to affect policy or engage in lobbyingor other advocacy activity. A Respondent is not required to disclosecontributions to organizations that engage in such activities in furtheranceof providing medical research, aid to the poor, disaster relief, or other suchtangible goods or service. Any such direct or indirect financialrelationships, transactions, consulting agreements, or consulting-relatedcontracts with the Chicago Board of Education entered into on or after theexecution of an agreement shall be identified in an amended RespondentDisclosure within thirty (30) calendar days of any new relationship,transaction, investment, agreement, or contract with the Chicago Board ofEducation.(v)The Respondent must disclose the names and addresses of anysubcontractors and the expected amount and/or percentage of money eachwill receive under the agreement if authorized by the Fund.(vi)The total number of Respondent’s staff. The number of Respondent’s staffand percentage of its staff, broken out separately for each category, whoare (1) a minority person, (2) a female, or (3) a person with a disability. Thisinformation must be provided using the EEOC chart available on CTPF’swebsite. Supplemental information to the EEOC chart is welcome.(vii)The number of current contracts that the Respondent has with a (1)minority owned business, (2) female owned business, or (3) business ownedby a person with a disability.(viii)The number of current contracts that the Respondent has with a businessother than (1) a minority owned business, (2) a female owned business, or(3) a business owned by a person with a disability, under which, while thebusiness is not owned by one of the above categories, where more thanfifty percent (50%) of services performed pursuant to the contract areperformed by (1) a minority person, (2) a female, or (3) a person with adisability.(ix)The Respondent shall agree to annually disclose various EEO data anddiversity of vendor’s contracts as required by the Fund.K.
