GENERALThis is with reference to Bank’s empanelment of vendors for supply,installation, Commissioning & Maintenance of Security Gadgets done for the periodfrom 01-04-2020 till 31-03-2023. While the empanelment of System Integrators (SIs)was done for Three (3) years, the security gadgets and their rates were fixed for oneyear to be reviewed yearly. Current period of empanelled gadgets and pricing is validtill 31-03-2022.As such, Bank invites Request for Proposal (RFP) from all the empanelledvendors for empanelment of products and rates for one year from 01-04-2022 till 3103-2023. SCOPE OF THE WORKSystem Integrators (SIs), hereinafter also referred to as applicants, which are on theempanelled list of Bank for the period 01-04-2020 to 31-03-2023 are invited tosubmit their proposal for empanelment of products, finalization of make & model andrates of all the products/ Gadgets and accessories. The empaneled products andtheir rates will remain valid for one year from 01-04-2022 till 31-03-2023. SUBMISSION OF APPLICATION‘Request for Proposal’ Document/Application as available on Bank’s website, shouldbe submitted duly filled and complete in all respect in a sealed envelope. Theapplicant must sign each page of their proposal document and should submit dulyfilled & signed Product Specification (Appendix-A) along with technical data sheetof each product, failing which the proposal is liable to be rejected. The proposalsreceived late or conditional proposals would be rejected and no claim of theapplicant for the products / pricing quoted will be acceptable. Further, the Bankreserves the right to accept or reject any or all proposals / products / pricing withoutassigning any reason.5. EVALUATION PROCESSa) Technical Evaluation of RFPIncomplete ‘Request for Proposal’, i.e. proposals not accompanied by themandatory documents as mentioned under para 7 i.e. ‘Details required to beSubmitted’ shall be rejected. Offers will be evaluated against the stipulatedeligibility criteria based purely on valid proof of documents submitted by theapplicant. Display/Demonstration of Security GadgetsShortlisted applicants, after technical evaluation of their proposals to includeproposed gadgets, may be asked to display the quoted products / gadgets, ifbeing different than those presently empanelled, in our Office Complex on ascheduled date and time. Security gadgets found suitable in the demonstrationand approved by the Committee formed for this purpose, shall be finalized forempanelment. Considering the present pandemic situation and also number ofnew products being quoted by the applicants, Display/ Demonstration processmay be done away with or may be conducted only for the limited OEMs at thediscretion of the Bank. In such an eventuality, technical evaluation of theproducts will be done by the Bank’s committee based on data sheet of productssubmitted by vendors. Bank may ask for additional information about a productor any clarification regarding the specification / performance of the product.c. Financial ProposalsFinancial Proposals will be invited from the empanelled vendors for the securitygadgets/equipment, approved & finalized after technical evaluation of the quotedgadgets / products. Bank reserves the option for Reverse bidding, after givingdue notice to the eligible applicants.d. Rate RationalizationL-1 will be decided on the basis of lowest rate for each item, quoted byapplicants in Financial Proposal or Reverse bidding. Thereafter, all shortlistedvendors may, at the discretion of the Bank, be called for a meeting, in which therates for various items will be discussed & further rationalized/standardized onbasis of rates quoted by the lowest applicant.6. LAST DATE FOR SUBMISSION OF RFPRequest for Proposal (RFP) along with the documents (as mentioned under Para 7(Details required to be submitted) should be submitted latest by 05.00 pm on 10thFebruary 2022. The RFP document will be opened on 11th February 2022 at11.00 am at Head Office. Representatives of the SIs may attend the same.However, due to existing pandemic situation, attendance of the participatingSIs may be kept virtual over webex and in such a case, prior intimation withlink to the event of opening of proposals will be given to all the applicants.7. ELIGIBILITY CRITERIA FOR EMPANELMENT OF PRODUCTSa. At least FIVE participating applicants/system integrators should be havingauthorization for all major security gadgets from its Original EquipmentManufacturer for its installation and maintenance. Products required to meet theabove authorization have been appropriately marked in Appendix-A. Securityproducts of the OEMs not meeting this requirement will not be considered. Theproducts of an OEM will be approved only if the OEM undertakes as perAppendix-B that warranty and service support will be extended to ALL thesystem integrators empaneled by the Bank irrespective of the fact whether onthe date of making the proposal a system integrator holds an authorization of theOEM or not.b. Documentary proofsuch as copy of tax invoices (Prices may be masked) should be attached asproof of supply made to the system integrators. Condition mentioned in para 7.aapplies to such OEMs as well.c. Product Certification. All major products being offered should be of latesttechnology and should bear the certifications as mentioned in Appendix-A.d. Make In India ClauseApplicability of Preference to Make in India, Order 2017 (PPP-MII Order)Bank will follow the guidelines on Public Procurement (Preference to Make inIndia), Order 2017 (PPP-MII Order) issued vide Central Vigilance CommissionOrder No. 018/VGL/022-377353 dated April 20, 2018 and basis of allotment willbe done in terms of instructions on Public Procurement (Preference to Make InIndia), Order, 2017 – Revision; regarding issued vide GOI, Ministry ofCommerce and Industry, Department of Industrial Policy and Promotion letterNo. P-45021/2/2017(BE-II) dated May 29, 2019. Revision issued letter No. P45021/2/2017(BE-II) dated June 04, 2020. However, the preference will begiven only if the products meet the specification standards.8. Pre-Bid MEETINGPre-Bid meeting for clarifying the queries of the Applicants with regards to the RFPwill be held on 3rd February 2022 at 11.00 AM through video conferencing, details ofwhich will be provided to those having pre-bid queries. Participating applicants tosubmit their queries for clarification during pre-bid meeting latest by 5.30 pm on 1stFebruary 2022 on email id: Headoffice.security@bankofindia.com. On the basis ofclarification sought by the applicants in the Pre bid Meeting, appropriate“Addendum”, if required, shall be issued on Bank’s website on 4th February2022 and applicants must refer the same before final submission of the Tender.9. WARRANTYSystem Integrators shall be fully responsible for the manufacturer’s warranty inrespect of proper design, quality and workmanship of all equipment, accessories,etc, covered by the offer. The installed systems shall be under Comprehensivewarranty for one year within which any repair / replacement required to keep thesystem functional will be done by the applicant free of cost. The installed system willbe brought under Annual Maintenance Contract after one year; however, majorsecurity products such as control panels of Burglar & Fire Alarm Systems, NVRs andcameras of CCTV system, Auto-Dialers, and panels / controllers of Access Controlsystem, Panels of Time Lock Devices will remain under on-site warranty for anotherTWO years i.e. a total of THREE years from the date of installation andcommissioning of the system. During the onsite extended warranty period of 2 years,the applicant/system integrator shall replace all the major defective gadgets /components at the installed site at no additional charge of whatsoever nature to theBank. During this two years period only AMC charges as agreed and cost of wiringand minor spares / accessories will be payable.
