A quorum ofthe School Building Committee was present. J. Cerulli, SBC Chair, called the meeting to order at 10:10 AM.I. Approval of Meeting MinutesApproval of September 21, 2016 Meeting Minutes1. The following motion and vote were made:Discussion: It was noted that the date of Public Forum No. 2 should be changed to September 14, 2016 inlieu of July 14, 2016.October 7, 2016Page 1 of 4

Caron, that the School Building Committee approve theSeptember 21, 2016 SBC Meeting Minutes, as discussed and amended.The PMS School Building Committee voted to approve the September 21, 2016 SBC Meeting Minutes, asdiscussed and amended.For: 12 ‐ Opposed: 0 – Abstained: 0II. Prep for MSBA Facilities Assessment Sub‐Committee Meeting on Preferred Schematic ReportMSBA Facilities Assessment Sub‐Committee (FAS) Meeting2. L. Stapleton spoke to the need for this emergency meeting indicating that the SBC needed to be of one mindregarding the Preferred Schematic in light of the opposition from residents and their appeals to MSBA.There needs to be a decision as to whether to change the Preferred Schematic or affirm today in advanceof the Facilities Assessment Sub‐Committee Meeting scheduled for October 13, 2016 at 9:40 AM.SBC Representatives3. The following SBC members will represent the SBC at the Facilities Assessment Sub‐Committee:Dr. Latham, Jaime Cerulli, Mike Donovan, John Ford, Kevin Rittershaus and Dianna ChakoutisPre‐FSA Conference Call with MSBA4. The MSBA will schedule a Pre‐FAS Conference Call next week prior to the FAS Meeting to discuss thepresentation that the Project Team will present and to discuss likely questions that will be asked by theFAS members. The SBC Representatives will be invited to participate in the conference call.General Discussion of Preferred Schematic Sites and Alternates5. G. Raymond noted the PSR was submitted on Friday, September 30, 2016. G. Raymond then reviewed aPowerPoint presentation, accompanied by a handout, of the options regarding the various sites and thedecisions leading to the PSR Submission.6.It was noted that the tax impact for the average single family household is relatively the same for all threetwo‐school options at approximately 166. The average tax impact for only one 1,008‐student school (likeat McManus Field) would be approximately 86 and for one large 1,660‐student school (like at Gallagherpark) would be approximately 146.7.Points of access for the Reservoir Site were reviewed. There are three access options off of ParklandAvenue. One requires eminent domain of two homes, one impacts wetlands more than the 5,000 SFgenerally acceptable and one comes close to the B Street neighborhood. The points of access off ParklandAvenue could have double lanes and the second a second means of access could be avoided. Two secondmeans of access to the site were discussed off Averill St. and Severance Street. Both points would requireat least property taking.8.D. Chakoutis stated that she attended a meeting last night with 60 residents opposed to the Reservoir Siteand Gallagher Park Site. She noted that they plan to submit a lawsuit if this site is selected. The City Solicitorindicated that the City would win any lawsuit but that a suit would delay construction at the site up to 2years.9.Further discussion on the Magnolia Park and its problems with the MWRA water main and the drainageculvert that run through the site. The MWRA water main serves communities on the North Shore. M.Donovan said that the SBC is attempting to resolve the issue of overcrowded schools and that no one wantsa new facility in their backyard; therefore no matter which sites are selected, opposition is to be expected.E. Calnan noted that at Thurgood Marshall MS the right‐of‐way issue with the Railroad/MBTA is similar toOctober 7, 2016Page 2 of 4

Donovan noted the process to approval to re‐route the MWRA water main could potentially take 2 years or longer as well. The projected cost of watermain relocation was noted as 800k which would likely prove to be low and the drainage culvert would berequired to be replaced from Flax Pond to Sluice Pond.10. The issue of two property “takings” for the preferred access at the Reservoir Site could be avoided. M.Donovan suggested the possibility of requesting from MSBA to move forward with McManus Field and waitfor the Reservoir Site issues to be resolved.Confirmation on Preferred Schematic11. The following motion and vote were made:MOTION: M. Donovan moved, seconded by the Mayor, that the SBC vote to proceed with the originallyvoted Preferred Schematic Options as submitted in the PSR Submission to MASBA, namelywith the two sites ‐ McManus Field Site and Reservoir Site.Discussion: The Mayor noted that the SBC was faced with a series of very bad selections regarding theavailable site options and noted her concern about the MWRA water main relocation required at MagnoliaPark, the traffic issues at Wyoma Square and the tightness of the site. She noted that traffic in the area wasalready unbearable and that she will stay with the current Preferred Schematic Options even though all sitesare flawed.The PMS School Building Committee voted to confirm the August 30, 2016 vote to make Option 6 ‐ 652student school at Reservoir Site and 1,002‐student school at McManus Field the Preferred Schematic.A roll call was taken:Mayor Kennedy – ForCatherine Latham – AbstainedKevin Rittershaus – ForDonna Coppola – ForPeter Caron – ForJaime Cerulli – ForDianne Chakoutis – OpposedJoe Smart ‐ ForJohn Ford – ForEd Calnan ‐ ForAndrew Hall ‐ ForM. Donovan ‐ ForFor: 10 ‐ Opposed: 1 – Abstained: 112. There was discussion regarding the Schematic Design Phase which will begin immediately to meet the newJanuary 4, 2017 Schematic Design Submission date for a February 15, 2017 MSBA Board Meeting date perthe new MSBA 2017 Meeting Calendar.Debt Exclusion13. A debt exclusion vote will be needed which will require a City Council vote to set the date for the debtexclusion election.14. P. Caron indicated that he met with the MA DOR and they asked if there was a financing plan in place forthe Pickering Middle School Project. A plan needs to be put in place prior to moving on to the SchematicDesign Phase.III. Schedule UpdateDebt Exclusion Election15. It was noted that a Debt Exclusion Election needs to be scheduled preferable for some time betweenFebruary 16 and April 4, 2017.October 7, 2016Page 3 of 4

The next PMSBC meeting is scheduled for October 25, 2016 at 2:30 PM in Room 402. LeftField will sendout the meeting packet in advance of the meeting.VII. Adjournment19.
