About the Community Assistance ProgramThe Mission:CAP serves the Lowcountry by assisting nonprofits and municipalities to reach their goals thusstrengthening our community. CAP is one of several outreach programs at the College of Charleston. The Vision:Through collaboration with nonprofit and local government administrators, CAP fulfills its missionto make a positive impact on our community beyond the College of Charleston campus. The History:The Community Assistance Program (CAP) started with a mission to provide technical assistance tolocal government in 1987. As the nonprofit sector expanded in the Lowcountry, CAP broadened itsmission to include assisting nonprofit organizations. The support services CAP offers are at low orno cost and can be tailored to the needs of the organization or municipality.Program Structure:The Community Assistance Program is a part of the Masters of Public Administration program atthe College of Charleston.Janet Key, the Director of CAP, has been an active public servant and faculty member. Key instructscourses on the fundamentals of nonprofit management at the College of Charleston, where she hasbeen for nearly 30 years. The graduate assistants are a team of four highly qualified students currently enrolled in the MPAprogram. The CAP graduate assistants work with organizations in their fields of interest whilecompleting coursework in the MPA program.CAP provides services to all organizations that believe they could benefit from the extra help.Services include: Capacity Building, Strategic Planning, and Organizational AssessmentFundraising, Marketing, and Grant ResearchProgram Development and EvaluationBoard and Volunteer TrainingSurvey and Quantitative ResearchData CollectionBudgeting and Financial ManagementLike CAP on Facebook: sit CAP on the web: leston Area NonprofitsCommunity Assistance Program2

MethodsThis project began as an idea that would allow for organizations in Charleston County to betterutilize the resources within the Lowcountry. As the project progressed, CAP noticed theredundancies within the different categories. It is the hope of CAP that this directory can grow withthe community and aid in collaboration, thereby streamlining the efforts of organizationsthroughout the Lowcountry. In order to determine which organizations to include on the list of nonprofits, CAP used the IRSExempt Organization Select Check tool to identify organizations eligible for tax deductiblecharitable contributions. This tool resulted in a list of over 800 registered nonprofits. From this, wegathered information on all nonprofits currently in good standing. The specific data gathered isoutlined below. The descriptive information provided by the IRS Exempt Organization Select Check includes: EIN (Employee Identification Number)Legal NameCityStateCountryDeductibility Status (not included on final report)To augment this list and create a user-friendly directory, CAP added other useful characteristics: Street AddressZip CodePhone NumberE-mailWebsiteMission StatementSignature EventThe information that was gathered in addition to the IRS Exempt Organization Select Check waschecked and cross checked on Guide Star and Google. If none of the aforementioned data was foundafter these searches, the organization was removed from the list. Organizations were also removedfrom the list if they no longer operate within the Charleston area or do not provide services withinthe Charleston area. Information that is provided in this directory was taken from a combination ofthe organization’s official website (if available), Guide Star, and the organization’s IRS 990 form.Charleston Area NonprofitsCommunity Assistance Program3

Limitations and Considerations for Future ResearchThe greatest limitation to this directory is comprehensiveness and current information. CAP usedthe data available from the federal IRS – this data may have inaccurate or incomplete information.Under the regulations for nonprofit reporting, if the nonprofit makes less than 5,000 a year or lessthan 25,000 in five years, the nonprofit does not need to send in a 990 tax form. Moreover, nonprofits have, with extension, ten and a half months to file their 990. It takes three years for theIRS to revoke exempt status for failure to file tax forms. Because of this, some data collected fromthese out of date forms may be inaccurate.Another limitation this directory is that not all nonprofits in the Charleston area file with the federalIRS under their Charleston location. This fact illuminates two potential lapses in data. First, nonprofits are eligible to file with the state IRS system in lieu of filing with the federal IRS system. These nonprofits would not be searchable via the federal Exempt Organization Select Check.Second, many large, nation-wide nonprofits with chapters in the Charleston area don’t file underthe Charleston location but rather under an umbrella filing. The intention of this directory is to be a resource for nonprofit collaboration. It is our hope that thisdirectory will lessen redundancy of nonprofit services and help nonprofits to locate other serviceproviders. It is also hoped, on an individual level, that this document can be used as an academicresource to find service providers, to encourage charitable giving, and to encourage volunteering. This directory is intended to be used in tandem with or to augment other resources. While thisdirectory has a vast majority of nonprofits in Charleston, there are other organizations such ascause-based for-profits and government-based organizations that are not included in this directorybut may be useful in ones’ search. Many nonprofits have missions that overarch into more than one of the categories used below. Forthese nonprofits, CAP employees collaborated and sorted them into groups using the utmostdiscretion. If the mission statement is missing or ambiguous, the categorization was based on theIRS classification or what information was gathered from Guild Star and Google. For future publications of this document, it is the intent of CAP to do the following:1. Republish every year checking for new organizations and deleting organizations that havelost exempt status2. Mark or denote information that may be outdated based on the last filing year with the IRS3. Allow for two additional sections, one for chapters of national organizations and one fororganizations that file with the state IRS.Lastly, if you are an administrator or director of any of these nonprofits and you see an issue withthe data, please send an e-mail to CAP@cofc.edu so that this information can be corrected.Charleston Area NonprofitsCommunity Assistance Program4
