Tobin III is Executive Vice President for Government Affairs and Chief Lobbyist atthe National Association of Home Builders (NAHB). Jim is responsible for directing thefederal, state, and local lobbying, as well as political activities for NAHB. In addition to hislobbying responsibilities, Jim guides the activities of the association’s political actioncommittee, BUILD-PAC, and the grassroots network. Jim’s past policy experience hasconcentrated on tax policy and environmental policy.Jim joined NAHB in 1998, and before becoming NAHB’s Chief Lobbyist, Jim was NAHB’s VicePresident for Federal Relations. Prior to NAHB, Jim was Senior Legislative Assistant toformer-U.S. Representative Frank Riggs (CA) and former-U.S. Representative Gary Franks(CT).Jim holds a B.A. in Political Science from the University of Connecticut. Scott will haveprograms available for that evening’s races at Churchill Downs. He will walk you throughthese races and teach you how to bet like a pro!Scott Shapiro handicaps thoroughbred racing for TwinSpires.com and is part of the Churchill Downs on-airsimulcast team. Scott fell in love with thoroughbredracing when his father took him to Garden State Park in1985 to see Kentucky Derby winner Spend A Buck racein the Jersey Derby instead of the Preakness Stakes.Scott graduated from the University of Wisconsin in 1996and remains a die-hard Badger football and basketballfan today. His favorite horses are A.P. Indy, Fly So Free,Victory Gallop, and Ghostzapper.

A motion made by Matt Purcell to accept the minutes.David Thornton seconded the motion and it was approved.

Financials - Brian MillerBrian Miller reviewed the 2021 End of year financial report and the 2022 Budget. A motion was made by BrianMiller to accept the financials and 2022 budget. It was seconded by Robert Riggs and approved.Stephen Lewis, Chief Executive Officer of AGCSIF addressed the board about the AGCSIF looking to beinnovative to provide more value to our customers.President Report - Drew McLellanThe Shelby County High School students (Rocket Construction) gave a special presentation to the board. Theywon first place at the IBS in Orlando, FL.NAHB Report - Marshall ToddMarshall Todd gave an update on which included member numbers, IBS, 2022/2023 predictions, 3rd ViceChairman, Bill Owens & the NAHB spring leadership meeting in DC.Codes Report - Todd MillayTodd Millay reported that they had a good floor discussion. Topics discussed included building codes changingevery 3 years and arc fault issues. Jonathan Faulk with NAHB gave a presentation on the Kentucky tornadodisaster relief.Legislative Report - Don WirtzbergerDon Wirtzberger reported that Amy Wickliffe, Partner with McCarthy Strategic Solutions gave a legislativeupdate which included issues on HB 234. Other topics discussed were tax reform, Capitol Day, employeeclassification regulations and HB 8.HIPACK - David ThorntonDavid Thornton told to board that HBAK will be selling 300 Hipack tickets and 100 BuildPac tickets this year.The PAC Event will be at Churchill Downs on June 9th.Guest Speaker - Secretary of State, Michael AdamsSecretary of State, Michael Adams gave an update on the election process. Other topics he addressed werevoter identity, election reform, absentee portal, voter fraud, redistricting maps for the senate & house & pollworkers.BUILDPAC - Mike KegleyMike Kegley spoke about the three political action committees that we work with local, Hipack (state) &BuildPac (federal). We are currently halfway to our 3-million-dollar goal. Elections are coming up so pleaseconsider donating to the fund.Executive Officers Council - Christy BairdChristy Baird gave an overview of the EOC meeting. She reported that Stephen Lewis with AGCSIF talkedabout the future plans of the AGCSIF. They also discussed the EOC meeting in Arizona & the summer EOCmeeting.Associates Committee Report - Matt PurcellMatt Purcell gave an overview of the Panel discussion. Topics included escalating prices, how to build a betterpartnership for our customers & ways for our industry to improve its communication.

Old BusinessNew Business - Introduction of GuestsJonathan Faulk, NAHB addressed the board. Jonathan works on the NAHB disaster relief team and serves as aresource of information for the local and state HBAs that have been impacted.Carl Harris, 2nd Vice Chair with NAHB addressed the board. Carl reported that the 2021 IBS was a big successand was the biggest tradeshow since COVID. Other topics he discussed was lumber issues, rising house prices,membership and the value of NAHB.Resolution endorsing Bill Owens - Candidate for NAHB 3rd Vice Chairman 2023 - David SowdersDavid Sowders gave an overview of Bill Owens background and the committees and boards he has served on.A motion was made by David Sowders to endorse Bill Owens as NAHB 3rd Vice Chairman for 2023.Billy Doelker seconded the motion and it was approved.Registered Builder Committee - Drew McLellanDrew McLellan reported that a discussion took place in the Executive Committee meeting about the registeredbuilder program based on the funds visible in the budget. A decision has been made to put a committeetogether to discuss. If anyone is interested in serving on the Register Builder Committee please let us know.Adjourn
