In addition,Cal OES is announcing a new one-time, state-funded initiative(“Prepare California”) to help socially vulnerable and high hazardrisk communities—which are impacted disproportionately bydisasters and experience longer and more challenging economicand structural recoveries—jumpstart their progress toward greaterresilience through advanced outreach, technical assistance, andfunds to subsidize local mitigation and resilience initiatives.Overall, 2021 FEMA HMGP and Prepare California (PrepareCA)mitigation and resilience funding can be grouped as follows:1. PrepareCA JumpStart 15 million in state funding dedicated to help jumpstart eligiblesocially vulnerable and high hazard risk communities in theirdevelopment and implementation of resilience planning andactivities.2. PrepareCA Match – FEMA HMGP 255 million in federal funding for eligible FEMA HMGP activities andprojects benefiting eligible socially vulnerable and high hazard riskcommunities. PrepareCA Match – FEMA HMGP will provide 85million in state funding to cover the required 25% local cost share(non-federal share).3. 2021 FEMA HMGP 173 million in federal funding for eligible FEMA HMGP activitiesand projects to communities state-wide. Communities will beresponsible for covering the required 25% local cost share (nonfederal share).

WHO IS ELIGIBLE?PREPARECA JUMPSTART &PREPARECA MATCH – FEMAHMGPEligible applicants must be alocal or Tribal government—including cities and federallyand non-federallyrecognized tribes—that areconsidered a sociallyvulnerable and high hazardrisk community according tothe Cal OES HazardMitigation AssistanceDivision’s Vulnerability Map.Counties, specialgovernment districts, stateagencies (for PrepareCAMatch – FEMA HMGP only),and certain privatenonprofits (consistent with 44CFR §206.221and 206.434)may also be eligible toreceive funding ifapplications /subapplications candemonstrate that resilienceand mitigation actionsdirectly and primarily benefita qualified sociallyvulnerable and high hazardrisk community orcommunities.2021 FEMA HMGPLocal governments—including cities, counties,special government districts,state agencies, and Tribalgovernments (federally andnon-federally recognizedtribes)—are consideredeligible subapplicants.Certain private nonprofitsmay also be eligible.OBJECTIVESPrepareCA JumpStartProvides technical assistance and state funding to qualified entitiesto develop local initiatives that directly and primarily benefit eligiblesocially vulnerable and high hazard risk communities; and createresiliency through capacity building, mitigation, preparednessactivities, education, response and recovery planning, and/orfuture project scopingPrepareCA Match – FEMA HMGPProvides local (non-federal share) and federal cost share funding,as well as project scoping / subapplication technical assistance, toqualified entities to develop FEMA HMGP projects and activities thatdirectly and primarily benefit eligible socially vulnerable and highhazard risk communities; and reduce risk to loss of life and propertyfrom natural hazards.2021 FEMA HMGPProvides federal cost share funding, as well as project scoping /subapplication technical assistance, to communities state-wide todevelop FEMA HMGP projects and activities that reduce risk to lossof life and property from natural hazards.HOW TO APPLYPREPARECA JUMPSTARTInterested applicants for PrepareCA JumpStart must submit theirproposal application to PrepareCAJumpStart@caloes.ca.gov with“PrepareCA JumpStart" in the subject line and in the title of theproposal application (e.g., PrepareCA JumpStart, City of Mitigation,Risk Mapping Project).
