NYPD Office of Professional DevelopmentEducation opens doors in civil service and contributes to your success on the job. Your ownpersonal and professional development depends to a great degree upon the use you make ofthe existing educational opportunities. The Office of Professional Development (OPD), withinthe Chief of Strategic Initiatives, manages all scholarship programs. The mission of OPD is toempower all members of the service to pursue fulfilling careers that include the opportunity forcontinuous learning and professional growth, developing NYPD leaders with the skills andattributes to succeed in all positions, and assignments.The Office of Professional Development is your source for valuable information regarding theeducational opportunities available through this department, as well as scholarships and tuitionreductions offered by the city and other organizations. Preparing for the Application ProcessPreparing for the application process can be overwhelming. The following page providesguidance on how to master the process. If you have difficulties with the application process,the Office of Professional Development will be happy to assist.Undergraduate ProgramsEnrolling in a program of any type involves a process in which you are expected to completea detailed application form and, in many instances, requires that you provide officialtranscripts from schools previously attended. You may also wish to report the number ofcredits that you received as a result of your Police Academy Recruit Training or In-ServiceTraining. You are advised to submit your NYPD transcript for review to have the collegedetermine if they can accept credits already earned.The best advice for completing a college or university application is to have the institution’sacademic advisor review the application to ensure its accuracy. Additionally, most collegesrequire that you submit letters of recommendation from either former teachers or currentemployers. It is important that you make note of application deadlines, especially of youintend to apply for financial aid, which will require an additional set of applications.The Education, Training, Opportunities and Tracking Unit will assist you in obtaining recruitschool credits and in-service course credits by sending you a Transcript Request Application.In order for a college or university to accept recruit school credits, an official transcriptgenerated by the Tracking Unit must be sent directly to the academic institution in which themember is currently enrolled. The institution will determine how many credits they willaccept; and it should be noted that credits are not automatically granted for completedNYPD training programs. It is recommended that all individuals call the Tracking Unit whenrequesting recruit credits and/or credits for specific in-service courses, and any otheraccredited courses taken in the department.8

Members of the service, active or retired, should utilize the website below to requestofficial ion, Training, Opportunities and Tracking Unit325 East 20th StreetRoom 833New York, NY 10003(718) 312-4455Graduate ProgramsIn addition to application forms, transcripts, and recommendations, many graduateprograms require standardized test scores, such as the Graduate Records Examination(GRE), the Graduate Management Admission Test (GMAT), and the Law School Aptitude Test(LSAT).Most programs accept standardized test scores taken within five years for applications.Test scores in excess of five years will not be accepted. Each school will post its owndeadline for submission of scores. Tests such as the GRE and LSAT consist of vocabularytests, reading comprehension tests, analytical questions, writing samples, and some mayinclude mathematics. Please refer to the Additional Information section for furtherinformation.9

Eligibility Guidelines for All DepartmentAdministered Scholarships Unless stated otherwise, applicants are required to have a minimum of three years offull-time service, all in good standing, and remain in good standing throughout theduration of the scholarship. Past recipients of any department-administered scholarship are eligible to apply forand receive additional opportunities. No statute of limitations has been implementedregarding these awards. Scholarship Committee members will be advised that anapplicant has received past awards. The determination of award recipients remains atthe discretion of the Scholarship Committee with final approval by the PoliceCommissioner. Members may apply for more than one scholarship per application period. Anymember applying for more than one award must submit an additional full copy oftheir entire application package for each award, and indicate the order of priority forselection of the scholarships. The Scholarship Committee will award each scholarship based on the fulfillment of theeligibility requirements, in conjunction with prior educational and professionalperformance. Each candidate’s entire application package will be thoroughly reviewedand considered. Some awards may require personal interviews with the committee. Application periods for department-administered scholarships will be announcedthroughout the year by Department Bulletin, FINEST Message, and/or email. Pleasevisit the Office of Professional Development’s intranet page for the latest messages.11

Selection and Award Criteria/ServiceCommitments Applicants must be accepted by the school/organization in accordance with theiracademic standards and practices. All prerequisite courses for acceptance must becompleted prior to the beginning of the scholarship award date. Eligibility requirements for scholarships may be different than the admissionrequirements. Awardees are required to supply an unofficial transcript (OPD reserves the right torequest official transcripts at any time) to the Office of Professional Developmentupon completion of each school semester and proof of enrollment for the followingsemester for continuation of an awarded scholarship, if applicable to the award. All recipients of a Department administered scholarship will agree in writing to athree-year service commitment beginning at the completion of their studies. A letter on typed letterhead must be submitted to the Office of ProfessionalDevelopment if a recipient chooses to decline an award or is unable to fulfill theireducational commitment. Unless stated otherwise, all coursework is to be completed on off-duty time.12

Department Scholarships

NYPD Traditional Scholarship ProgramThe following is a list of traditional scholarships available with their program descriptions,eligibilities and requirements.Undergraduate ProgramsPace UniversityUNDERGRADUATE (1 award per year)Requirements and eligibility: Rank(s)/Title(s) eligible Uniformed members in the ranks of Police Officer, Detective and Sergeant Academic requirements High school graduate with minimum GPA of 85 and SAT combined verbaland quantitative score of 1100 Minimum GPA of 3.0 for any courses taken from an accreditedcollege/universityPace University offers an undergraduate scholarship award which covers all tuition costs for members pursuingan undergraduate degree in any major. Recipients are responsible for all other related expenses and fees. Thisscholarship can be used for the iPace program.This award is administered by the Department. The application period is announced annually via DepartmentBulletin. Applicants must be accepted by Pace University, in accordance with their admission requirements. Allcoursework and class attendance must be completed on off-duty time.15

St. Joseph’s College, School of Professional and Graduate StudiesUNDERGRADUATE (1 award per year)Requirements and eligibility: Rank(s)/Title(s) eligible Any member of the service employed on a full-time basis Academic requirements High school graduate or have a general equivalency degree Minimum GPA of 2.0 for any courses taken from an accreditedcollege/university or minimum GPA of 3.0 from a recognizedproprietary schoolSt. Joseph’s College offers a wide variety of programs leading to a Bachelor’s degree, and offers one fullundergraduate scholarship each academic year, covering tuition costs for members pursuing any major.Recipients are responsible for all other related expenses and fees. Scholarship recipients may attend at eitherthe Brooklyn or Long Island campusThis award is administered by the Department. The application period is announced annually via DepartmentBulletin. Applicants must be accepted by St. Joseph’s College, in accordance with their admissionrequirements. All coursework and class attendance must be completed on off-duty time16

Graduate ProgramsGeorgetown University, McCourt School of Public Policy-Master in Policy ManagementGRADUATE (1 award per year)Requirements and eligibility: Rank(s)/Title(s) eligible Any member of the service employed with five years of professionalexperienceThe awardee will receive an 11 month paid leave of absence to cover the duration of the full-time program.The recipient will also receive a 20,000 tuition reduction for the Master in Policy Management (MPM).Recipients are responsible for any tuition balance due to the school, as well as all other related expensesand fees.This award is administered by the Department. The application period is announced annually via DepartmentBulletin. Applicants must be accepted by Georgetown University, in accordance with their admissionrequirements.17

Harvard University, Kennedy School of Government Mid-Career Master in PublicAdministration-The Richard L. Gelb ScholarshipGRADUATE (1 award per year)Requirements and eligibility: Rank(s)/Title(s) eligible Uniformed members in the rank of sergeant and above Civilian members in managerial titles Academic requirements Bachelor’s degree with a minimum GPA of 3.0 Candidates must have taken the GRE or the GMAT within five yearsof their applicationThis program is designed for experienced professionals who have worked in the public interest for at leastseven years. The program offers the opportunity to learn new management, policy-making, andanalytical skills.The New York City Police Foundation offers a 15,000 award for studies leading to a Master in PublicAdministration. The awardee will also receive a 10 ½ month paid leave of absence. Recipients are responsiblefor any tuition balance due to the school, as well as all other related expenses and fees.This award is administered by the Department. The application period is announced annually via DepartmentBulletin. Applicants must be accepted by Harvard University, in accordance with their admission requirements.Note: The Harvard Club of New York Foundation also offers an annual full tuition award to one New York Cityfirst responder. For additional information on this scholarship, interested members must contactFoundation@HCNY.com.18

Hunter College, Master of Science in Urban Policy and LeadershipGRADUATE (4 awarded per year)Requirements and eligibility: Rank(s)/Title(s) eligible All members of the service Academic requirements Bachelor’s degree with a minimum GPA of 3.0The Department will award a twelve month paid leave of absence to four applicants pursuing a Master ofScience in Urban Policy and Leadership at Hunter College. Recipients will also receive a 20% discount towardstuition costs. Recipients are responsible for all other related expenses and fees.This award is administered by the Department. The application period is announced annually via DepartmentBulletin. Applicants must be accepted by Hunter College, in accordance with their admission requirements19

New York University (NYU), Robert F. Wagner Graduate School of Public Service –Chuck Barris ScholarshipGRADUATERequirements and eligibility: Rank(s)/Title(s) eligibleFor the MPA program All uniformed members of service All full time civilian members of the serviceFor the EMPA program Uniformed members in the rank of lieutenant and above Civilian members in managerial titles Academic requirements Bachelor’s degree with a minimum GPA of 3.0The New York City Police Foundation, in conjunction with New York University, provides a 30% tuitionreduction scholarship for studies leading to either a Master of Public Administration (MPA) or an ExecutiveMaster of Public Administration (EMPA) from the Wagner Graduate School of Public Service. Recipients arealso awarded an Educational Leave Grant for the duration of their studies. In addition, one recipient will begranted a 6,000 stipend from The New York City Police Foundation. The awardee is responsible for any tuitionbalance due to the school, as well as all other related expenses and fees.This award is administered by the Department. The application period is announced via Department Bulletin.Applicants must be accepted by New York University, in accordance with their admission requirements. Allcoursework and class attendance must be completed on off-duty time, except the Educational Leave Grant.20

Police Commissioner’s Graduate ScholarshipGRADUATE (1 award per year)Requirements and eligibility: Rank(s)/Title(s) eligible Uniformed members of the serviceAcademic requirements Bachelor’s degree with a minimum GPA of 3.0 Candidates must be matriculated in one of the schools listed below inorder to receive the awardThe New York City Police Foundation offers a 15,000 award for studies leading to a graduate-level degreerelated to either criminal justice or governmental administration at any of the following schools: BrownUniversity, Columbia University, Harvard University, Georgetown University, New York University, PrincetonUniversity, University of Pennsylvania, or Yale University. The awardee will also receive a 10 ½ month paid leaveof absence. Recipients are responsible for any tuition balance due to the school, as well as all other relatedexpenses and fees.This award is administered by the Department. The application period is announced annually via DepartmentBulletin. Applicants must be accepted by the qualifying school of their choice, in accordance with theiradmission requirements.21
