This is somekind of crime.”The so-called “maniac” inquestion is Steve Shaya, whohas been marking trees for removal with a red “X.”The trees are being markedfor removal either becausethey are infested or havecaused sidewalk slabs tobuckle up. The city is usingstate grant money earmarkedfor street and sidewalk repairsto fund the project.Despite growing outcry aboutthe removal of 80-to 100-year-old trees, Acting City ManagerKyle Tertzag is adamant aboutmoving forward.“I like trees,” he said. “Noone is trying to take awaytrees. We’re trying to providesafe sidewalks. It’s got to besmart green. It’s because oflawsuits, city says Continued from front pagedeficit and is now under thecontrol of an emergency manager.Still, critics say that there arealternatives to cutting downtrees, such as grinding downtree roots that are lifting up thesidewalk slabs.Emergency Manager CathySquare said she is aware ofthe issue and is looking into it.The first thing she requestedwas a copy of the city’s ordi-nance regulating trees.That ordinance says the director of Public Services, whichin this case is Steve Shaya,has the duty to protect thesafety of residents.One could translate that intomeaning he has the authority –in fact, duty – to remove treescausing a hazard to pedestrians.Another factor workingagainst halting the program isthat many of the trees are simply too big for the space theywere planted in many yearsago, possibly when those incharge didn’t use foresight indeciding which trees to plant.Tertzag said that new treeswill be planted to replace thosetaken down, but they won’tgrow to be as big.“Are the trees going to be replaced – absolutely,” Tertzagsaid.A question and answer with‘Save Hamtramck Trees’By Charles SercombeIn response to the city’stree removal/sidewalk repairproject underway, a group ofresidents have banded together and created a Facebook page in response, calledSave Hamtramck Trees.We talked, via email, withone of the organizers of thegroup, Jessica Frelinghuysen.Review: What do you thinkabout the decision-makers responsible for the tree removal?Frelinghuysen: Ultimately, it’sour understanding that thecity's DPW department is responsible for the managementof this project. The criteria forremoval is severe. If a tree somuch as heaved a sidewalksquare by one-half of an inchthe tree was marked for removal. That’s not much.The crews came in quickly,and started cutting. They removed as many 6 to 7 trees ina block. Despite the fact thatthe city said it would only remove about 45 large trees, weestimate that number is farcloser to 100. Surprisingly,dead trees and junk trees thatshould have been removedhave been left standing. Residents were stunned. Theirstreets were in one day abruptlydeforested.The project was not carefullyimplemented. It was forced onthe taxpayers without any notice. In other words, no letterswere sent to homeowners notifying them that trees on theirstreet would soon be removed.The city did not carry out thisproject in a considerate manner.The only information given tothose in the neighborhood wasa red X on the trunk. That’s it.Some assumed that the citywould be pruning them andwere later stunned when theywere chopped down.People need to be notifiedwhen a significant project thatwill affect them is occurring ontheir street. They needed achance and an opportunity toprotest the removal and discuss other options. Certainly inmost cases the concrete couldbe repaired without removingthe tree. There was no carefulcase by case evaluation.The criteria was cut and dry.The plan steamrolled ahead. Itleft people without a voice.Powerless.Even DTE with their gas linereplacement work has beenmore courteous regarding setup and implementation of theirproject. They sent letter andtalked to residents before working on their street. The city simply plowed ahead.Review: What does the groupwant to happen, ultimately?Frelinghuysen: We want thecity to stop the current project.We understand that sidewalksneed to be replaced. The criteria for tree removal needs to bemore flexible. Residents needto be given choices and opportunities to keep their trees.The city needs to act carefullyand give notifications withplenty of time to respond. Theadministration needs to do it’sbest to save as many trees aspossible and still flatten oursidewalks. They need to learnto be better stewards of the city.Review: Do you have alternatives to what is happening?Frelinghuysen: The course ofaction has to be handled with agreater attention to detail.
