Mission StatementInstitute for Leadership Development“The mission of the Institute for Leadership Development is to workas an interdependent team by integrating innovative and differentiatedpractices to develop highly qualified educational leaders so that theyare equipped to maximize student growth and achievement. ”Administrative Services Credential ProgramAcademic Honesty Policy1. All assessments, papers, oral and written assignments are to be the work of the studentpresenting the material.2. Any use of wording, ideas, or findings of other persons, writers, or researchers mustinclude a citation of the source. If exact words are used from another text, the text mustbe quoted.3. Material may not be provided to another student for the purpose of plagiarism.An instructor or faculty member of the Institute for Leadership Development who has proof thatthe academic honesty policy has been violated may take appropriate disciplinary action,including the refusal of course credit. If a faculty member has reason to suspect academicdishonesty but is unable to prove it, he or she may require additional and/or revised work fromthe student. A faculty member shall bring to the attention of the Program Director allviolations of the academic honesty policy. The Program Director may place on probation,suspend, or expel any student who violates the academic honesty policy.

Satisfactory Progress It is the responsibility of the Clear Administrative Services program staff to provideongoing feedback to each candidate regarding candidate competence. It is the responsibility of each coach and the coordinator to provide to the candidatefeedback as to his/her satisfactory completion of requirements. This includes, but notlimited to, assessment, coaching, Leading Edge Certification, and all other assignmentsand goals associated with the candidates Individualized Development Plan. All competencies and requirements have been identified for the Clear AdministrativeServices Program and must be met to be recommended for the Clear AdministrativeCredential. It is the responsibility of each coach, program coordinator and Leading EdgeFacilitator to assess the performance and provide written feedback to the candidateregarding candidate competence. Should the candidate not meet program standards andrequirements, the candidate may need to extend their program completion which willresult in added cost to the candidate. If work is incomplete or needs correction, the candidate is given two-weeks in which tosubmit all needed work to meet program requirements. All work must be submitted on or prior to the designated due date, unless a student hasextenuating circumstances and has discussed the issue with the coordinator.Grievance and Appeals ProcessShould a candidate question prerequisites for program participation, program requirements,participation hours, special needs provision, anti-discrimination policy, program extension requestrationale, demonstrating candidate competencies and/or denial of Clear Administrative ServicesCredential, the following process will be implemented:Step 1:The candidate will submit his/her concern in writing to the coordinator.Step 2:Following review of the concern, the coordinator will meet with the candidate to discussthe concern and attempt to resolve the presented issue(s) within two weeks.Step 3:In the event that a satisfactory resolution cannot be reached, the coordinator willschedule a meeting with the entire Program Administrative team, who will review theconcern, the proposed resolution, and make a final action decision regarding thegrievance.Step 4:The decision of the Clear Administrative Services Credential Team will be final, andwill be forwarded in writing within seven (7) days following the team meeting to thecandidate.

Professional BehaviorsThe Clear Administrative Services Program encourages and supports the development of thefollowing professional behaviors: Meeting with the assigned ACSA trained coach on a regular basis; Working on goals identified on the Individual Development Plan; Completing all assignments, professional development, and program requirements ontime including all program assessments and evaluations; Successfully completing all requirements for Leading Edge Certification; Successfully delivering an exit interview to document CPSEL and ILD competencies.Students with DisabilitiesThe program staff will make reasonable accommodations for students who show a documenteddisability that may interfere with the successful completion of course requirements. Overview of the Clear AdministrativeServices ProgramEligibility Criteria: Enrolling candidates must:1. Hold a Preliminary Administrative Credential and be employed in a position requiring anadministrative credential.2. Provide verification of employment. Employing Agency must verify employment in aposition requiring an administrative credential by signing the candidate’s application.Application Process: Enrolling candidates must submit: Completed Application FormResumeLetter of InterestCompleted Tuition Payment agreement form 2,000.00 deposit payable to OCDE.Please note: This deposit will be applied to the total tuition cost. However, should thecandidate opt-out prior to beginning the Clear Administrative Services Program, 1,700.00 will be refunded upon written notification of the decision to withdraw fromthe program.TuitionThe tuition cost for participating in the two-year Orange County Department of Education’sClear Administrative Services Credential Program is 5,500.00 per year.

Program RequirementsThe OCDE Clear Administrative Services Administrative Credential curriculum is based on theCalifornia Professional Standards for Educational Leaders (CPSEL’s) and the ILD CandidateCompetencies.Course Requirements1. Program Orientation2. Successfully complete Leading Edge Certification Program and its requirementsincluding portfolio, reflection/discussions, and other requirements as assigned.3. Actively participate in monthly (4 to 6 hours) of coaching4. Complete all program assessments including the Developing the 21st Century PrincipalAssessment (ID21)5. Participate in the Final Exit Interview on candidate’s competencies.6. Completion of professional development hours7. Completion of a Mid-year and Year-end Program Evaluation8. Timely payment of tuitionDeveloping the 21st Century Principal (ID21) Assessment CenterThe assessment center is designed to generate focused feedback to support the development ofaspiring or early career leaders. Each participant will be provided with accurate informationregarding his/her leadership strengths and areas of improvement as defined by the NationalAssociation of Secondary School Principals. Participants will receive individualized coachingspecific to the leadership skills addressed in this program. This is a two-day requirement.Note: If a candidate misses his/her training date due to an emergency and a replacement cannotbe found, the candidate may be responsible for an additional fee of 300.Exit Interview1. The Exit Interview is developed collaboratively with the candidates ILD coach. ClearCredential candidates are charged with demonstrating accomplished levels of competenceas measured by the CPSELs and ILD competencies.2. The Exit Interview is a 40-minute presentation at the conclusion of the program to aReview Panel. A rubric, developed for this purpose, will be used to assess candidatecompetence. Panel members will ask clarifying questions.Late Assignments for Leading EdgeAll program requirements and assignments must be completed on time. Late assignments willimpact the timeline of program completion which may result in a program extension and anincreased tuition to provide additional coaches stipend and Leading Edge facilitator’s hourlyrate.

Advice and Assistance1. An individual orientation session will be held prior to beginning the program.2. The program handbook providing details about program requirements, coaching, LeadingEdge Certification, portfolio, Exit Interview and other information will be provided tocandidates.3. The Program coordinator, and ILD Coach are available to assist candidates from the pointof enrollment to satisfactory demonstration of candidate competencies and programrequirement completion. Upon receipt of the required exiting documentation, the Clear Administrative ServicesCredential Program staff will submit the recommendation for the candidate’s ClearAdministrative Services Credential.
