1 IntroductionTCO Certified Edge is a first of its kind certification program for IT products that offer trulycutting edge sustainability solutions. TCO Certified Edge offers the IT industry a way toadvance sustainable IT through third party certification of best in class products that showleading edge attributes in a specific area.FTAll products certified to TCO Certified Edge are also independently verified to meet all criteria inTCO Certified, including requirements for environmental and social responsibility.DRATo quote parts of this criteria document (e.g. in procurements) is permitted, provided thesource is accurately and fully disclosed and the extent of the quotation is consistent withsound copyright practice.TCO Certified Edge Displays 3 - 2019 TCO Development AB. 2 CriteriaTo comply with TCO Certified Edge Displays, the product model is required to fulfil at least oneof the following TCO Certified Edge criteria. It is also necessary that the product is certifiedaccording to the regular TCO Certified requirements for the relevant product category.The four criteria options for TCO Certified Edge Displays are:AFTMinimum 85% recycled plastic contentHalogen free displayFull function ergonomic display standFlame retardant free enclosureDR TCO Certified Edge Displays 3 - 2019 TCO Development AB. 2.4 Flame retardant free enclosure (draft)BackgroundThe presence of hazardous substances makes materials less reusable and recyclable. Thesematerials risk being discarded directly into the waste stream, adding to the e-waste problemand leading to the loss of valuable resources. When materials are incinerated or placed inlandfills, hazardous substances may be released into the environment. This hinders thedevelopment of the circular economy, which is built around the concept of keeping materials inuse and avoiding waste altogether.FTFlame retardants are added to IT products to meet flammability safety standards, but their usehas led to greater adverse environmental and health impacts than fire safety benefits duringthe product life cycle. Presently, most deaths or injuries from fires are the result of inhalationof toxic fumes. The basic evidence and argument are outlined in an article by Shaw et al 2010 .Regulating identified hazardous flame retardants should always lead to the use of saferalternatives. The right approach is to design IT products in regards to performance whilstremoving as much adverse human and environmental impact as is technically possible.A2.4.1 MandateThe product enclosure must not contain flame retardants.Note: This applies to the stand, external power supply, external product enclosure and anyplastic sheeting affixed to the enclosure.DRExempted are all kinds of external cable insulation.Maximum concentration values tolerated for a restricted substance is 0.1% by weight of thematerial in homogeneous materials.Submit the following to an approved verifier:A written guarantee that the mandate is fulfilled. The guarantee must be signed by theresponsible person at the applicant company.Submit the following together with the application to TCO Development:A copy of a verification report from a verifier approved by TCO Development.ClarificationTCO Development has the option to require a description and photos showing specific designimprovements used to eliminate the use of flame retardants in the product plastic enclosure.In case of the need for laboratory verification, the costs related to the tests will be at theexpense of the brand owner.TCO Certified Edge Displays 3 - 2019 TCO Development AB.
