In a primary election, voters in each political party decide which candidates will represent the party inthe general election. If a candidate does not have party opposition, there is no primary election. Some offices, such as school board and town mayors andboards, are nonpartisan – because those elections are not aligned with political parties, they do not need a primary election to decide their party’s candidates.Return to the Student Candidate Guide online for other Election 2013 candidates, information about local government, and tionNation@GenNation

Student Candidate Guide 2013EconomyCommunity growth and/ortransportationCommunity safetyHousing andneighborhoodsBudgetMost important Role of local governmentCollaboration betweenCMS, local and stategovernmentcouncil successfully funded this effort.By 1) Promoting Charlotte’s global presence. 2) Expanding theresearch capacity/activities at UNCC, JCSU, Davidson, CPCC, JWUand others by making this a key component of our economicdevelopment strategy, and 3) through the expansion andinvestment in transportation/transit infrastructure to providetransportation options, assist in congestion management andspark economic development.I support finishing construction of the entire system as outlined inthe 2030 Transit Plan as it’s critical to the region’s transportationnetwork. We need transit options to mitigate future congestionissues. This may mean developing different parts of the systemwith a mixture of funding sources and financing options.I will continue my long and well‐documented support of theCharlotte‐Mecklenburg Police Department and Police ChiefRodney Monroe. We have to focus on rebuilding our tax base in areas of town thatcontribute more through infill development and redevelopment. To spur such development, the city’s role is to invest in basicinfrastructure improvements such a transit, roads and sidewalks.I will always work to make sure City of Charlotte operations arerun as effectively and efficiently as possible. I also will work to getas many state and federal dollars as we can for local benefits. To provide a stable, safe and livable environment for its citizens. The City of Charlotte has no direct role in the education system, but we do play a role in making sure students have a stable andsafe community in which to live, which directly correlates to theirperformance in school.Biggest accomplishment will beHaving completed a full funding strategy for the 2030 Transit Planso we can be on our way to build it to completion, therebyimproving Charlotte by creating jobs, improving our environmentand attracting more people to come here to live, work and play.Other commentsI have been honored to serve this community as an electedofficial, and look forward to serve as a Charlotte City Councilmember for my third ation

This willenable our city to remain affordable to attract new residents andbusinesses.I would like to see a steady economic growth and transportationplan in shorter cycles(5 to 6 years). this will enable our city tomake budge adjustments based on economic conditions in realtime. It will also enable us to focus on high priority needsfirst.Jobs/growth/improve city servicesAs we see crime on the decline there is still work to be done tomake all of our communities safe. Charlotte Intermodal Facility isexpected to create more than 7,000 jobs in the surroundingregion by 2030. If elected, I will find ways to build a strongercollaboration between the City, CMS and CPCC. This collaborationwill increase access to educational programs that will provide ouryoung people with training for today’s new jobs such as onecreated by the facility. How I will impact Young peopleEconomyI will find ways to build a stronger collaboration between the City,CMS (Charlotte Mecklenburg Schools) and CPCC (CentralPiedmont Community College). Enabling collaboration betweenthese entities will increase access to educational programs. Thiswill provide young people with training for the jobs of today andthe future – such as the ones created by the Intermodal Facility atthe Airport. I support the expansion of the Mayor's YouthEmployment program with a focus on developing opportunitiesfor exposure to the various interests for career and personalinterests. The investment in the City's economic development efforts arekey to keeping our local economy strong. We must continue torecruit new businesses with good jobs. We must also focus on

Student Candidate Guide 2013Community growth and/ortransportationCommunity safetyHousing andneighborhoodsBudgetbusiness retention to grow existing jobs in our community. TheCity must continue to invest in infrastructure ‐ transit, roads, sidewalks ‐ to attract businesses and their employees toCharlotte. The blueprint for improving public transportation is already inplace with the 2030 transit plan. The challenge is to preserve allmodes of transit specified in that plan (bus, commuter rail, lightrail, street car, rapid bus, neighborhood circulator, etc.) and todedicate additional funding to accomplish the plan, as the current½ cent sales tax is proving to be inadequate. Public transit istransformative for people, for neighborhoods and for cities. Wemust find a way to implement the 2030 plan more quicklythroughout Mecklenburg County. We must also be morecollaborative with the State and federal governments, as theyplan a key role in the public transportation infrastructure in NorthCarolina and around the nation. The community safety plan is a blueprint for engaging the policedepartment and every other city service with the goal to makeCharlotte a safe city. This effort includes many programs fromneighborhood lighting, targeted enforcement, citizen educationto victim advocacy. I support comprehensive planning and actionengaging every segment of our community for community safety.I support the preservation of existing housing stock. Charlotte hasa number of neighborhoods such as McCrory and Wesley Heights, built from the 1950s to the 1970s, that have easy access to publictransportation and should be maintained as affordable housing. Isupported and facilitated the new public‐private local rentsubsidy program to get individuals and families into private‐sector rental housing while building their incomes to move intopermanent private‐sector housing. I also support efforts toIncrease the supply of affordable housing units. I support theCity’s current housing policy to increase the supply of affordablehousing through the housing trust fund. This will provide housingfor the homeless and align supportive services with affordablehousing programs. I support the neighborhood improvementprograms, code enforcement and neighborhood planning andimplementation.I support the investment in the city’s infrastructure through theCity capital investment plan. Infrastructure is an importantcomponent of business retention and recruitment. Studiesindicate business location choices are based upon a number offactors including workforce, efficiencies, utilities and quality oflife. More than 75% of the general capital program is invested intransportation and local service facilities. I support the nNation

Student Candidate Guide 2013fund support of the departments providing quality services to ourcitizens ‐ the majority of property tax funding appropriatelysupports police, fire and garbage services. I will work with theMayor and City Council to improve relationships with theGovernor, state legislature, neighboring municipalities andadjoining counties to look for areas that will impact the City'sbudget. I will seek input from business and civic leaders to helpchart the financial future of Charlotte. Most important Role of local governmentCollaboration betweenCMS, local and stategovernmentThe most important role of local government is that which ischarges by the State to cities ‐ to provide municipal services tocitizens. These services should support the quality of liferequested and supported by the community.I believe the implementation of the 2030 transit plan. Publictransit is transformative for people, for neighborhoods and forcities. We must find a way to implement the 2030 plan morequickly throughout Mecklenburg County. We must also be morecollaborative with the State and federal governments, as theyplan a key role in the public transportation infrastructure in NorthCarolina and around the nation.Biggest accomplishment will beJob growth that will allow individuals the ability to rent or buyhousing and raise their family. We can impact that goal with therecruitment of companies with skilled jobs and working to trainand maintain a workforce for these skilled jobs. We can impactthat goal with strong education partnerships. We can impact thatgoal working with the State and the region.Other commentsI am running for an At‐Large City Council seat because we needleaders who can move beyond saying "no" to identifying pointsthat we can agree upon. The reason Charlotte landed andsuccessfully hosted the Democratic National Convention last yearwas a result of collaboration between elected officials workingwith business and community leaders. In the last year, however, division rather than compromise has governed us. I am aconsensus builder who knows how to get to "yes." I will workwith the Mayor and City Council to improve relationships with theGovernor, state legislature, neighboring municipalities andadjoining counties. I will seek input from business and civicleaders to help chart Charlotte’s future. As former Assistant CityManager and Budget Director, I have a thorough understandingof Charlotte’s local government and it’s impact on its citizenryand businesses. I am qualified to serve and have a deep love forour City and a commitment to our enNation
