What is OASIS? OASIS is a collection of 14 multiple-award IDIQ contractvehicles that can be used by any agency to purchaseknowledge-based services, including R&D services. It is already the second largest MA-IDIQ in the 60 billionknowledge-based services market after SeaPort-E and will likelybecome the largest in the next two years. OASIS’ creators at GSA pioneered several innovations, includingthe scorecard technical evaluation scheme, the highesttechnically rated with fair and reasonable prices selectionmethod, new on-ramp and off-ramp procedures, subpoolcreation options and volume-based contract access feereductions. OASIS: Teaming at the Task Order Level Section 867 of the 2016 NDAA Introduces Teaming CONTRACT TEAMING.— “(A) IN GENERAL.—In the case of a solicitation of offers for abundled or consolidated contract that is issued by the headof an agency, a small business concern that provides for useof a particular team of subcontractors or a joint venture ofsmall business concerns may submit an offer for theperformance of the contract. “(B) EVALUATION OF OFFERS.—The head of the agency shallevaluate an offer described in subparagraph (A) in the samemanner as other offers, with due consideration to thecapabilities of all of the proposed subcontractors ormembers of the joint venture2016 National Defense Authorization Act17

The Outlook for OASIS OASIS has more than 10 billion in orders to date and coulddouble in size in the next year. More and more agencies will opt to use OASIS rather thanrecompete other knowledge-based services IDIQs. GSA will face pressure to expand the pools so that there aremore competitors. GSA will continue to innovate through the enforcement ofoff-ramps, the creation of sub-pools and the use of verticalon-ramps. OASIS will be a model for other IDIQs across government.18
