COMMUNITYSAFETY TEAM ENVIRONMENTALHEALTHtestament to the City’s sound management andprudent financial planning.The 1.8 per cent increase in this budget aligns with theLocal Government Cost Index prepared by the WA LocalGovernment Association.Although it is higher than the Consumer Price Indexfor WA, CPI is not an accurate reflection of localgovernment costs.WALGA’s Local Government Cost Index takes intoaccount CPI as well as more specific costs likeelectricity and street lighting, which have gone up by5.8 per cent in the past year.In addition to Kings Square, this budget includes theconstruction of the new Fremantle Park Sports andCommunity Centre and the roll-out of the new threebin Food Organic Garden Organic waste managementsystem, along with an extensive program of roadimprovements, new play spaces and upgrades tosporting facilities.This budget continues the trend of recent years bykeeping rates low and maintaining services andamenity for residents while also contributing to therevitalisation of the city centre and setting Fremantleup for an exciting and prosperous future.Brad PettittMayor, City of Fremantle3

BUDGET OVERVIEWBUDGET BALANCESSERVICES AND SUPPORTThe City of Fremantle’s 2019–20 budget seeks todeliver the services and support our residents needwhile also paving the way for a vibrant andexciting future.Total expenditure in the budget is 130.1 million,including 56.6 million in capital expenditure.The bulk of this investment is a 44 million allocationtowards the construction of the City’s new civic centreand library in Kings Square. A further 2 millionis allocated to the upgrade of the public spacessurrounding the square, while 110,000 will gotowards the design of the new Kings Squareplay space.Another significant investment is the constructionof the new Fremantle Park Sports and CommunityCentre. This 4.1 million project, of which 3.2 millionis allocated in this year’s budget, will become thenew home for the Fremantle Tennis Club, FremantleBowling Club and the Fremantle Workers Social andLeisure Club. Along with new sporting facilities it willalso feature a café, alfresco area and rooms that willbe open to the public to enjoy. As a complementaryproject, a further 350,000 will be spent building anew public car park adjacent to the new Sports andCommunity Centre.4The 2019–20 budget also features a 1.75 millionprogram of road maintenance and road safetyimprovements. This includes a 100,000 commitmentto improvements to cycling infrastructure under theCity’s recently revised Bike Plan, and 100,000 toimprove verge parking along Rennie Crescent in Hilton.Community safety will be boosted by the investmentof 691,000 to roll out the final stage of the Safe Cityupgrade to Fremantle’s CCTV network.The Fremantle Markets will be getting a facelift, with 230,000 allocated to restoration and conservationworks, while 120,000 will go towards the restorationof the Fremantle Town Hall.Work is continuing to transform Cantonment Hill intoa high quality public space, with more than 80,000allocated to improve facilities and amenities, includingfurther upgrades to the Naval Store and Signal Station.A further 89,000 has been allocated to upgrades atBooyeembara Park, including 24,000 towards thedesign of new mountain bike trails in the park.Investments in sporting facilities include 200,000towards new floodlighting at Hilton Park, a new 120,000 play space at Frank Gibson Park and 90,000 to upgrade the swimming pool enclosure atthe Fremantle Leisure Centre.

WE’RE ABOUT TOGOGO FOR FOGOThe way we sort our waste is about to change in theCity of Fremantle.Currently, about 60 per cent of household waste isfood organics that ends up in landfill.Sending organic waste to landfill causes a whole hostof issues. Landfill space is limited and expensive and asthis waste decomposes it generates methane, which is aharmful greenhouse gas.The City of Fremantle was the first council to sign itsresidents up to the new three-bin FOGO system. Inaddition to the yellow-lidded recycling bin and generalwaste bin, residents are provided with a large 240LFOGO bin to collect organic waste such as food scraps,dog poo and kitty litter as well as garden waste.Collected weekly by the City’s waste services, thisorganic matter will be diverted from landfill and insteadbe turned into high-quality, nutrient-rich compost tohelp our dry Western Australian soil.The highly anticipated roll out will start this Septemberto over 11,000 properties in the City of Fremantle.Residents will go from a two-bin to a three-bin systemand will receive two new bins: a 240L lime green-liddedFOGO bin and a smaller, 140L red-lidded general wastebin. The new bins, together with the existing yellowlidded recycling bin will create the new bin system.FOGO-ers will also receive a handy 8L kitchen caddyand a year’s supply of compostable liners to helpcollect food scraps.GOOD SORTING STARTSIN THE KITCHENResearch shows that sorting doesn’t happen at therubbish bin, it starts in the kitchen. Whether you willuse a two or a three bin system, it’s easy to set upthree waste collection bins in the home to separateyour food scraps (if you don’t have a FOGO bin, set upa home compost system), recycling and general waste.Food and organic waste accounts for more than 60 percent of an average householder’s general waste bin.Composting and mulching food and garden organics isalso cheaper than sending them to landfill.Approximately 60 per cent of theaverage household waste is foodorganics that ends up in landfill.6RECYCLE RIGHT!High contamination levels in our recycling bins stillremains a problem in Western Australia. When arecycling bin has a high amount of food waste andother matter that doesn’t belong in the recycling bin,it’s considered contaminated and isn’t able tobe recycled.We see a large amount of contamination in ourrecycling and as a result, it ends up in landfill. Thereare some easy changes you can make in the way yousort your waste to help minimise contamination ratesand help divert as much waste from landfill:NAPPIES ARE A NO-NOThe basic rule for recycling is that the product cannothave touched your body—this includes nappies,sanitary items, wipes and tissues and this would gointo your general waste bin.IT MUST BE CLEANItems can only be recycled if they are clean. Beforeyou throw anything into the recycling bin, make surecontainers have their lids removed and arerinsed out.SMALL BOTTLE CAPS AND LIDSCAN’T BE RECYCLEDPeople have the best intentions when they put theirbottle caps and small lids in recycling, however theyare too small to process and often get caught inmachinery. Bottle caps and lids smaller than the palmof your hand should go in your general waste bin.SCRUNCHABLE PLASTICSARE NOT RECYCLABLEThe most common recycling mistake people makeis throwing soft plastics such as plastic bags, foodpackaging or any “scrunchable” plastic in with the restof their plastic containers.OILY PIZZA BOXESFreo residents love a good pizza. Next time you orderone in, remember that anything that goes into yourrecycling bin must be clean. If there are any tracesof oil or food on cardboard boxes, pop this into yourgeneral waste or if your property will receive the FOGObin system, this can go into the FOGO bin.

FREO’S HEARTREVITALISEDThe 270 million renewal of Kings Square—apartnership between the City of Fremantle and SironaCapital—is a once-in-a-generation project that willtransform the civic heart of Fremantle.The project includes Sirona’s redevelopment of the oldMyer and Queensgate sites to create offices for 1500state government employees and the revolutionaryFOMO food and retail concept, the construction ofthe City of Fremantle’s new civic centre and librarybuilding, and the rejuvenation of the public spaces thatsurround the site.Construction of the Sirona elements of the projectstarted in September 2017, while construction of theCity’s new building commenced in April. The project isexpected to be complete in mid-2020.When completed more than 2000 people will beworking in Kings Square, injecting an estimated 358million into the local economy.The City’s new civic centre will be one of the mostenergy efficient buildings of its size in Australia andshowcase a range of sustainability features like asophisticated automated opening façade systemdesigned to capture Fremantle’s famous sea breezesand enable natural ventilation, a solar PV system,energy-efficient LED lighting and water savingappliances.It will have a stunning modern library, fully accessibletoilets and change facilities, a state-of-the-artinformation and customer service centre, a widerange of community meeting rooms and gallery andexhibition spaces integrated with the Town Hall.But most importantly, it will bring people back to theheart of Fremantle. Not only will it make Kings Squarea safer, more attractive and vibrant space, it will alsobetter enable Fremantle to thrive as a seven day aweek economy.We are already seeing the catalytic effect the KingsSquare project is having in Fremantle’s city centre,with numerous proposals to develop new residentialapartments, commercial spaces, hotels, andhospitality venues.It is a genuinely transformational project, which willbreathe new life into Fremantle’s civic heart and beenjoyed by generations to come.8
