ElevatorProject #19-0181.City of Vancouver – City Hall453 12th Ave., Vancouver, BCElevator UpgradesFebruary 25, 2020General1.1.ScopeThis specification is intended to cover the upgrading of one (1) existing basement traction passengerelevator #3 also known as the “Private Elevator” or “Executive Elevator” as described hereinafter, in a firstclass workman-like manner, by the Elevator Contractor.1.2.DefinitionsTerms used in the specification shall be defined as given in the latest adopted edition of the ASME A17.12007/CSA B44-07 - Safety code for elevators and escalators.Where the term “Owner” or “Owner’s Representative” is used herein, this shall be read as “The City ofVancouver”.Where the term “Consultant” is used herein, this shall be read as “VERTECH Elevator Services Inc.”.Where the term “Contractor” or “Elevator Contractor” is used herein, this shall be read as the person(s) orcompany contracted by the Owner to furnish materials and labour as required by the specification andcontract documents.1.3.Related WorkTo complete this installation, the following items must be performed or furnished by trades other than theElevator Contractor, in accordance with governing codes: Any other work required to complete theinstallation or satisfy the regulatory authorities and not specifically listed herein shall be the responsibilityof the Elevator Contractor. The following items shall be completed as part of the Owner’s responsibilities:Miscellaneous Building Work:a) Removal of old abandoned mechanical system piping in the elevator machine room.b) Removal of old abandoned mechanical system piping in the elevator hoistway (note: some plumbingand sprinkler piping is still active and will remain in place.1.4.Sub-Contract WorkTo complete this installation, the following items, as a minimum, shall be performed by the ElevatorContractor or shall be subcontracted by the Elevator Contractor, to be performed or furnished by tradesother than the Elevator Contractor, in accordance with governing codes:Miscellaneous Building Sub-Contract Work:a)Patching and fire-stopping of existing holes and penetrations in the elevator machine room andhoistway enclosure.b) Removal of old and abandoned pneumatic tube system pipe and wiring in the elevator hoistway.c) Removal of old and abandoned electrical conduit, boxes, etc. in the elevator hoistway. Subcontractors shall meet the Ownerscriteria and shall be approved for work on the site prior to commencement of any work by the subcontractor.1.5.Cash AllowancesInclude in the contract amount, cash allowances as stated herein to cover the net cost to the ElevatorContractor of services, products and the like incurred in performing the work.The contract price, and not the cash allowance, shall include the Elevator Contractors labour, overhead andprofit in connection with such cash allowances. The contract price shall be adjusted by written order toprovide for an excess or deficit in the contract value for each cash allowance. Where costs under a cashallowance exceed the amount of the allowance, the Elevator Contractor will be compensated for any excessincurred and substantiated plus an allowance for overhead and profit as set out elsewhere in the contractdocuments.The work required by the cash allowance will be competitively bid to qualified sub-contractors familiarwith the requirements at the site where possible or it shall be procured from sub-contractors approved by theOwner.The intent is that the Elevator Contractor shall act as a General Contractor for all sub-trades and shall fulfillthe role of the Prime Contractor for the purposes of overseeing workplace safety as required byWorksafeBC.The following sums shall be included for the fabrication, supply installation, connection, testing andcommissioning of the following items;1.Include a Cash Allowance of 25,000.00 for Electrical Sub-Contractor work including alterationsto the Building Fire Alarm System by a Qualified Electrical Sub-Contractor as follows:Elevator #3 – Electrical Work – Included as Cash Allowance:a) Provide additions and alterations to the building fire alarm system to provide suitable signals forinitiating recall of the elevator in accordance with the B44-07 Elevator Safety Code. The Electrical trade shall participate in pre-testing of the elevator/fire alarminterface, testing with the TSBC elevator safety officer and they shall conduct and arrange acoordinated final test and inspection with the City of Vancouver building inspector and fire departmentat the conclusion of the project as required (unless it is determined that a Building Permit is notrequired).Provide and install new guarded light fixture, light switch and GFCI power outlet in the overheadmachinery space.Provide and install new guarded light fixture and GFCI power outlet in the elevator pit to replace theexisting light fixture and outlet.Provide new feeder wires and conduit from the disconnect switch to the new elevator controller ortransformer location as required including extension of the grounding conductor as necessary.Provide new feeder wires and conduit from the cab light disconnect switch to the new elevatorcontroller location as required. Label the car light disconnect switch so that it is properly identified.Provide telephone line connections to the new elevator controller location for the elevator telephone.Provide conduit between the existing lobby rescue station and the #3 elevator hoistway or machineroom for the installation of wiring to the new remote recall switch and for connection of the elevatortelephone to the existing rescue station (lobby phone).Provide a “load on generator” signal if not already in place from the Emergency Distribution systemAutomatic Transfer Switch ATS-C to the elevator control system to indicate when the elevator powersupply is connected to the building emergency power generator.The allowance shall be for the additional cost of the Electrical Sub-contractor work indicated above asquoted by the sub-contractors exclusive of any added markup, overhead and profit for the ElevatorContractor.The Elevator Contractor shall provide access to the hoistway, car top, pit, overhead and machine room areasfor the Electrical Sub-Contractor as part of the base bid for the work and not as part of this cash allowance.1.6.Alternative ProductsAlternative products to those specified may be accepted provided they are pre-approved in writing by theOwner prior to submission of bid.Elevator Contractors wishing to obtain pre-approval of alternative products shall make such requests inwriting for consideration by the Owner and the Consultant. Requests for alternatives shall include a fulldescription of each product including full-disclosure of the proprietary nature of the equipment includingdiagnostics, tools, components and spare parts. Requests shall also include a list of sites where the producthas been used locally, references and details on the training available for the products including training forthird party Elevator Contractors or the Owner’s personnel.Acceptance of alternative products shall not imply acceptance of any deviation or variances from thespecified requirements unless such deviations or variances are clearly stated and agreed to in writing priorto the submission deadline. ElevatorProject #19-0181.7.City of Vancouver – City Hall453 12th Ave., Vancouver, BCElevator UpgradesFebruary 25, 2020Codes and RegulationsAll new equipment shall be furnished and installed in accordance with the CSA/CAN-B44-07 Safety Codefor Elevators, including any applicable supplements, the BC Safety Standards Act and the BC ElevatingDevices Safety Regulation and any other local requirements that may be in force.The new equipment and installation shall comply with the Canadian Electrical Code, the VancouverBuilding ByLaw and Fire Code for the jurisdiction of the work as well as any and all applicable local codes.1.8.CertificatesThe Elevator Contractor shall furnish all licenses and permits and shall arrange for and make all inspectionsand tests required thereby. The cost of certificates, licenses, permits, etc. for any sub-contract work shallalso be included in the basic submission price.1.9.Material and WorkmanshipProvide only new material and equipment designed for elevator use.Install all equipment in a neat and professional manner. Label all components clearly and secure all wiringin a neat and orderly fashion.1.10. WarrantyThe Elevator Contractor shall guarantee the materials and workmanship of the apparatus furnished underthese specifications and will make good any defects not due to ordinary wear and tear or improper use orcarelessness which may develop within two (2) years from date of substantial completion of the project.Substantial completion shall be the point at which all of the new equipment has been installed and all of theelevators are operating as a group with all required features operational. The Consultant shall verify the dateof substantial completion of the work.1.11. HoardingProvide hoarding for the protection of the public and worker’s at the site.Where the work requires that the hoistway is open provide a substantial hoarding with a locked access doorto protect the opening.Provide barriers at all working floors to protect the public from the area of the work.1.12. ConductThe building is occupied and therefore conduct at the site must be appropriate so as not to interfere with thenormal functioning of the building.Materials, tools and other equipment shall be stored and protected in areas designated by the Owner, ifavailable.Any noisy or smelly work or work requiring that more than one elevator is required to be out of service forany amount of time shall be performed at times suitable to the Owner. Arrange to do such work attimes designated by the Owner. The Elevator Contractor shall include an allowance in the contract price toconduct such work in overtime as may be required.The Elevator Contractor and any subtrades shall be responsible for any damage or soiling of buildingfinishes resulting from performance of the work and the Owner shall reserve the right to deduct the cost ofany remedial work required in the event that the Elevator Contractor or their subtrade fails to correct anysuch damage or soiling.Any prolonged, disruptive or noisy work that is required to be conducted as rigging, hoisting, etc. shall bedone outside of regular working hours. The Elevator Contractor shall make an allowance for significantovertime to perform disruptive work of this nature outside of regular working hours when necessary.Permitted hours of work at the site will generally be from 7:00 AM to 5:00 PM to be verified with thetenants once the schedule is confirmed. Prior notice and approval must be given and obtained prior to anywork being performed outside of the approved hours.1.13. Site AccessThe Elevator Contractor shall examine the site with respect to the constraints and limitations of accessingthe areas of the work.Elevator Contractors shall allow for the existing site conditions in preparing estimates for moving in andinstalling new equipment, tools and materials as well as equipment removal.The Elevator Contractor and the subtrades shall protect the building floor levels, stairwells, etc. when usingcommon areas for hoisting, storage and the like. The Elevator Contractor and their subtrades shall beresponsible for any damage or soiling of building finishes resulting from performance of the work and theOwner shall reserve the right to deduct the cost of any remedial work required in the event that the ElevatorContractor or their subtrade fails to correct any such damage or soiling.The Elevator Contractor and all sub-trades will be required to sign in and sign out of the building on a dailybasis and to obtain keys / access cards for access in the building1.14. StorageStorage for the Elevator Contractors tools, equipment and for the new elevator equipment may be limited onsite and the Elevator Contractor shall ascertain and allow for existing site c
