THISMONTH’SFOCUSPERSONNEL VETTINGTRUSTED WORKFORCE 2.0:THE FUTURE OF PERSONNEL VETTINGDID YOU KNOW?DCSA’s end-to-endpersonnel vettingoperations include theFederal backgroundinvestigations program,adjudications for theDepartment of Defense(DOD), continuousevaluation/continuousvetting for DOD, and insiderthreat analysis for DOD.CDSE – Center forDevelopment of SecurityExcellence@TheCDSECenter for Development ofSecurity ExcellencePersonnel security is goingthrough a bold overhaulof how the FederalGovernment establishesand maintains trust in theworkforce. In March 2018,the Office of the Directorof National Intelligence(ODNI) and the Office ofPersonnel Management(OPM) launched the TrustedWorkforce 2.0 (TW 2.0)effort with partner agenciesacross the U.S. Governmentto overhaul the Federalpersonnel vetting process.This new model willreshape personnel securityby offering a seamlessapproach for establishing,maintaining, and reestablishing trust utilizingan enterprise approachto overhaul the securityclearance process.Departments and agenciesbecame aware of the E.O.13467 implementationstrategy through theJoint ODNI and OPMMemorandum on February3, 2020. The final state ofthis strategy is TW 2.0.It will refine and finalizethe interim continuousvetting (CV) requirementsset forth in E.O. 13467 andestablish new guidance forinitial vetting, upgrades,transfer of trust, and there-establishment of trust.CV is a real-time review ofan individual’s backgroundat any time to determineif they continue to meetthe requirements to accessclassified information. Thegoal of CV is early detectionto address potentialindicators and allowindividuals the opportunityto seek assistance beforepotentially becoming aninsider threat.In addition to theaforementioned, a majorpart of the TW 2.0 includesthe decommissioningof the Joint PersonnelAdjudication System(JPAS) and replacing it withthe Defense InformationSystem for Security(DISS) as the official DODsystem of record. Thisbecame official on March31, 2021, per a DCSAmemorandum. DISS servesas the enterprise-widesolution for personnelsecurity, suitability, andcredentialing managementfor DOD military, civilian,and contractors. Italso processes andmanages personnelsecurity, suitability, andthe Homeland SecurityPresidential Directive12 determinations of allDOD civilian, military, andcontractor personnel.The transition from JPASto DISS completed acritical step toward thedeployment of the NationalBackground InvestigationServices (NBIS) and fullimplementation of TW2.0. Stillin development, DCSAassumed operationalcontrol and responsibilityfor NBIS from the DefenseInformation SystemsAgency on October 1,2020. NBIS will buildupon and replace a suiteof legacy backgroundinvestigation IT systems,decommissioning them instages through 2023. NBISalso implements CV andreal-time automated recordchecks in accordance withTW 2.0 policy changes. By focusing on missionneeds and people, it takesa risk-based approachDCSA is the primaryinvestigative serviceprovider (ISP) for theFederal Government,conducting 95% of allbackground investigationsfor more than100 agencies.versus a one-size-fits-allapproach. The partnershipbetween personnel vettingtraining and operationalelements will improve thequality and efficiency oftraining for the DOD andDCSA vetting workforce.CDSE will support theevolving personnel vettingmission with current andnew training products andresources. The course examines thecore components of the PSP, toinclude the PSP’s legal and regulatoryframework, position designationsand special access requirements, theFederal Investigative Standards, andthe National Security AdjudicativeGuidelines. The main focus of thecourse is to introduce the studentsto the 13 National AdjudicativeGuidelines and how they are used tomake determinations for eligibility foraccess to classified /PS001.htmlIntroduction to Personnel Security(PS113.16)This course introduces themanagement practices andprocedures required to administerthe Department of Defense (DOD)Personnel Security Program (PSP)at the military base/installationlevel.
