Ministry for HealthPOST OF RESIDENT SPECIALIST (VARIOUS SPECIALTIES) AT THE GOZO GENERALHOSPITAL WITHIN THE MINISTRY FOR HEALTHNomenclatures denoting the male gender include also the female gender.1.1 The Director (Resourcing and Employee Relations), Ministry for Health, invites applications for thepost of Resident Specialist (Various Specialties) at the Gozo General Hospital within the Ministryfor Health.1.2 Vacancies exist in the following specialties: Psychiatry;Obstetrics and Gynaecology;Orthopaedics;Surgery;Radiology.Terms and Conditions2.1This appointment is subject to a probationary period of one (1) year.2.2The Resident Specialists shall report to the Gozo General Hospital (GGH) Management andClinical Leadership of the Hospital and ultimately being answerable to the Chief MedicalOfficer.2.3The salary for the post of Resident Specialist is Salary Scale 5, that is, 26,770 per annum,rising by annual increments of 640.67 up to a maximum of 30,614.2.4The appointees will be able to choose to work on a Contract A or Contract B basis.Duties3.1 The generic duties of Resident Specialist (Various Specialties) as indicated in paragraph 1.2include, amongst others:a. providing a thorough handover of patient care when colleagues other than him/herself areresponsible for continuing the patient’s care. This implies the need for appropriate skills forboth verbal and non-verbal communication in line with practice at Gozo General Hospital(GGH);b. making appropriate and full use of hospital resources, data and information technology toensure optimal patient diagnosis and management;c.providing assistance to clinical colleagues in other specialties;d. maintaining and further developing liaison with other hospitals to share expertise andresources in the interest of best practice and patient safety;e. developing and maintaining collaborative relationships with clinical colleagues in otherspecialties and participating in regular multidisciplinary clinical, administrative and committeemeetings;f.participating in hospital teaching programmes directed at both students and staff;

g. leading or participating in research initiatives in collaboration with colleagues and students asappropriate, including other institutes both locally and abroad;h. demonstrating a firm involvement in clinical governance, risk management and clinical audit –this includes the development and maintenance of appropriate systems and practices toensure continued safe clinical practice and the supervision of implementation of thesepractices by colleagues in the field;i.keeping abreast with the current developments in their field pertinent to the service at theGozo General Hospital (GGH) and participating in postgraduate meetings locally and abroad.S/he will be required to be involved in the on-going education of clinical colleagues at alllevels especially as new services and protocols are developed;j.actively participating in and comply with quality improvement and patient safety, includinginfection control practices;k.carrying out any other duties according to the exigencies of the Public Service as directed bythe Principal Permanent Secretary;l.making use of the Information Technology systems which may be in operation at the GozoGeneral Hospital (GGH) and within the Ministry for Health.Further details of the job description for each specialty, as indicated in paragraph 1.2, may beobtained from the Resourcing and Employee Relations Directorate, Ministry for Health, 15, PalazzoCastellania, Merchants Street Valletta, VLT 1171, which may also be contacted by email atrecruitment.health@gov.mt.3.2An appointee may be required to perform duties in any of the health care services of theGovernment of Malta at the discretion of the Management.Eligibility requirements4.1By the closing time and date of this call for applications, applicants must be:(i) (a)citizens of Malta; or(b) citizens of other Member States of the European Union who are entitled to equaltreatment to Maltese citizens in matters of employment by virtue of EU legislation andtreaty provisions dealing with the free movement of workers; or(c) citizens of any other country who are entitled to equal treatment to Maltese citizens inmatters related to employment by virtue of the application to that country of EU legislationand treaty provisions dealing with the free movement of workers; or(d) any other persons who are entitled to equal treatment to Maltese citizens in mattersrelated to employment in terms of the law or the above-mentioned EU legislation andtreaty provisions, on account of their family relationship with persons mentioned inparagraph (a), (b) or (c); or(e) third country nationals who have been granted long-term resident status in Maltaunder regulation 4 of the “Status of Long-Term Residents (Third Country Nationals)Regulations, 2006” or who have been granted a residence permit under regulation 18(3)thereof, together with family members of such third country nationals who have beengranted a residence permit under the “Family Reunification Regulations, 2007”.The advice of the Department of Citizenship and Expatriate Affairs within the Identity Malta Agencyshould be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue ofan employment licence in so far as this is required by the Immigration Act and subsidiary legislation.Jobsplus should be consulted as necessary on this issue.(ii)able to communicate in the Maltese and English Languages.4.2 By closing time and date of this call for applications, applicants must furthermore be:(i)listed in the Specialist Register of the relevant specialties, as indicated inparagraph 1.2, kept by the Medical Council of Malta; or(ii)approved for inclusion in the Specialist Register of the relevant specialties, asindicated in paragraph 1.2, kept by the Medical Council of Malta; or(iii)(a)in possession of a Certificate of Completion of Specialist Training (CCST) issuedby the Specialist Accreditation Committee of Malta for the relevant profession,which shows that the applicant has completed such specialist training as may beprescribed for the relevant specialties, as indicated in paragraph 1.2; or(b)in possession of a specialist qualification equivalent to the CCST for the relevantspecialties, as indicated in paragraph 1.2, which is issued by the competentauthority in another EU member state, as listed in Part 1b of the SecondSchedule of the Health Care Professions Act of Malta; or(c)in possession of any other specialist qualification provided that this must beaccompanied by a formal recognition statement by the Specialist AccreditationCommittee of Malta, stating that the qualifications/experience are sufficient for adoctor to be registered with the Medical Council of Malta as a specialist in thatparticular specialty, as indicated in paragraph 1.2.4.3The successful candidate eligible under paragraph 4.2(iii) (c) above must be listed in theSpecialist Register kept by the Medical Council of Malta and must also be fully registered with theMedical Council of Malta before appointment.4.4Candidates applying in terms of paragraph 4.2(iii) (b) and paragraph 4.2 (iii) (c) above mustobtain a recognition statement from the Specialist Accreditation Committee of Malta confirming thattheir qualifications may be considered as an equivalent to the Certificate of Completion of SpecialistTraining (CCST) issued by the Specialist Accreditation Committee of Malta. In case of any difficulty,the advice of the Specialist Accreditation Committee of Malta is to be sought.For ease of reference, the website of the Specialist Accreditation Committee of Malta may x)4.5Candidates applying in terms of paragraph 4.2 (iii) (b) or paragraph 4.2 (iii) (c) and who arerequired to present a statement by the Specialist Accreditation Committee as specified in paragraph4.4 should include a copy of that statement with their applicaton and present the original at theinterview. Candidates not in possession of the required statement may still apply, provided that theysubmit a copy of the statement as soon as it is available and, in any case, by not later than the closingdate of this call for applications. Applicants who fail to present the required statement within the onemonth period for reasons beyond their control may request an extension of this time limit, up to afurther one month, from the Head of Department receiving the applications, indicating clearly thereasons for the delay. Requests for an extension beyond this period are to be submitted for theconsideration of the Public Service Commission.4.6 Public Officers holding a grade in a particular stream, and who were granted Officer in Scalestatus by virtue of a Grievances Unit decision in the same scale as that of a higher grade in that

stream, are eligible to apply for grades open to officers holding such higher grade within the streamthat carries the same scale as that of the Officer in Scale status.The years of service since the effective date of appointment as Officer in Scale are reckonable for thepurpose of satisfying any requisite years of service stipulated in calls for applications.Any other eligibility requisites for the post must be met in terms of this call for applications.4.7 Public officers who are ordinarily resident in Gozo but currently work in Malta, and who hold thesame substantive grade as that being advertised, may apply laterally. 4.6 Uffiċjali Pubbliċi li għandhom grad fi klassi partikolari, u li ngħataw il-ħatra ta’ Officer in Scalepermezz ta’ deċiżjoni tal-Grievances Unit fl-istess skala ta’ dak ta’ grad ogħla fl-istess klassi, humaeliġibbli li japplikaw għal gradi miftuħa għal uffiċjali li għandhom tali grad ogħla bl-istess skala ta’ diktal-ħatra ta’ Officer in Scale.Is-snin ta’ servizz mid-data ta’ meta ġiet effettiva l-ħatra bħala Officer in Scale jgħoddu bħala parti missnin ta’ servizz mitluba fis-sejħa t’applikazzjonijiet.Kwalunkwe kriterju ieħor t’eliġibbilta’ għall-post irid jiġi sodisfatt skont din is-sejħa t’applikazzjonijiet.4.7 Uffiċjali Pubbliċi li huma residenti Għawdex iżda li bħalissa jaħdmu Malta, u li għandhom gradsustantiv hekk kif qed jiġi rreklamat, jistgħu japplikaw lateralment. F’każ li jintgħażlu, tali Uffiċjali jiġuttrasferiti għall-iSptar Ġenerali ta’ Għawdex, u jżommu l-grad rispettiv u l-intitolament tas-salarju.4.8L-applikanti jridu jkunu ta’ kondotta li hi xierqa għall-post li l-persuna qed tapplika għaliha(applikanti li diġa’ qegħdin jaħdmu fis-Servizz Pubbliku ta’ Malta jridu jippreżentaw is-Service andLeave Record Form (GP 47); filwaqt li dawk li japplikaw minn barra jridu jippreżentaw Ċertifikat riċentital-Kondotta maħruġ mill-Pulizija jew awtorità oħra kompetenti mhux aktar minn xahar (1) qabel iddata tal-applikazzjoni, u jindikaw jekk qatt kinux impjegati tal-Gvern qabel u jagħtu d-dettalji).4.9 Il-kandidati magħżula jridu jkunu eliġibbli għall-ħatra f’dan il-grad, skont 4.1 sa 4.7 hawn fuq,mhux biss sal-ħin u d-data tal-għeluq ta' din is-sejħa għall-applikazzjonijiet, iżda wkoll fid-data talħatra.4.10 L-applikanti prospettivi għandhom jaraw id-dispożizzjonijiet ġenerali marbuta ma’ din is-sejħagħall-applikazzjonijiet fejn jikkonċerna s-sottomissjoni ta’ dikjarazzjoni ta’ rikonoxximent tal-kwalifikimingħand l-MQRIC, jew awtorità pertinenti oħra, kif applikabbli (ara l-link aktar ‘l isfel).Sottomissjoni ta' dokumentazzjoni5.1 Il-kwalifiki u l-esperjenza li l-persuna jkollha għandhom jintwerew b’ċertifikati u/jew dokumenti likopja tagħhom għandha tkun scanned u mibgħuta permezz tar-Recruitment Portal fuqhttp://recruitment.gov.mt.
