WNC CelebratingYearsEmbracing the Past & Looking Ahead2011 brings a significantbirthday to Western NevadaCollege - the Big 4-0.With it comes the chance to embrace the past and look forward. Perhaps because WNC has served thousands of Nevadans for decades, somemay take our community college forgranted. They may not realize thatour three campuses and five education centers have been successful because of the vision and effort of manythroughout the Silver State.In 1971, the dreams of local educators, civic leaders and students becamea reality. Western Nevada CommunityCollege opened to serve adults andtraditional age students throughoutnorthwestern Nevada.The college began its charge without dedicated buildings. Instead, spacewas rented for classes in communitiesas far and wide as Reno, Carson City,Hawthorne, Yerington, Fallon, InclineVillage and Zephyr Cove.There were 705 students that firstsemester, but the numbers quicklygrew to 2,106 in 1972. The BristleconeBuilding opened on the new CarsonCity campus in 1974.Over the years, university transfercourses have become as important ascareer preparation programs. However, the first graduating class in 1972showed the focus on careers. Of 30graduates, 16 earned nursing degreesand 14 studied business technology orradiologic technology.Today close to 6,000 students attend each semester, and Western offersa bachelor’s degree in constructionmanagement and more than 40 academic degrees and certificates.OTHER MILESTONES1976 - Western is split, with the north campus in Reno becoming Truckee Meadows Community College.1981 - The Fallon campus opens with Sage Hall.1987 - Local builders and manufacturers donate time and materials to construct a center for machinetool technology instruction.1988 - The Pinon Hall classroom building opens at the Fallon campus.1991 - Aspen Building opens at the Carson City campus, bringing science and art laboratories, andfacilities for counseling and admissions.1992 - Stillwater Hall (now Virgil Getto Hall) opens at the Fallon campus with science and art labs,student services areas, library and media services. In Carson City, the library and media servicesaddition opens and the first interactive video classroom is inaugurated.1997 - Douglas Campus opens with Bently Hall.1998 - Cedar Building opens on the Carson City campus for nursing, physics, engineering andother classes.1999 - The Donald W. Reynolds Center for Technology opens on the Carson City campus, housingdrafting, electronics, construction technology and seminar rooms.- The WNC Jim Randolph High Tech Center opens at Carson High School, providing joint usetechnology programs.2003 - The Jack C. Davis Observatory opens on the Carson City campus.2004 - The Joe Dini Jr. Library and Student Center opens at the Carson City campus.2006 - John L. Harvey baseball field opens at the Carson City campus.2007 - Western Nevada Community College officially becomes Western Nevada College to reflect thecollege’s expanded mission and baccalaureate degree opportunities.2009 - A major retrofit is completed to make the Carson City campus more navigable for those withdisabilities. Improvements included new lifts between floors, additional accessible restrooms,walkways with a gentler grade, and improved handicap parking lots.2011 - WNC celebrates 40 years of academic opportunity for western Nevada.Thanks to all who have worked so diligently and passionately to create aWestern Nevada College that is truly “40 & FABULOUS!”WNC 40th Anniversary Logo - Congratulations to Chris Kemp, a Western Nevada College graphic communication student, for his work designing WNC’s 40th anniversarylogo. Privacy NoticePrivacy Notice & Request for Confidential Status of Directory InformationIn accordance with institutional policy and theU.S. Family Education Rights and Privacy Actof 1974, Western Nevada College vigorouslyprotects the privacy of student educationalrecords. The institution does not release therecords of individual students, such as gradesand class schedules, without prior writtenconsent of the student. WNC does not releaseinformation to parents of students regardlessof dependence status without prior writtenconsent of the student. A student is defined asan individual who has applied to WNC andwho is or has been in attendance at WNC.The Family Educational Rights and PrivacyAct (FERPA) affords students certain rightswith respect to their education records. Theserights include:(1) The right to inspect and review the student's education records within 45 days ofthe day the institution receives a request foraccess.A student should submit to the registrar,dean, head of the academic department, orother appropriate official, a written requestthat identifies the record(s) the student wishesto inspect. The institution official will makearrangements for access and notify the student of the time and place where the recordsmay be inspected. If the records are not maintained by the institution official to whom therequest was submitted, that official shall advise the student of the correct official to whomthe request should be addressed.(2) The right to request the amendment of thestudent’s education records that the studentbelieves to be inaccurate, misleading, or otherwise in violation of the student’s privacyrights under FERPA.A student who wishes to ask the institution to amend a record should write the institution official responsible for the record, clearly identify the part of the record the studentwants changed and specify why it shouldbe changed. If the institution decides not toamend the record as requested, the institution will notify the student in writing of thedecision and of the student’s right to a hearingregarding the request for amendment. Addi-tional information regarding the hearing procedures will be provided to the student whennotified of the right to a hearing.(3) The right to provide written consentbefore the institution discloses personallyidentifiable information from the student'seducation records, except to the extent thatFERPA authorizes disclosure without consent.The institution discloses education records without a student’s prior written consent under the FERPA exception for disclosureto school officials with legitimate educationalinterests. A school official is a person employed by the institution in an administrative,supervisory, academic or research, or supportstaff position (including law enforcement unitpersonnel and health staff); a person or company with whom the institution has contracted as its agent to provide a service instead ofusing institutional employees or officials (suchas an attorney, auditor or collection agent); aperson serving on the Board of Regents; or astudent serving on an official committee, suchas a disciplinary or grievance committee, orassisting another school official in performinghis or her tasks.A school official has a legitimate educational interest if the official needs to review aneducation record in order to fulfill his or herprofessional responsibilities for the institution.Upon request, the institution also discloses education records without consent toofficials of another school in which a studentseeks or intends to enroll.As permitted under federal law, an exception to the above practice is the releaseof “directory” information considered to bepublic in nature and not generally deemed tobe an invasion of privacy. The Nevada Systemof Higher Education has designated the following information as directory information:student name, address, telephone number,e-mail address, degrees, honors and awardsreceived, major field of study, college, dates ofattendance, date of graduation, undergraduate or graduate status, most recent educational agency or institution attended, enrollmentstatus (full-time or part-time), participationin officially recognized activities and sports,and weight and height of members of athleticteams. WNC has further designated photographs from college sanctioned events as directory information.Students have the right to refuse to letWNC and NSHE designate this informationas directory information and have until theend of the first six weeks of the fall or springsemester to submit a request for non-disclosure of the above items. A request for nondisclosure submitted at one NSHE institutionwill apply to all NSHE institutions.(4) The right to file a complaint with the U.S.Department of Education concerning allegedfailures by the institution to comply with therequirements of FERPA.
