INTRODUCTIONWestern Nevada Development District (WNDD) was designated by the U.S. EconomicDevelopment Administration as an Economic Development District in 1984. There areapproximately 400 Development Districts throughout the United States. WNDD for many yearswas the only certified Economic Development District in the State of Nevada.The WNDD Board of Directors consists of elected and appointed officials as well as agency staffand business representatives from throughout the region. The region includes seven counties:Churchill, Douglas, Humboldt, Mineral, Pershing, Storey, Washoe; seven cities: Carson City,Fallon, Fernley, Lovelock, Reno, Sparks, Winnemucca; Pyramid Lake Paiute Tribe/NUMU andthe University of Nevada, Reno Center for Economic Development. Associate Members include:Join, Inc., Lake Tahoe Visitors’ Authority, Community Services Agency, EDAWN, NevadaGreen Institute Inc., Western Nevada College, Truckee Meadows Community College, NVEnergy, Tahoe Prosperity Center, RailPros, Nevada Rural Housing Authority, Downtown RenoPartnership, Nevada Builders’ Alliance, Building and Construction Trades Council of NorthernNevada, Flynn Giudici Government Affairs, Education Innovation Collaborative, Inc., Office ofWorkforce Innovation, Rural Nevada Development Corporation, Uprise Fiber, and ChurchillEntrepreneur Development Association. WNDD works towards creating an environment inwhich business, industry and workforce will locate within the region, promoting a vibrant andsustainable economy.The economy of WNDD has been very volatile in 2020 with low unemployment in January andMarch of 2020 and then the administrative closures from the COVID-19 pandemicunemployment grew to historic high levels. With the production and dissemination of theCOVID-19 vaccine, WNDD needs to develop and implement pandemic resiliency plans to assist

the district to be more efficient in this expansionary phase. The Asset Map for WNDDrecognizes the linkage of the different economic sectors and government entities in WNDDwhich can strengthen the WNDD economy.The scope of the study involves a listing of the various assets of the region. Assets includehuman capital, financial capital, industries, legal and regulatory environments, physicalinfrastructure, and quality of life components in the WNDD region. Time constraints and/or datalimited the research team’s ability to include all data that might be available. Additionally,information as to specific industries is included in the asset map. These industries are part of theGovernor’s Office of Economic Development’s targeted industries for the state. Hopefully, thisdata and asset map can help the WNDD resiliency team in focusing on specific objectives andtargets for economic development activities during the post-COVID-19 era.

Human CapitalIntroductionOne potential factor in the location decision of some private firms is the level of humancapital within a region. Human capital refers to the labor force and the skills which they possess,as well as the institutions in place to provide future training. This section will look at variouseducational programs serving counties within the Western Nevada Development District,including K-12 schools, community colleges, universities and extension programs. An analysisof the available labor force will conclude the section.K-12 EducationNorthern Nevada has typically lagged in K-12 education; however, technology is nowallowing access to personalized education in more rural areas through online curriculums. Asolid K-12 education system is not only necessary to prepare students for the workplace andhigher education, but also to attract high level talent to the area. Professionals with advanceddegrees have access to a larger job market and often take into account the quality of educationthat will be available to their children when deciding to relocate. Below are lists of the schoolsin the eight WNDD school districts, followed by online charter schools available. Career and Technical Education (CTE) ProgramsHigh-schools in all WNDD counties except Storey participate in the national Career andTechnical Education (CTE) program, which helps all students, college-bound or not, acquirechallenging academic, technical, and employability skills in 16 broad clusters (below). Generallytaught by practitioners, CTE provides skills-based careers to students in middle school, highschool, and post-secondary institutions. Community CollegesNorthern Nevada is served by several community college campuses. Communitycolleges provide a bridge to those transitioning from high school to a university, as well as avariety of certificates and continuing education programs. Western Nevada College has fourcampuses, as well as online courses. Truckee Meadows Community College also servesNorthern Nevada with online classes, in addition to multiple campuses in nearby Reno. CareerCollege of Northern Nevada is a private technical school in Sparks.
