Page 2The ACCS DHR Project Director is an administrative position within the Alabama CommunityCollege System (ACCS) Adult Education Division. The position will serve as the administrator ofthe Alabama Department of Human Resources grants received and administered by the ACCSAdult Education Division. Responsibilities include grant administration and increasing theparticipation of eligible clients in postsecondary education and skills training, includingcontextualized, integrated education, employability preparedness, and job readiness. Assistingthe adult education programs and colleges to leverage the Department of Human Resourcesfunding to expand educational and training opportunities to the educationally and economicallydisadvantaged population and support the work of the 24 adult education programs and the 24Community Colleges in the state. The Project Director ensures that the activities, trainings, andupdates related to the responsible projects are executed in an efficient, effective, and timelymanner in accordance with deliverables and timelines. The position will continuously monitor,report, and present on the outcomes of project activities to the ACCS leadership and otheragencies and stakeholders as designated. In-state travel between the colleges and the systemoffice, and out-of-state travel for professional development and national meetings, will beexpected as required. The position will report directly to the Deputy Executive Director forAdult Education. Lead and coordinate the Alabama Community College System (ACCS) efforts related tothe Alabama Department of Human Resources (ADHR) in the specific areas of TANF andSNAP eligibility. Coordinate with the Regional Adult Education Directors to manage and guide theexpectations of the Community Outreach Recruiters (COR) team. Develop andimplement a strategic plan targeted to increasing participants served through theACCS/ADHR contracts. Present and set expectations for participating college programs in implementing thetraining requirements of the ADHR eligible training. Research and disseminateevidence-based instructional and programmatic resources to promote student successin all aspects of Adult Education. Provide technical assistance, support, and guidance to adult education programs andcolleges related to contextualized academics, industry sector specific training, andfoundational employability and job readiness skills as applicable to the ADHR/ACCScontracts. Act as a liaison (attend state, regional, and local meetings) between the AlabamaCommunity College System (ACCS) Title II Adult Education program and the otherwww.accs.eduACCS DHR Project Director

Page 3required WIOA partners identified in the Alabama WIOA State Combined plan as relatedto enrolling potential ADHR eligible clients. Conduct desktop and onsite monitoring of the ADHR SNAP A-RESET and TANF/200% ofthe Poverty Guidelines Employment Preparation service programs for federal and stateadministrative compliance. Create and maintain comprehensive project documentation for both internal review andexternal audits and ensure that local adult education providers have all requireddocumentation for compliance monitoring of ADHR eligible activities. Manage the collection of project/participant outcome data, monitor progress towardperformance goals, prepare regular progress reports, and share results with allstakeholders. Ensure that the project meets established performance expectations. Keep abreast of all federal and state requirements impacting Adult Education Title II andthe clients of the Alabama Department of Human Resources through research andreview of the WIOA law, Alabama State Plan, Uniform Grant Guidance, ADHR/ACCScontracts #1080 and #4002 and any other correspondence related to the operation ofthe adult education federal grant and the state ADHR contract. Work with Community Colleges, Alabama career centers, ADHR case managementoffices, workforce development councils, local community organizations and otheragencies and associations to promote and grow education and training opportunities.Assist in the colleges and local adult education programs’ understanding andimplementation of Career Pathways and integration of education and training asdescribed in the Alabama Combined State Plan based on the Workforce Innovation andOpportunity Act (WIOA) of 2014 and the guidelines of the Office of Community,Technical, and Adult Education (OCTAE). Create and deliver presentations on the project, both locally and out-of-state throughvirtual and/or face to face if required. Participate in activities and events that support the goals and outcomes of the project. Represent the System office at meetings of various groups and organizations dealing withassigned areas of responsibilities. Serve on ACCS committees and task forces as needed. Participate in system-level meetings, division meetings and other workgroups asassigned. Understand and promote the use of data to make informed decisions. Page 4 Master’s degree in education or a related field from a regionally accredited institution. Minimum of five (5) years of experience in adult education, human services, or a relatedfield. One (1) or more years of supervisory experience. A collaborative management style that works effectively in a shared governanceenvironment. An understanding of and commitment to the System’s mission and the mission of theState’s two-year colleges. Ability to travel as necessary to conduct and coordinate project activities. Ability to communicate effectively, both orally and in writing. Ability to perform tasks separately and independently of constant supervision.Skill proficiency in word processing, spreadsheets, PowerPoint and report creation. A terminal degree from a regional accredited institution in adult education, continuingeducation, business administration, human services, or a related field. Experience in adult education, workforce development and/or career/technicaleducation. Experience in writing, designing, and implementing curriculum.
