Our excellent highway system makes travel to Halifax, NS and Charlottetown, PEI enjoyable.Many work in Saint John or Fredericton. For the travel enthusiast, in less than a day by vehicle one can arrive inPortland, ME; Boston, MA; Quebec City and Montreal, QC, and Ottawa, ON.Situated in Charlotte County and on the east bank of the St. Croix River, which marks the internationalboundary between Maine and our province, St. Stephen is the “gateway into New England and the MaritimeProvinces”. Our three border crossings are among the busiest in Canada and welcome annually thousands ofvisitors.Proudly recognized as Canada’s Chocolate Town, St. Stephen is the home of Ganong’s Chocolates, acandy-making business which began in 1873 and remains today Canada’s oldest, family-owned chocolateenterprise. Located at the head of the tide, our location has been the reason for ourexistence. Prior to the coming of the Europeans (1604), the Passamaquoddy First Nations People established acamp at Salmon Falls. As the Europeans brought farming, small pockets of settlers were established. After theAmerican Revolution, Loyalists settled on the banks of the St. Croix, establishing flourishing lumber andshipbuilding industries. The town of St. Stephen was incorporated in 1871; and by the end of the nineteenthcentury, cotton goods, soap, and candy were being produced in bulk. Our little community thrived well into themid-twentieth century. However, with the building of better highways, making access to our cities easier, smallfamily-run businesses began to disappear.Primarily an English-speaking community, St. Stephen is currently becoming a home for New Canadiansfrom Vietnam, Korea, China, Britain, Australia, Belgium, Romania, Poland, Chile, and Africa. As a result, thefiber of our community continues to be enriched.Today our population hovers around 4,800. Statistically, our province has the highest senior rate over 65per our population base; the demographics of St. Stephen reflect this fact.While several employers (Flakeboard Co. Ltd., Ganong Bros., Government of Canada including BorderServices Agency, Province of New Brunswick, Town of St. Stephen, Charlotte County Hospital and LincourtManor) provide strong employment for many, far more people in our area are employed with smallerorganizations that provide harvesting, transportation services and retail trade. In an ongoing effort, the province ofNew Brunswick strives to develop employment opportunities for our young people in order to curb the need to1

KIRK MCCOLL UNITED CHURCH JNAC REPORT 2015PASTORAL CHARGE PROFILEKirk McColl United Church is located in the heart of St Stephen, New Brunswick but serves a faithcommunity well beyond the town borders.In 1991, our total membership was 462 with 385 families. Over the past five years, our total membershiphas increased from 167 to 217 members. The number of families listed in the 2014 statistics is 193, with a total of321 members and adherents. These numbers seem to coincide with the outflow of population from St Stephen.Over the past few years, during the downturn of the economy and the outflow from both our town andrural populations, some of the local United Churches have had to close. Kirk McColl has become the new home tomany of these parishioners, and this has helped to sustain our membership levels over the past few years. It willremain a challenge to sustain the current levels of membership and therein lays our future work.We are a family and community of faith open and welcoming to all who wish to join in the worship andwork of God. Countless more recognize our church as a positive force and a familiar community landmark. As anactive congregation of the United Church of Canada, we operate within its structures and policies to carry out thework of the church, locally and throughout the world.In October 2014, we approved a new Vision and Mission Statement as follows:Our mission, our faith and our actions take us well beyond the walls of Kirk McColl United Church.While our church building and grounds serve as a focal point in our spiritual life, we strive to build and nurture amuch greater community of faith.4

KIRK MCCOLL UNITED CHURCH JNAC REPORT 2015HistoryThe history of Kirk McColl United Church dates back to 1785 and is very well documented in twopublications written by Douglas M.L. Dougherty. These are:(1) Kirk- McColl, 1785-1980. “195 years of Christian Witness”(2) 1980-1985. “Kirk McColl Goes Forward in the 80’s.”The Kirk and McColl United Churches were officially united in January, 1944 following lengthydiscussions and consideration of the idea dating back to 1937. Because it had a larger seating capacity, the McCollChurch was chosen as the Christian home for the combined congregation. This beautiful ornate building servedthe congregation well until June 11th, 1980 when it was destroyed by fire.While the building was lost, the spirit of Kirk McColl lived on; and on May 2nd, 1982, Rev. Grant Wallsofficially dedicated the new church building. As one might expect, raising the funds necessary to build the newchurch required borrowing a considerable sum and mortgage on the property. By the beginning of 1988, less thaneight years after the original fire, all borrowed funds had been repaid.On January 28, 1988 at the Kirk McColl annual meeting, the debt had been paid and the mortgage wasburned, further testament to the resolve and strength of the church community.Organizations and CommitteesOfficial Board:The Official Board of Kirk McColl is generally responsible for exercising leadership in the care andoversight of the spiritual life and interests of the congregation. The Board is comprised of the Chairperson,representatives of the various committees i.e., the President or designate of the United Church Women (UCW),members of the Session and the Committee of Stewards.Session:In 2013, the Session Group met eight times. Their responsibilities included receiving new members andissuing transfers of membership, assisting in baptisms and communion, ensuring support of senior citizens,keeping membership and elder’s lists up to date, overseeing Christian Education and the use of the sanctuary,provide pulpit supply for vacation and study leaves and recommend candidates for ministry. They receiveproposals from the congregation and keep records of the church through the secretary. They serve as the church’shospitality team. Besides these duties, they are also involved with communion for shut-ins, sending cards to thesick and visits in hospital. They also oversee coffee fellowship, organizing the Memorial service in January, readMinute for Missions in church, decorate the church throughout the year, arrange the Mission and Service Calendarand give crosses to our graduates.5

KIRK MCCOLL UNITED CHURCH JNAC REPORT 2015United Church Women (UCW):The UCW consists of four units: FidelisSunshineFriendshipKMIn 2014, these four units had a total of 47 members. It is the largest fellowship group in our congregationand serves as a catalyst for much of the spiritual and social work undertaken at Kirk McColl. The units take turnscoordinating food events such as suppers, luncheons, receptions, and gatherings promoting fellowship andsupport to events held inside and outside the church facility. Financially, the UCW strongly supports the churchfinancial revenues through their support of the church budget (8% of total revenues) local and distant charitiesand help with emergencies.Kirk McColl Men’s Group:The Men’s Group was reactivated in 1997 and meets monthly for breakfast and a business meeting. Thisgroup helps coordinate and encourage the men’s involvement in church functions. In addition, the group isinvolved in the organization of fund-raising activities and donates revenues to worthy charitable causes - bothlocally and provincially.Ministry & Personnel (M&P):This committee serves as a confidential, consultative body that supports the pastoral relationships of KirkMcColl. In the United Church, we describe ourselves as “being in ministry together” recognizing that the work ofthe paid ministry personnel is only part of the work of ministry that takes place in the Pastoral Charge. There areother paid staff for which the M&P committee are responsible. This committee serves the dual role of supportand supervision functions for Pastoral Charge Ministry & Personnel.Christian Education:This committee is responsible for the oversight of the Sunday School including recruitment and supportof teachers and assistants. They are also responsible for the encouragement of Adult Education as well as theundertaking of bible studies and confirmation classes. Bible study, with our minister, occurs every Monday.Finance Committee:This group is responsible to promote and cultivate a sense of Christian stewardship among all churchmembers by monitoring and communicating the financial well-being of the Church. Together with theStewardship Committee, this group reviews and makes recommendations to The Official Board regardingfinancial receipts, expenditures and control of all financial resources.Property Committee:The Property Committee is responsible for the maintenance, repair and/or replacement of all churchproperty including equipment, furnishings and grounds. They also make recommendations regarding repairs,alterations, maintenance and replacement of property belonging to the church including the manse.Board of Trustees:As per Section 3 of The Manual 2013,Nominating CommitteeThis committee is responsible for filling all vacancies on committees including the nominating committeeitself with gender and age balance as well as diversity of experience.6

KIRK MCCOLL UNITED CHURCH JNAC REPORT 2015Stories of Kirk McCollExercise Club:For the past three years, an active exercise club called “Kreaky Joints” has been active for one hoursessions held twice a week. These joint exercises have been designed for seniors, persons with disabilities and forthose wishing to limber up. An average of fifteen persons attends these sessions. Free will offerings are donatedto the church for the use of the hall. The “Kreaky Joints” group, together with the Men’s Club, have purchased ascooter to assist a church member with mobility issues.Rally Sunday:For the past 15 years or more, the Kirk McColl Christian Education Committee has organized a RALLYSUNDAY scheduled within the first few weeks of September. The Oak Hill Christian Center is a wonderfulfacility which Kirk McColl rents specifically for this purpose. It provides a swimming pool, large kitchen,bathrooms, 3 bedrooms, 5 cabins, and a spacious worship area with stunning views of forests and mountains.This event takes place on Saturday and Sunday. Folks may choose to stay overnight in the cabins or bring alongtheir own tents or campers. Some opt for spending the day Saturday, return home and come back for the Serviceand meal on Sunday. Transportation is arranged for those who need rides to and from. This Rally Sunday is thekick off” - the start-up of a new year of Sunday School, Youth Choir and Church. The Youth Choir and Bandplan and play the hymns and special music involved. Various activities are planned for all ages. (group games,charades, Skateboard and Plunger races, Washer Tournaments, The World’s Longest Ice Cream Sundaes in gutterpipes, and Water Balloon Toss, Three legged races-you name it!) A memorable moment from years ago waswhen our minister baptised puppies and dogs which accompanied some of our congregation. Our first Churchservice of the year takes place here and lends itself well to building positive relationships and creating lifelongmemories. 7

KIRK MCCOLL UNITED CHURCH JNAC REPORT 2015RESOURCES PROFILEIntroduction:The Resource Profile describes the tools through which we can meet our mandate. Though important,money is not the greatest of our resources, as the following profile illustrates. Our people, equipment, materialsand relationships represent a considerable set of resources that allow us to get the most from the money we have.The following profile is based on the most recent financial statements, an asset inventory and the current roster ofpersonnel, both paid and volunteer at Kirk McColl United Church. Because it is difficult to measure, we havenot included an accounting of the fellowship that exists in our church family. We recognize the power of thisfellowship as significant and count it among our most valuable assets.Financial Resources:A detailed “Financial Status Report” was prepared in March 2014 by Wilf Torunski, Chair of theStewards Committee. To summarize, Kirk-McColl has met its financial obligations these past few years, whiletrying to address the same challenges facing many churches - declining membership, an aging population, and apoor economy. Thanks to extensive cost-cutting and the generosity of our core membership and the UCW, wewere able to balance our operating budget and show a small surplus in the years 2009-2012. We suffered a lossof 3,177 in 2013 largely due to the December “ice storm”, which forced the cancellation of Sunday services andresulted in higher-than-normal heating and snow removal costs.For 2014, we essentially broke even with expenditures and revenues of 160,000. We have a “reservefund” of approximately 85,000 to fall back on for unforeseen events and major building repairs. Looking aheadto 2015, there are two major projects that have already been approved and implemented for 2015 - replacing theroof over the lounge and extensive repairs to the Manse (rental property). See Appendix IV, beginning page 31,for current financial statements.PAR - Pre-Authorized Remittance - is a viable option for members of our congregation as well as regularSunday envelope donations.In the past, when faced with financial concerns, our congregation always seems to rise to the occasionand somehow cover any financial shortfalls that may occur. The resilience of our congregation in this regard isnothing short of miraculous. We are truly blessed to have such a caring and giving church family.Property Resources:Kirk McColl United Church is located on a large open property at the corner of King and McColl Streetsin St. Stephen. The church is a well-designed building dedicated in 1982. Incorporated into the construction ofthe new church building are a number of beautiful aged stained glass windows, salvaged from the ruins of a firewhich destroyed our former church building.The sanctuary features an impressive 30 foot high tongue and groove ceiling. The space in the sanctuaryseats 400 comfortably. Hearing Assistance units are available to those who may require augmented audio inputduring the Church services or any other ceremony held in the Sanctuary. An adjacent lounge can be opened upwhich adjoins the sanctuary area and seats an additional 30-40 people.8

KIRK MCCOLL UNITED CHURCH JNAC REPORT 2015The large open Fellowship Hall seats up to 125 people and features a well equipped kitchen with a passthrough counter window for easier serving and set up. This space is also equipped as a recreational facility and isoften rented or donated to community groups, such as Exercise Club, Boy Scouts, and AA. The remainder of thelower level includes choir practice areas, a minister’s office with private bathroom, secretary’s office, a nurserywith its own bathroom, storage space and a large entry/reception area. The second floor features seven goodsized classrooms, a materials/supply room/library, resource center, and washrooms. In addition, a recentlyupgraded state-of-the-art sound room can be found on the second floor. This includes a dual series audio/visualsystem to accommodate two large mounted in-house screens and upgraded microphones.Outside the grounds are well landscaped with ample green space and large paved parking lot. The Manseis located on the property not far from the church. It is a split level home with four bedrooms and an attached 2car garage. The bedrooms feature abundant closet space and the kitchen is well designed with plenty of cupboardspace. The manse is well located in a quiet area on a dead end street which is within walking distance to areaschools, the downtown core, a Civic Centre and the local library. The manse also has a large private back yard.The Property Committee is currently engaged in addressing those issues identified by the Presbytery ManseCommittee to ensure it is ready for occupancy if desired in July of 2016. See Manse report Appendix II. Ahousing allowance is available if preferred by our new minister.Volunteer Resources:Easily our most valued and effective resources at Kirk McColl are our volunteers, who have and continueto invest thousands of hours each year in everything from church maintenance to disaster relief assistance. ThePastoral Charge Profile provides an outline of the many active committees and organizations at Kirk McCollUnited Church but this tells only a part of the real story. Ample evidence demonstrates that the works of thisChurch form an integral part of many lives. Members of this congregation bring the Mission of Kirk McCollUnited Church to life in many ways and have never failed to meet the challenge when help was needed. Asindividuals, our volunteers come from all walks of life, across many age groups and represent an incredible mixof skills and abilities. As a group there is nothing they can not accomplish. Our United Church Women carry avery active role in the life of our church. As one might suspect, the most challenging areas for our volunteersappear to lie in Christian Education, and Outreach areas.9

KIRK MCCOLL UNITED CHURCH JNAC REPORT 2015Senior and Youth Choirs:The Senior and Youth Choir Directors both volunteer their time and talents. The Senior Choir currentlyhas 19 active members who take part in many community events and fundraisers. The Youth Choir, however, forthe first time in 25 years seems to be at a crossroads. Their numbers have dwindled from a strong showing ofapproximately 30 members down to currently six. This is due, in part, to losing many of our younger families toout-of-town Sunday sports competitions, as well as the changing demographic of our aging church population.Our Youth Choir has a broad local support as they provide concerts in many locations. They have carriedthe spirit and ministry of Kirk McColl to community events, field trips, and rural church services. To many, theYouth Choir is the face-and-voice Ambassadors of Kirk McColl. In recent times, this choir has been joined witha support band and have released two CD’s.Human Resources:Paid Positions: Kirk McColl relies on a core staff of four paid positions: a minister, a minister’s part-timesecretary, an accomplished organist, and a part time contracted building custodian. The current staff willinglyshare skills and talents far beyond what their job descriptions might require. The staff has a structured, wellestablished relationship with the Board to whom they look for guidance and support.10

KIRK MCCOLL UNITED CHURCH JNAC REPORT 2015TERMS PROFILEIntroduction:As this report is being prepared, “the comprehensive compensation model” of The United Church ofCanada is being launched. When the pastoral charge has full awareness of the specific implications for KirkMcColl United Church, the appropriate revisions to this profile will be made. The information provided at thistime (January 2015) is in keeping with the approved budget of the pastoral charge and with past remunerationpractices.Salary:In recognition of our desire to attract candidates with the particular skill set we need, we are prepared topay above the UCC Ministry and Allowance guidelines (2015).Housing:Kirk McColl has a manse but has provided a housing allowance for the current minister. Either one isavailable for consideration to ministry candidates. The housing allowance will be in keeping with UCCguidelines which indicate we should offer a minimum of 9600 per year.Travel Expenses:Upon submission of a travel claim, the minister will be reimbursed for work-related travel at a rate of .41 per logged kilometer. A travel log will be kept and submitted annually. The vehicle regularly used by theminister on church business must be insured for such use and carry liability coverage with a limit of not less thanone million dollars.Moving Expenses:The moving costs associated with acceptance of a call to this position will be paid by Kirk McCollUnited Church.Telephone:Kirk McColl will pay the cost of regular telephone service and high speed internet access for theminister's residence and will reimburse the cost of any ministry-related long distance telephone calls.Professional Development:Kirk McColl United Church believes in the importance of life-long learning and the value that accrues toour church family as a result. Therefore, in keeping with UCC compensation guidelines, this minister is providedwith up to 3 weeks annually, inclusive of Sundays, paid leave to be used for study and learning purposes. Inaddition, the annual budget provides 1,332 per year (2015) to assist with costs associated with thisstudy/learning. Study leave absences will be arranged in consultation with the Ministry and PersonnelCommittee.Employment Benefits:Employment benefits are provided according to the standards and schedules of The United Church ofCanada, the Province of New Brunswick, and the Government of Canada.Work Environment:Kirk McColl United Church will provide the minister with a spacious, well-furnished office including aprivate half-bath. Access will be available to all necessary office equipment and office services, e.g., laptop,photocopier, internet access, etc. A part-time (two days per week) secretary is employed to work with theminister. In addition, the church employs a part-time custodian (ten hours per week) and an organist.Ministry and Personnel Committee:A Ministry and Personnel Committee is in place to be supportive of the minister and to assist with therelationship between the minister and the congregation, its Board and Committees.12

I interviewedNorma CaswellOrganistGarry McGawCustodianBarbara GreenlawSecretaryAll expressed appreciation for the very good working relationship they enjoy with the current ministerand hopes for that continuing with a new individual.Norma noted that it is important for completing her responsibilities to receive input from the ministerregarding music expectations for services at the earliest opportunity.Garry noted that he particularly appreciates the minister's “open-door” policy and the easy workingrelationship they share. He is directly supervised by a member of the Property Committee and works 10 hoursper week at his discretion. He seeks to be attentive to the activity schedule for the church in order to present aclean and serviceable facility in the most helpful and timely way.Barb noted that the minister is her immediate supervisor and that she enjoys a very non-intrusive andaccepting relationship with him.
