Fairfax Police DepartmentUniform Evacuation ProtocolINCIDENT COMMANDER CHECKLISTo Locate FD – Establish Incident Command Posto Unified Command Select Command Post Locationo Declaring Evacuation Plan Activationo Central Ordering Point (Dispatch)o Communications – BLUE COMMAND – Upon Evacuation Plan activation,Fairfax Dispatch will request an ICS Talk group from Marin CountyCommunications Center. (MCCC) This request will be made on BLUECOMMAND or IC CLL. MCCC will assign an ICS Talk group based onavailability and advise Fairfax Dispatch. Mutual Aid resources respondingto the incident will switch to BLUE COMMAND and advise MCCC orFairfax Dispatch when they have arrived in the area. Fairfax Police DepartmentUniform Evacuation ProtocolEVACUATION PROTOCOLI.II.GENERALA.Purpose: To establish responsibility, policy and procedure toevacuate all or part of the population from any stricken or threateneddisaster area within the Town limits of Fairfax to locations providingrelative safety and shelter.B.Organization: An evacuation could involve all emergencyservice organizations of the county.(See Organization Chart,Appendices to Basic Plan).SITUATIONA.There are several emergency situations that may require anevacuation of part or the entire town. Evacuations may be neededas a result of criminal activity, fire, earthquake, flood, hazardousmaterial accident, or transportation accident. Generally, there are twokinds of evacuations:1.EVACUATION ORDER: Evacuation Order – Movement of community members outof a defined area due to an immediate threat to life andproperty from an emergency incident. An Evacuation Ordershould be used when there is potential or actual threat tocivilian life within 1 to 2 hours or when the IC deems itnecessary to protect civilians.In an area under Emergency Evacuation, officersshould:a) Direct homeowners to designatedshelter b) In the event of noncompliance,1. Advise the homeowner to shelter in-place,2. Get next of kin information,3. Notify Dispatch of the non-compliant homeowner’sname and address.B.The public will be given official information related to evacuation.The public will act in its own interest and evacuate dangerous areaswhen advised to do so.Page 5

Fairfax Police Department1.Uniform Evacuation ProtocolEVACUATION WARNING: Evacuation Warning – Alerting of community members in adefined area of a potential threat to life and property from anemergency incident. An Evacuation Warning may be issuedwhen the potential or actual threat to civilian life is more than 2hours away.Precautionary Evacuation occurs when it is recommended toevacuate within a certain perimeter, usually a building or a block,until the initial situation is contained. This type of recommendationis usually found in hazardous material handling manuals anddetermined by the Fire and Emergency Services.C.A closure prohibits the usage or occupancy of a defined area such asa park, beach, or road due to potential or actual threat to public healthand/or safety. Media is allowed under all closure levels unlessprohibited under PC 409.51.LEVELS OF CLOSURE: Level 1 Closure – Closed to all traffic except local residents; may requireescorts Level 2 Closure – Closed to all traffic except FD, LE and critical incidentresources (i.e. utility companies, Caltrans, County Roads, etc.) Level 3 Closure – Closed to all traffic except FD and LE. Level 4 Closure – Closed to all traffic including FD and LE. Shelter in Place – Directing community members to stay secured inside theircurrent location. Used if evacuation will cause higher potential of loss of life. Safe Refuge Area – A temporary location to hold evacuees until safeevacuation is possible. Safe Points – Temporary area outside of affected area to stage evacueesuntil emergency is over or a shelter can be opened.Page 6

Their office maintains a list of thenames of people that receive assistance from thecounty. On average, there are 75 law enforcementofficers on duty in Marin County at all times.B.Depending on need, CHP may provide up to 8 officers from withinMarin County and 24 officers from outside Marin County (SanFrancisco, Oakland, and Santa Rosa) to assist in mutual aid for amass evacuation.C.Marin County Sheriff’s Department Search and Rescue is availablethrough a request from COMM Center. They may provide 60 on-callvolunteers and have the ability to use their own radio frequencies, orcounty radios. They have equipment to evacuate injured or specialneeds individuals, and they maintain topographical and regularmaps of area.D.Marin County Humane Society is available through a request fromCOMM Center. Contact Lt. Steve Hill (415) 883-4621. They haveone to two officers on duty 24 hours a day. Buses hold anaverage of 40 people with two-wheel chair seats per bus.
