MESSAGE FROMTHE DEPUTY PREMIERRound Six of the Newcastle Port CommunityContribution (NPCC) Fund is now open. Fundingwill continue to support projects that enhance thePort of Newcastle and benefit the environment,public domain, infrastructure, heritage restoration,activation, smart technology or community.The Port of Newcastle is Australia’s oldest exportport and Novocastrians are proud of its history.But the Port is also part of an exciting and vibrantcity, bordered by parks and walkways, culturallysignificant sites, unique architecture, cafés andrestaurants.The Port of Newcastle is more than a busyeconomic hub, it’s where people come together, aplace for leisure, relaxation and recreation. As partof the Port lease agreement, the NSW Governmentensured that at least 1 million is allocated eachyear for the NPCC Fund.To continue the revitalisation and futuredevelopment of the Port, your organisation isencouraged to put forward imaginative projectsfor the economic, social and aesthetic benefit ofthe wider community.Round Five of the NPCC Fund allocated a totalof 1.2 million to five diverse projects that willbenefit the Newcastle community. These projectsinclude enhancing foreshore amenity at MacquariePier; improvement works at Cottage Creek North;creating a significant Awabakal memorial site;digitally documenting local stories and a projectto encourage greater sailing accessibility for thewider community.I look forward to seeing the range of successfulprojects which will provide even greater benefitto residents and visitors as we continue thiscommunity funding program.The Hon. OVERVIEWThe NSW Government established the Newcastle Port Community Contribution (NPCC) Fund in 2014 as anongoing program linked to the long-term lease of the Port of Newcastle.The objective of the NPCC Fund is to provide financial assistance to projects that enhance or maintainlandside infrastructure and provide community amenity around the Port of Newcastle.Previous successful projectsSince its inception the NPCC Fund has enabled the delivery of over 20 projects which have provided directbenefit to the community of Newcastle. These have included larger infrastructure projects, which haveenabled better access and amenity for the community to the Port surrounds, and smaller community events,which have allowed Novocastrians and their visitors to come together and celebrate around the harbour.The successful projects from Round Five (2019) were:RECIPIENT2PROJECT DESCRIPTIONFUNDINGMacquarie Pier Revitalisation– Port Authority NSWImproving the pedestrian experience and opportunities tolinger, gather and engage along the pier. This will includea total makeover of the path with new seating, railing,interpretive elements, and a new lookout and activity area. 500,000Cottage Creek North– Hunter Central CoastDevelopment CorporationNaturalisation works will aim to return vegetation, improvethe function of the creek, potentially provide habitat forvarious species and improve water quality. 375,800Get Newcastle Sailing– Newcastle CruisingYacht ClubEncouraging local sailors and visitors to utilise the portand providing infrastructure that will attract sailing eventsto Newcastle. 170,000Awabakal Ancestral RemainsMemorial – Awabakal LocalAboriginal Land CouncilCreating a permanent memorial and resting placefor Awabakal ancestral remains, providing a place ofsignificance, remembrance and ceremony. 98,200Stories of Our Town– University of NewcastleImmortalising Novocastrians’ stories on film, capturing andpreserving local tales for future generations. 72,000Newcastle Port Community Contribution Fund Round Six

GRANT FUNDING2020 fundingUp to 1.2 million is available for Round Six of theNPCC Fund 2020.Applicants are invited to apply for funding from 10,000 up to a maximum of 500,000 (GSTexclusive) for projects which demonstrate aneconomic, environmental and social benefit, publicinfrastructure and precinct activation.The NPCC Fund has a target to allocate a minimumof 75 per cent of the Round Six funding to eligibleLocal Government, not for profit organisations, orother community organisations that have a publicpurpose and carry out activities for communitybenefit within the NPCC Fund Project Area,including Local Aboriginal Land Councils.The NPCC Fund is a competitive, merit-basedfunding program. Applications that meet theprogram’s eligibility requirements will be evaluatedagainst the assessment criteria.Recommendations on projects to be funded willbe made by the NPCC Fund Assessment Panel forfinal approval by the Deputy Premier. Local andState Government Agency projects must providematching co-contribution.All organisations must declare if they are reliant ona NPCC Fund grant for the project to proceed.Funding can only be used for external thirdparty costs directly associated with deliveringproject activities. ELIGIBILITYWho can apply?The applicant must be: an incorporated association orcommunity organisation a not-for-profit organisation withACNC registration a state government agency any other organisation or corporation that owns,a local councilmanages or occupies land subject to a lease orlicence within the NPCC Fund Project Area andmust clearly demonstrate community benefit.Applicants must hold an Australian BusinessNumber (ABN), Australian Company Number(ACN) or be registered with NSW Fair Tradingunder the Associations Incorporation Act 2009or other act. Applicants must have or be ableand willing to purchase at least 20 million publicliability insurance. The cost of public liabilityinsurance can be included in the project budget aspart of the administration costs.What projects are eligiblefor funding?Projects must meet the following criteria:1. Registration of interest – applicants mustcontact the designated Department of RegionalNSW (DRNSW) officer at npcc@dpc.nsw.gov.auto discuss the eligibility of their project.2. Project area is defined as per the map includedwith these guidelines. The project must beprimarily located within the project area.Projects located in the waterways adjacent tothe defined area are also eligible.3. Project types must be of one or more ofthe following: environmental (e.g. pollution control, cleanup works) public domain (e.g. parks, pathways, cycleways,community facilities, tourism facilities) port related community infrastructure(e.g. boat ramps, services, access) heritage restoration or interpretive works(for land, buildings or equipment) activation (e.g. place making projects,community and tourism-based events)Ineligible applicants are: an individual or group of individuals (including smart technology or innovation (e.g. smartpublic amenities or facilities)sole traders and partnerships) an unincorporated association that is not a other types with demonstrated public orcommunity benefit.registered not-for-profit organisation.The applicant must agree to enter into a fundingdeed if their project is successful.4. Funding requests must be for between 10,000 and 500,000 (exclusive of GST).Organisations with small, low-cost projects such as community engagement, arts projectsand events - are encouraged to apply.5. Applicants may only seek funding for planning,design and project management where: it is sought in conjunction with funding for thedelivery of a project the amount sought for these elements is nomore than 10 per cent of the total fundingrequested. DRNSW and the ProgramAssessment Panel may offer part-funding toprojects where appropriate and in consultationwith the applicant. If this occurs DRNSW willwork with applicants to revise the project scopeso it is within the funding amount awarded.6. Landowner consent must be provided wherethe land on which the project is to be deliveredis not owned by the applicant. 7. Public project – all projects must be for thebenefit of the community. Projects that areprivate or commercial, or on private land thatis not accessible to the community (eitherphysically or visually), will be ineligible.8. Exclusions include: expenses incurred prior to the project fundingdeed being signed by DRNSW repair and maintenance equipment not part of a broader project operational or administration costs, or wages smartphone applications.Applicants can submit multiple applications forseparate projects in each funding round.What are eligible costs?Eligible project costs include: design and planning consultancies construction, upgrade and repair works remediation, pollution control and clean up works project management fees (internal managementfees may be considered where additionalinternal resources are required).Funding cannot be used for: expenditure incurred by projects prior to afunding deed being signed by DRNSW activities already funded or budgeted through theCity of Newcastle or a NSW State Governmentagency projects that have exclusive private benefits costs/works already funded through another grantprogram including a previous NPCC Fund round administrative overhead items, includingoffice equipment development application (DA) fees cost over-runs in excess of the agreedcost allocations ongoing management and maintenance expenses organisational operating costs such as wages thatare unrelated to the project repair and maintenance equipment not part of a broader project operational or administration costs, or wages smartphone applications.Stockton Beach, NewcastleImage: Destination NSW2020 Program Guidelines5

HOW TO APPLY the degree to which the project addresses aRegistration of interest2. Potential applicants must register theirinterest before making an application to theNPCC Fund by emailing npcc@dpc.nsw.gov.au orcontacting DRNSW on 4921 2655.This includes considering project attributes such as:This initial process is mandatory as not allenquiries will proceed to the applicationstage. An application form will only be sent toapplicants who have registered. the applicant’s occupation of the landInformation sessionAn information session will be held at RydgesNewcastle on Wednesday 7 October 2020 from5-6pm. You will need to register atnpcc@dpc.nsw.gov.au (registration is essentialin case changes are required due to COVID-19restrictions). While it is not compulsory, it isstrongly recommended that potential applicantsattend this session.Additionally, DRNSW officers will makethemselves available to provide informationabout proposed projects up to the closing date.Questions and answers from the informationsession will be posted on the webpage.Submitting your applicationApplications must be submitted using the onlinegrants system SmartyGrants.Applications must be received by 5pm on Friday6 November 2020.Late and incomplete applications will not beaccepted. Make sure you leave enough time to submityour application to avoid any technical issues.ASSESSMENTAssessment criteriaApplications will be assessed by the evaluationpanel against the following criteria:1. Economic, environmental and social benefitsof the projectThis will include considering: the degree of sustainable public orcommunity benefit the project’s contribution to local tourism,community engagement, activation, communityinfrastructure and amenity, heritage orenvironmental quality, innovation or smartcity technology6 the total project cost and whether it representsvalue for money how the applicant and their partners will deliverthe projectand, where occupation is temporary, thearrangements for long-term managementwhere the project is permanent in nature the applicant’s capacity to deliver the project ina reasonable time. Applicants will be expectedto deliver their projects within a two-year period compulsory matching co-funding for Local andState Government agency projects the applicant’s capacity to effectively managefunds and spending project risks and proposed riskmanagement approaches.Projects that are collaborative in nature andcan leverage or provide other funding may begiven preference.Weighting and scoringCRITERIA1. Project readiness, viabilityand deliveryWEIGHTING60%40%Assessment processThe Assessment Panel will consider the individualmerits of each project against the programcriteria as well as how the project fits intothe package of projects that will reflect thefund objectives. Broader factors that may beconsidered when assessing an overall package ofprojects suitable for funding across infrastructureand community focussed projects include: how critical the project is to the community variety of project size, scale, type and focus area importance of the project to the local economy project deliverability risks.The Assessment Panel may recommendpart-funding of projects where there isinsufficient funding available for the wholeproject or where only a component of the projectis considered suitable/eligible for funding.Newcastle Port Community Contribution Fund Round Six

IF YOU ARE SUCCESSFULFunding deedsSuccessful applicants, who must be anincorporated entity, will need to sign a fundingdeed with the Grants Management Office(GMO).Successful applicants must deliver theirproject within two years of signing the fundingdeed. The dates will be reflected in the projectmilestones for delivery and reporting.The funding deed will detail the obligations ofthe grant recipient and conditions of the grant.These include:Successful applicants will be required toparticipate in the program evaluation, afterthe project has commenced, to determine theextent to which their project has contributedto the objectives of the funding package. Theevaluation will require applicants to provideevidence of how the project has resultedin measurable benefits consistent with theobjectives of the fund. arrangements to report on the progress ofthe project project milestones and the grant acquittalprocess branding and recognition requirementsincluding media restrictions and conditions arrangements to manage the delivery of theproject, including site visits conducted byDRNSW or its agents specific conditions attached to the grant as aresult of the assessment process.Financial commitments entered into before thefunding deed has been executed are done soat the risk of the grant recipient.All recipients of NSW Government fundingshould acknowledge this financial support asper the Funding Acknowledgement Guidelinesfor Recipients of NSW Government Grantsavailable ul applicants will be notified inwriting of the outcome of each application andwill be offered a feedback information session.Applicants will need to provide evidence thatthey hold a currency certificate for publicliability insurance for 20 million.CHECKLISTRegister your interest and contact thedesignated DRNSW officer to confirm yourproject’s eligibilityPrepare your application formAttach at least one quoteAttach written consent from thelandowner (if required)Address the program criteriaSubmit your application via SmartyGrants.A link will be provided to eligible applicants.Image: Destination NSW2020 Program Guidelines7
